Education policies effective from May 2025

TPO - In May 2025, many educational policies will officially take effect, such as children in boarding kindergartens will be supported with 360,000 VND/month for lunch; boarding students and trainees will be supported with 936,000 VND/month and many other incentives.

Many important changes in the 2025 University and College Admission Regulations

On March 19, the Ministry of Education and Training issued Circular No. 06/2025/TT-BGDDT amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education issued together with Circular 08/2022/TT-BGDDT.

According to the new Regulations, there will be no more early admissions. The new Regulations also stipulate that when using high school academic results for admissions, candidates must use their entire 12th grade academic results. In addition, to ensure that the contribution of the entire 12th grade academic results is not too low when calculating the admission score, the Regulations stipulate that the weight of the 12th grade academic results for admissions must not be less than 25%.

Training institutions using multiple admission methods must determine the equivalent conversion rules for the input threshold and admission scores of the admission methods, admission methods, and admission combinations according to the general instructions of the Ministry of Education and Training.

The regulations specifying the equivalence conversion rules must be publicly announced at the same time as the input quality assurance threshold is announced.

Candidates do not need to choose a method code, combination code... they just need to clearly identify the program, major, training group and training institution they want to study at to decide to register.

To ensure admission opportunities for students from different regions, the Regulations remove the requirement for training programs, each major and each program has a maximum of 4 admission combinations; there is no limit on the number of admission combinations.

The regulation also stipulates that schools can convert foreign language certificates into foreign language subject scores to include in the admission subject group, but foreign language subject scores converted from foreign language certificates have a weighted score that cannot exceed 50%.

The regulations set a limit of total points not exceeding 10% of the maximum score of the admission scale (for example, with a 30-point scale, the maximum is 3 points) to create a fairer opportunity in the admission process.

Circular 06/2025/TT-BGDĐT will take effect from May 5.

Nursery children, students and trainees in ethnic minority and mountainous areas are supported with food money.

Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government stipulating policies for nursery children, students and trainees in ethnic minority and mountainous areas, particularly disadvantaged communes in coastal and island areas andeducational institutions with nursery children and students enjoying the policy has officially taken effect from May 1.

The most notable new point of Decree No. 66/2025/ND-CP is that it has added children in semi-boarding kindergartens (from 3 months to 3 years old) to the list of beneficiaries of the learning support policy from the state budget. This addition not only contributes to the universalization of preschool education in ethnic minority and mountainous areas but also ensures fairness in the enjoyment of the State's support policies.

According to Decree 66, children in boarding kindergartens will be supported with 360,000 VND/month/child for lunch (not exceeding 9 months/school year). In addition, preschools with children in boarding kindergartens will receive 700,000 VND/month/group of children in kindergartens (not exceeding 9 months/school year) to manage lunch for the group of children in kindergartens.

Thus, the lunch support rate for nursery children in Decree 66/2025/ND-CP is doubled compared to Decree 105/2020/ND-CP (preschool children from 3 to 6 years old are supported with 160,000 VND/month/child).

Implementing Decree No. 66, preschools will be supported with money to buy paper, comics, crayons, pencils, toys and other learning materials and tools; blankets, mosquito nets and personal items. At the same time, they will be supported with electricity and water bills for the learning and living of children in boarding kindergartens;....

Circular regulating training cooperation between Vietnamese higher education institutions and foreign higher education institutions

On March 27, 2025, the Ministry of Education and Training issued Circular 07/2025/TT-BGDDT regulating training cooperation between Vietnamese higher education institutions and foreign higher education institutions at the undergraduate, master's and doctoral levels.

Circular 07/2025/TT-BGDDT stipulates the organization of joint training at university, master's and doctoral levels approved by competent authorities according to Government regulations on foreign cooperation and investment in the field of education between Vietnamese higher education institutions and foreign higher education institutions; applicable to Vietnamese higher education institutions, foreign higher education institutions implementing joint training with Vietnamese higher education institutions and related organizations and individuals.

Some new points of Circular 07/2025/TT-BGDDT are related to the scope of application, training forms, foreign language requirements, program transfer, teaching and foreign lecturer ratio, and protection of learners' rights.

This Circular will take effect from May 5, replacing Circular 38/2020/TT-BGDDT dated October 6, 2020 of the Ministry of Education and Training.
