In 2025, many specialized and high-demand majors will open up completely free study opportunities. Candidates should grasp detailed information about the list of majors that are exempt from tuition fees.
Majors with 100% tuition exemption for the 2025 school year

Candidates studying at schools in the Police and Military sectors are exempted from 100% tuition fees.

According to Decree No. 81/2021/ND-CP of the Government on the mechanism for collecting and managing tuition fees foreducational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs; service prices in the field of education and training, students in the following majors/specializations will be exempted from 100% of tuition fees: Major in Marxism-Leninism; Major in Ho Chi Minh Thought; Major in Tuberculosis; Leprosy; Psychiatry; Forensic examination; Forensic psychiatry; Pathology at public health human resource training institutions according to State-ordered quotas.

Training units for the above majors/specializations include: Academy of Journalism and Communication, Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, University of Medicine and Pharmacy (Hue University), Hai Phong University of Medicine and Pharmacy...

In addition, the Law on Medical Examination and Treatment, effective from January 1, 2024, stipulates that the State will fully support tuition and living expenses for the entire course, including: Infectious Diseases; Emergency Resuscitation. However, students must achieve academic and training results that meet the conditions for scholarships at training institutions in the State's health sector to be exempted from tuition fees.

In addition, industries and occupations that are difficult to recruit but have demand according to the list prescribed by the Ministry of Labor, War Invalids and Social Affairs are also 100% exempt.

Specifically, a total of 36 industries and fields are listed in the list, including: Wood carving techniques, sculpture, Hue opera performance arts, folk songs, Cheo, Tuong, Cai Luong, ethnic folk dances, Quan Ho folk songs, dancers, choreographers, traditional musical instrument performances, Southern amateur music and music, traditional opera musicians, Hue traditional musicians, lacquer and mother-of-pearl inlay techniques, ship hull construction technology, rubber product manufacturing technology, rubber latex processing, forestry, fisheries, waste treatment, water supply and drainage, road and bridge construction.

According to the regulations of the Ministry of Education and Training, the following pedagogical majors are exempt from tuition fees: Preschool Education, Primary Education, and Pedagogical Subjects in Public Secondary Schools; High School Education; Special Education; Physical Education; National Defense and Security Education. Pedagogical students are also supported by the state with 3.63 million VND/month to cover living expenses during their time studying at the school.

In addition to the above-mentioned majors, many other majors are also being proposed to exempt or reduce tuition fees to reduce the burden on learners. The Ministry of Education and Training is also researching and proposing a tuition exemption policy for students majoring in semiconductors, while implementing a joint model to train human resources for this industry. It is expected that in 2025, the Ministry will review, research, and propose amendments to the tuition exemption and reduction policy mechanism and scholarship policy for students studying majors related to the semiconductor industry at home and abroad.

The Ministry of Health has just proposed to the Government to support tuition fees and living expenses for medical students to attract students in the context that this industry is lacking human resources in both quantity and quality.

Another option worth considering for candidates who want to be exempted from 100% of tuition fees is to study at schools belonging to the Police and Military sectors. According to State regulations, students studying at these schools are guaranteed full training costs.
