At the discussion session on the revised Law on Prices on the afternoon of May 23, delegate Ta Van Ha ( Quang Nam delegation) said that not regulating ceiling prices and floor prices does not mean that airlines will simultaneously increase prices, but on the contrary, it will create conditions for airlines to continue implementing flexible fare policies, introduce more programs and appropriate price policies, and increase low prices to stimulate demand as well as encourage customers to participate in air transport.

Delegate Nguyen Quoc Luan ( Yen Bai delegation) said that electricity prices should be added to Appendix 1 on the list of price-stabilized goods and services. "Because this is an important commodity and service directly related to people's lives, related to the production and business activities of organizations and enterprises, causing a great impact on the socio -economy, production and business and people's lives. Practice in recent times has shown that this type of commodity changes frequently according to trends, only increasing and not decreasing, however, increasing electricity prices is still not enough to cover costs, leading to large losses in the electricity industry, causing cash flow imbalance and leading to many serious consequences," he said.

"In my opinion, milk for the elderly is not an essential commodity, we do not have such regulations yet, so focusing on what is truly essential and doing well to stabilize this is more meaningful than occasionally remembering an item and then introducing it, which is very difficult and has no basis and will also cause a lot of impact on production and distribution enterprises , especially in the current difficult situation", is the opinion of delegate Pham Khanh Phong Lan (HCMC delegation) at the discussion session on the revised Law on Prices on the afternoon of May 23.

Speaking at the parliament, delegate Nguyen Thien Nhan (HCMC delegation) said: In 2022, France's GDP is 3,128 billion USD. The budget expenditure to support electricity companies is 49 billion USD so that they do not increase electricity prices much when input costs increase sharply, meaning that the French government spends 1.5% of GDP to support. By the end of 2024, the loss of Vietnam Electricity Group is forecast to be about 128,000 billion VND, equal to 1.4% of Vietnam's GDP. Thus, the situation of electricity enterprises in France and Vietnam is very similar. In 2022, the total unused public investment capital is nearly 130,000 billion VND. If this budget is used, which has been approved by the National Assembly but is not used to cut losses caused by the State's price regulation method, the Electricity Group will move to a new stage of development. "Therefore, I strongly propose to add a principle of State price regulation management to the draft Law on Prices 2023, which is that the State must have public financial resources and reserve goods suitable for price regulation so that Vietnam Electricity Group, the largest state-owned corporation in Vietnam, the most important state-owned enterprise in the electricity industry in 2024, will not go bankrupt but must develop sustainably and be a core enterprise for the implementation of the Government's newly issued Power Plan 8," he shared.

On the morning of May 24, at the discussion session on the draft revised Law on Bidding, delegate La Thanh Tan ( Hai Phong delegation) said that currently, the biggest limitation of the centralized procurement mechanism is the long waiting time, because centralized procurement is often done in batches compiled from many agencies and units, so if rare drugs are purchased in small quantities and centralized procurement is unreasonable, it cannot ensure the need for medical examination and treatment. Assigning the State management agency on bidding to conduct both inspection and supervision and monitoring is both overlapping and unnecessary. He proposed to adjust in the direction of clearly separating the task of inspecting bidding activities as the State management agency, while the task of supervision and monitoring is the task of the competent person.

When discussing the draft revised Law on Consumer Protection on the morning of May 26, delegate Nguyen Van Canh (Binh Dinh delegation) said: Many consumers think that business organizations and individuals must consider them as gods. However, not only are they customers, but many other customers are also customers, others also need to buy goods and products, use services in a suitable space and time, and be guaranteed safety as well as other rights.

According to delegate Pham Thi Kieu ( Dak Nong delegation), today, thanks to the rapid development of science and high-tech industry, consumers enjoy many types of quality and convenient goods and services. However, taking advantage of this problem, a number of business entities, disguised as traders of fake and poor quality goods, even causing harm to the health, life and spirit of consumers, have been stalking and besieging consumers in cyberspace every hour and every day.

Delegate To Van Tam, when discussing the draft revised Law on Consumer Protection, said that in protecting consumer rights, one of the important issues is that consumers have complete and accurate information about the quality of products, goods and services. In the current conditions, social media plays a large and important role in promoting product information to consumers. However, there are acts that have been using this media to promote incorrect, incomplete or misleading information or spread fake information about the quality of products, goods and services, even creating fake websites to impersonate brands and products to deceive consumers and consume goods and services. Amidst the siege of such fake information, it is difficult for consumers to distinguish, many people lose money and suffer because of such false and fake information. Although the draft law stipulates the rights and obligations of consumers, including the need to check and choose to consume products, goods and services with clear origin and sustainable consumption, when faced with the current information, consumers still have the right to request and ask: Where is the responsibility of the management agencies?
