In 2023, the Central Military Commission and the Ministry of National Defense focused on leading and directing the entire army to unite, be proactive and creative, overcome difficulties, perform well the functions of a combat army, a working army, and a production labor army, comprehensively complete tasks, and achieve higher results than in 2022, with many outstanding achievements, some of which are breakthroughs.

Speaking at the Conference, President Vo Van Thuong assessed: In 2023, the entire army thoroughly grasped, concretized and had many methodical, flexible and creative measures and methods in organization and implementation, creating comprehensive and solid changes in all areas of work. That demonstrates the spirit of initiative, responsibility and very high political determination of the Central Military Commission, the Ministry of National Defense and the entire army towards the cause of building the Army, strengthening national defense and protecting the Fatherland.

The Central Military Commission and the Ministry of National Defense have performed well the function of strategic consultation with the Party and the State on military and national defense. They have proactively advised, organized the implementation, completed the quality summary of 10 years of implementing the Resolution of the 8th Central Committee, 11th tenure, and submitted to the 8th Conference of the 13th Central Committee to issue a Resolution on the Strategy for National Defense in the new situation, with many strategic forecasts, new viewpoints and contents. These are very important results, positive developments in concretizing the Party's guidelines and policies into the State's policies and laws on military and national defense, meeting the requirements and tasks of protecting the Fatherland in the new period.

Along with that, the overall quality, strength, level, and combat readiness of the Army have been improved, better meeting the requirements of the task of protecting the Fatherland in the new situation. The entire Army regularly maintains strict combat readiness, tightly managing the airspace, sea, border, inland, cyberspace, and key areas.

The entire army resolutely, synchronously, and effectively implemented the "Five adjustments to force organization". This is a major adjustment in the organization of the Army force, conducted methodically, cautiously, and firmly, creating high consensus and unity within the army, maintaining stability, and ensuring the strength and combat readiness of the entire army.

The President commented that the above activities have affirmed the strength, level and combat readiness of our Army; demonstrated new thinking, new ways of working, proactiveness and creativity in work, the ability to master the exploitation, use, research, manufacture and production of new types of technical equipment; promoted the will of self-reliance, self-reliance, responsibility and determination to build a revolutionary, disciplined, elite and modern Army by 2030. Our people's trust in the Army, in "Uncle Ho's Soldiers" continues to increase, and trust in the Army's leadership is at a high level. Each good deed and action of the soldiers of the Vietnam People's Army has further brightened the image of our Party, State and regime.

In particular, the entire army has closely coordinated with central and local ministries, branches and sectors, promoted the strength of the entire political system and the entire people, built a national defense for all people, "the people's heart position", and increasingly solidly defended military regions and defense areas at all levels. The army has promoted its core, pioneering and shock role, not afraid of sacrifice and hardship, mobilized nearly 60,000 troops, militia and self-defense forces, and nearly 3,000 vehicles, promptly present in difficult and dangerous places to participate in preventing and fighting natural disasters, catastrophes, and search and rescue (including overseas), successfully completing the army's tasks in peacetime, protecting the peaceful lives of the people.

Party committees and organizations in the entire army were promptly consolidated, upholding the fighting spirit, setting an example, and solidarity, promoting the leadership and vanguard, exemplary, and responsible roles of cadres and party members; thoroughly grasping and seriously and effectively implementing policies and solutions on Party building and rectification and military and national defense tasks. There were many innovations and creativity in political, ideological, information, and propaganda education; attaching importance to "self-examination and self-correction" and preserving the qualities of "Uncle Ho's soldiers". The army is always the vanguard, the core, and the pioneer in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints. Mass mobilization work was actively and creatively implemented, with many new, practical, and effective models, tightening internal solidarity, military-civilian solidarity, creating high consensus, contributing to building a solid "people's heart position", especially in border areas, islands, remote and isolated areas.

International integration and defense diplomacy have been carried out actively, proactively, cleverly, flexibly, practically and effectively; continuing to be a bright spot in the pillars of Party foreign affairs, State diplomacy and people's diplomacy.

Regarding the direction and tasks for 2024, President Vo Van Thuong requested the Central Military Commission and the Ministry of National Defense to continue to perform well the function of strategic advisory to the Party and State on military and national defense; to be proactive, sensitive, improve research and forecasting capacity, have flexible and effective response measures to situations, and avoid being passive and surprised. Continue to advise on the promulgation of guidelines, policies and laws on military and national defense, meeting the requirements and tasks in new conditions.

The Central Military Commission and the Ministry of National Defense continue to thoroughly grasp the policy of all-people national defense, people's war, and national defense in the new situation, with the viewpoint of relying on the people, "people are the root", the center, and the subject. The Central Military Commission and the Ministry of National Defense propose appropriate mechanisms to fully promote the role and responsibility of the political system, actively participate in building and consolidating all-people national defense, "people's hearts and minds posture", firmly defending military regions and defense areas at all levels; effectively implementing the policy of combining national defense with economy, economy with national defense.
