Ninh Binh: Ban on extra classes on holidays

Regulations on extra teaching and learning of Ninh Binh province prohibit extra teaching on holidays according to regulations, and do not teach past 9:30 p.m. on normal extra teaching and learning days.

On April 24, information from the Office of the People's Committee of Ninh Binh province said that the People's Committee of this province has just issued a decision regulating extra teaching and learning in the area.

This is a decision to specify Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning.

Ninh Binh province stipulates that extra teaching and learning is not allowed on holidays, and no extra teaching after 9:30 p.m. every day.

Regulations of Ninh Binh province require responsibilities for each relevant unit in managing and organizing extra teaching and learning. In particular, the extra teaching facility must arrange each extra class to have no more than 40 students; extra teaching and learning must not be organized on holidays and Tet holidays in the year according to Government regulations.

Extra classes are not held before 7:00 a.m., from 11:30 a.m. to 1:30 p.m., and after 9:30 p.m. daily. Each extra class must not last more than 2 hours a day, and there must be time for students to rest in between.

Expenses for extra teaching and learning activities, according to regulations, include the following: expenses for direct tutors; expenses for management of extra teaching and learning; expenses for conditions to ensure operations and repair and supplement facilities serving extra teaching and learning ateducational institutions or extra teaching facilities.

As for expenses for extra classes in schools, the spending objects and spending levels must be approved by the school board, the conference of civil servants and employees at the beginning of the school year, and must be estimated and included in the internal spending regulations during the school year of the educational institution to ensure publicity, transparency and compliance with regulations.

The People's Committee of Ninh Binh province stipulates that the responsibility of school principals is to update and publicize the list of teachers of the unit participating in extracurricular teaching on the school's electronic information page (including the full name of the teacher, the subject taught, the name and address of the facilities participating in extracurricular teaching).

At the beginning of each semester and at the end of the school year, the school principal must report to the direct management agency the list of teachers participating in extra-curricular teaching...

The Decision regulating extra teaching and learning of the People's Committee of Ninh Binh province takes effect from May 2, 2025, replacing many previous regulations of the People's Committee of Ninh Binh province in the management and implementation of extra teaching and learning.
