Ninh Thuan plans to fix 32 behind-schedule projects

Ninh Thuan Provincial People's Committee requested to monitor the implementation progress, remove difficulties and obstacles, assess objective and subjective causes, propose solutions to speed up project progress, and handle projects that are behind schedule.

According to information from the People's Committee of Ninh Thuan province, as of December 24, 2024, there are 32 projects behind schedule in the province (by field, including 12 tourism and resort projects; 8 agricultural projects; 5 mineral exploitation and processing projects; 4 energy projects; 3 projects in other fields).

Among tourism projects, the Department of Planning and Investment of Ninh Thuan province has included 3 projects in the 2025 inspection plan.

Specifically, SOJO Hotel Project and Ninh Thuan Trade Services and Offices (Nhu Mai Ninh Thuan Trading Services and Tourism Company Limited); Sunbay Park Hotel & Resort Project (Sunbay Ninh Thuan Joint Stock Company); Mui Dinh Bay Tourist Area Project (Mui Dinh Bay Company Limited).

For the 3 projects with inspection conclusions on February 22, 2024, the Ninh Thuan Provincial People's Committee issued 2 land revocation notices for the Rocko Bay Resort Project of Minh Thanh Company Limited and the Nui Chua High-class Eco-tourism Project of Thanh Trung Ninh Thuan Joint Stock Company. After the land revocation decision was issued, the Department of Planning and Investment advised to terminate the project activities according to the Investment Law.

The remaining project is the Khanh Hai Complex Tourism, Hotel and Entertainment Project invested by Thanh Tam Company Limited (2.5 hectares, VND 1,500 billion). The investor has submitted a dossier to adjust the project completion schedule to the third quarter of 2024. On November 8, 2024, the Department of Planning and Investment sent a document to the Ministry of Planning and Investment and the Provincial People's Court to ask for instructions on handling.

For the 4 energy projects, Power Generation Corporation 2 is the investor of 2 projects, although approved more than 11 years ago, they have not yet been completed.

In particular, the Cong Hai 1 Wind Power Plant Project - Phase 1 (VND 191 billion) was approved on April 18, 2013, with a schedule to put the project into operation in June 2014, but so far only the operation management building, transformer station and electrical system for construction, and construction and operation roads have been completed. The project is stuck in the process of manufacturing equipment in Russia (the Provincial People's Committee has reported to the Central Foreign Affairs Committee for comments on revoking the project).

The Cong Hai 1 Wind Power Plant Project – Phase 2 (VND 1,061.5 billion) was approved on May 30, 2013, with the project acceptance and operation scheduled from October 2014 to June 2015. The project still has about 6 hectares awaiting compensation pricing and is in the process of selecting an EPC contractor; at the same time, the project is stuck with the electricity price mechanism and the Government inspection conclusion.

The two projects invested by Vietnam Electricity Group are Phuoc Thai 2 Solar Power Plant (VND 1,514 billion) and Phuoc Thai 3 (VND 848.9 billion) approved on February 24, 2020, scheduled to be put into operation in the third quarter of 2022.

However, the project is still in the process of site clearance. At the same time, the project is included in the adjusted Power Plan VII; however, it has not been transferred to Power Plan VIII, so there is no basis for implementation.

According to Mr. Le Kim Hoang, Director of the Department of Planning and Investment of Ninh Thuan province, in 2024, the province terminated the operation of 6 projects. In the coming time, the recovery of projects will face some difficulties due to legal regulations.

“The Department of Planning and Investment and the Department of Natural Resources and Environment shall organize inspection, supervision and report on the specific results of each project using economic sector capital in the second quarter of 2025,” the Ninh Thuan Provincial People's Committee requested.
