Project to renovate 1km of central Nha Trang road is sluggish

The project to renovate Le Thanh Ton Street (Nha Trang Ward, Khanh Hoa Province) is making people uneasy because of the slow construction, the clutter of materials, machinery... and the risk of safety.

On September 6, Mr. Ngo Khac Thinh, Head of the Economic Infrastructure and Urban Department of Nha Trang Ward (Nha Trang Ward People's Committee), confirmed that at about 1 a.m. on September 5, a motorcyclist slipped and fell while crossing a technical trench on Le Thanh Ton Street, fortunately not causing any danger to his life.

This is a project item "Upgrading and renovating sidewalks and constructing new underground technical infrastructure works for shared use on Le Thanh Ton Street". The technical trench across this road has been installed with underground infrastructure systems, but the construction unit has not paved it yet, so it is still uneven compared to the road surface. Drivers are not paying attention, leading to slips and falls.

Mr. Ngo Khac Thinh informed that at the working session on the afternoon of September 5 with the Department of Economic Infrastructure and Urban Area of ​​Nha Trang Ward, Khanh Anh Investment and Construction Joint Stock Company (the contractor) admitted that it had not promptly arranged signs, barriers and signal lights according to regulations.

Previously, the People's Committee of Nha Trang Ward requested implementation many times, but the construction unit still did not fully comply. Therefore, the ward has drawn up an administrative violation record against the construction unit for the act of constructing on an exploited road without arranging warning signs, mobile markers, and barriers according to regulations.

The project "Upgrading, renovating sidewalks and constructing new underground technical infrastructure works for shared use on Le Thanh Ton Street" has a length of about 1km (from the 6-way intersection to Tran Phu Street) and started in February 2025, with a construction period of 180 days (expected to be completed on August 20, 2025). However, up to now, the project site is cluttered with materials and the construction progress is sluggish.

This project is invested by the Nha Trang City Construction Project Management Board (formerly) with a total capital of more than 30.4 billion VND - now assigned to the Khanh Hoa Provincial Development Project Management Board; the construction unit is Khanh Anh Investment and Construction Joint Stock Company.

According to the reporter, in many places in the project area, the sidewalks were dug up, ropes were stretched, and machinery, materials, and debris were scattered, causing pedestrians to spill onto the road, endangering them and other traffic participants.

This is also a central route with high traffic density, connecting to Tran Phu coastal road, with 3 schools, so the delay in returning the land not only causes difficulty in traveling, but also negatively affects the image of local tourism .

In August 2025, Nha Trang Ward People's Committee sent two documents to the investor and construction unit to urgently speed up the progress, soon complete the project and put it into operation and use to ensure traffic safety, urban beauty, complete disbursement of public investment capital as well as travel and living needs of residents and tourists.

In particular, the construction process must ensure that the roadway and sidewalk are always kept neat and clean, and that construction materials and waste are not left haphazardly on the roadway, causing traffic obstruction and environmental pollution. At the same time, signs, barriers, and traffic lights must be arranged at night in accordance with road signs regulations; traffic controllers must be arranged during rush hours... However, the construction unit did not comply with the requirements.

On August 26, the Khanh Hoa Provincial Development Project Management Board also sent a document requesting Khanh Anh Investment and Construction Joint Stock Company to urgently provide adequate materials and equipment, increase human resources, and arrange additional construction teams to speed up the project's progress. In particular, the section from Ngo Gia Tu to the end of the route must complete all items of curbs, sidewalks, technical trenches, asphalt pavement, etc. before September 18, 2025. If the contractor continues to delay, the investor will handle it according to regulations.
