Although they have met the new rural standards, many communes in the province still have hamlets that are in extremely difficult situations. Therefore, in recent times, communes in difficult areas have made efforts to implement many solutions to help these hamlets escape the extremely difficult situation.

According to Decision No. 612/QD-UBDT dated September 16, 2021 of the Ethnic Committee on approving the list of extremely disadvantaged villages in ethnic minority and mountainous areas for the period 2021-2025, in Thai Nguyen province, there are still 142 hamlets in 37 communes that are extremely disadvantaged. Among them, many hamlets in 16 communes have met the NTM standards.
In order to gradually eliminate the gap and reduce the difference in income and living standards between hamlets in the same commune, localities have been making efforts to invest in infrastructure and reduce the poverty rate in particularly disadvantaged hamlets.
For example, in Trang Xa (Vo Nhai), in 2019, the commune was recognized as meeting the NTM standards. However, up to now, out of 18 hamlets in the area, there are still 5 hamlets (including: Thang Loi, Hop Nhat, Choi Hong, Dong Bai, La Bo) that are in particularly difficult situations.
Comrade Trieu Tien Van, Secretary of the Trang Xa Commune Party Committee, said: Although the infrastructure in the above hamlets is not significantly different from other hamlets, the rate of poor and near-poor households is much higher. To help the particularly disadvantaged hamlets rise up, the commune's associations and unions and the 5 hamlets have actively promoted propaganda and mobilized people to change the structure of crops and livestock; boldly put economic models with high economic efficiency into production; created conditions to help people access preferential loans to develop the family economy; mobilized people of working age to work at enterprises in and outside the province...
Mr. Truong Van Thong, Head of Choi Hong Hamlet, Trang Xa Commune, shared: The hamlet currently has 203 households, with over 1,000 people, of which the Mong ethnic group accounts for nearly 100%. If in the past, the economy of the people in the hamlet mainly depended on corn, now, people have more sources of income from planting acacia and eucalyptus forests; working as workers in companies and factories; seasonal labor in forest product processing workshops... Thereby, contributing to reducing the poverty rate of the hamlet from over 60% in 2016, to over 35% in early 2023.
Similar to Trang Xa, in 2020, Ban Dat commune (Phu Binh) was recognized as meeting NTM standards. However, there are still 3 hamlets in the area that are particularly disadvantaged, including: Dong Quan, Da Bac, and Cau Manh.
Mr. Nguyen Khac Doan, Vice Chairman of Ban Dat Commune People's Committee, informed: Based on the criteria for assessing extremely difficult hamlets, in recent years, the commune has focused resources on investing in building roads from 3 hamlets to the commune center. Up to now, the main roads of the 3 hamlets have been completely concreted. As for the criteria for reducing the rate of poor households, in addition to supporting people to access basic social services, it certainly requires efforts from the people and will take another 1 to 2 years.
With the determination of the entire political system, strong investment in infrastructure by the State, and the process of innovation in thinking about economic development of households, the gap between extremely disadvantaged hamlets and other hamlets in the same commune has been gradually narrowed. However, the core issue is still sustainable poverty reduction, creating long-term livelihoods for people. Only then can the quality of new rural areas in extremely disadvantaged areas be truly improved.
Particularly disadvantaged villages and hamlets in ethnic minority and mountainous areas have one of the following two criteria: - Poverty rate from 20% or more. - The poverty rate is from 15% to less than 20% and has one of the following criteria: More than 60% of the poor households are ethnic minority households out of the total number of poor households in the village; there is no road from the village to the commune center or there is a road but it is very difficult to travel, especially in the rainy season; there is no national grid or there is but more than 30% of households do not use the national grid. |
