Efforts to "cover" electronic invoices initiated from cash registers

(QBĐT) - The implementation of electronic invoices (E-invoices) with tax authority codes generated from cash registers (Cash Registers) is actively contributing to digital transformation, preventing revenue loss and increasing state budget revenue. After more than a year of implementation, the whole province has had more than 960 enterprises (Es) and business households (HKD) registered to use E-invoices (Cash Registers).

Following the success of the implementation of the electronic invoice system, the provincial Tax Department continues to deploy the electronic invoice system with the tax authority's code through KTTMTT. This is a solution to provide invoices (invoices) connected to the tax authority to manage the seller's actual revenue. KTTMTT electronic invoices are applied to enterprises and business households that pay taxes according to the declaration method with a direct retail model to consumers, such as: Food and beverage business groups, restaurants, hotels; retail goods groups (shopping centers, supermarkets, consumer goods retail); retail pharmaceutical groups; other service groups...

Deputy Director of the Provincial Tax Department Ngo Van Thuan said that the successful implementation of KTTMTT electronic invoices will create favorable conditions for both sellers and buyers. In particular, in areas of regular and continuous business activities, providing direct services to consumers, sellers can immediately issue electronic invoices to customers whenever a transaction occurs, without having to sign the invoice and be proactive in correcting errors; buyers can receive electronic invoices immediately upon payment, which are accounted for in valid expenses and can participate in the "Lucky Invoice" program.

In addition, the successful implementation of e-invoices will contribute significantly to the digital transformation of the tax sector, helping tax authorities manage more closely and promptly prevent tax fraud.

Increase the speed of "coverage"

Head of the Taxpayer Support and Propaganda Department, Co Kim Thao Provincial Tax Department, said that implementing the provisions of the Tax Administration Law No. 38/2019/QH14, Decree No. 123/2020/ND-CP, Circular No. 78/2021/TT-BTC and directives of the Ministry of Finance , the General Department of Taxation on the implementation of electronic invoices, electronic invoices with codes of the tax authority KTTMTT, the Taxpayer Support and Propaganda Department has actively advised the leaders of the Tax Department to develop detailed implementation plans, assign targets to each unit and each civil servant; strengthen and diversify forms of propaganda on electronic information pages, fanpages, zalo, on mass media; conduct training on the management, registration and use of electronic invoices with codes of the tax authority KTTMTT at tax agencies and at taxpayers' headquarters.

To promote the implementation of e-invoices, the provincial Tax Department has reviewed and classified businesses that provide goods and services directly to consumers into groups: Supermarkets, retail of consumer goods; food and beverage; restaurants; hotels; retail of modern medicine... and other services to include in the scope of implementation. At the same time, the tax authority has actively worked with e-invoice service providers to support and guide taxpayers in registering, installing applications, issuing, using, and sending e-invoice data to tax authorities in accordance with regulations.

Up to now, the whole province has 962 enterprises and business households registered to use electronic invoices with KTTMTT tax authority codes, reaching 118.3% compared to the registration target with the General Department of Taxation.

Synchronize solutions

According to Deputy Director of the Provincial Tax Department Ngo Van Thuan, in addition to the advantages, the implementation of electronic invoices with codes of the KTTMTT tax authority in the area still faces many difficulties, because there are no legal regulations requiring enterprises and business households operating in the field of providing goods and services directly to consumers to use KTTMTT electronic invoices. In addition, a large number of small-scale business households are not equipped with cash registers, so when applied, it will increase costs for machinery, equipment and personnel. On the other hand, buyers are not yet in the habit of taking invoices when purchasing goods, creating conditions for sellers not to issue invoices when selling goods and providing services...

In order to promote the implementation of e-invoices for electronic transactions in the province, the Provincial Tax Department has increased the dissemination and implementation of e-invoices for electronic transactions to each enterprise and business household in the area; continued to integrate instructions on the use of e-invoices for electronic transactions at business dialogue conferences, conducted specialized training at tax agencies or at taxpayers' headquarters to guide taxpayers to comply with legal regulations; regularly reviewed and classified business establishments and newly established units to include them in the scope of e-invoice implementation for electronic transactions, especially for establishments in the food, beverage, petrol, transportation, medical examination and treatment sectors, etc.

In 2023, the electronic invoice system of the entire Tax sector received and issued codes for 3,350,240 electronic invoices with tax authority codes, and received 1,749,809 electronic invoices without tax authority codes.

In addition, the provincial Tax Department continues to promote the reception and handling of cases of sales without issuing invoices, issuing invoices at the wrong time, or not issuing invoices for each time of providing goods and services, but periodically issuing total invoices at the end of the day, weekend or month; coordinate with units providing electronic invoice services to promptly support taxpayers in registering, connecting, issuing invoices, and transferring electronic invoice data to tax authorities in accordance with regulations, focusing on the current issue of issuing invoices for each sale for petroleum businesses.

We believe that with the drastic and determined participation of the Tax sector, in the coming time, many enterprises and business households will register to use electronic invoices with tax authority codes, contributing to making tax management in the fields of providing goods and services transparent, bringing fairness in tax obligations among business types.
