According to the leader of the Department of Agriculture and Environment - Standing Agency of the Provincial Steering Committee for the implementation of XNT, NDN, after the second meeting of the Provincial Steering Committee for the implementation of XNT, NDN, based on the synthesis of the results of the review and proposals of the districts and cities, the housing demand has been adjusted, the whole province increased by 360 houses (183 newly built; 177 repaired) according to the Program to eliminate temporary and dilapidated houses (XNT, NDN) and the National Target Program for socio-economic development in ethnic minority and mountainous areas. Thus, the total demand of the whole province increased from 1,913 houses to 2,265 houses that need support for XNT, NDN (1,571 newly built houses and 694 repaired houses). The total resource demand to implement the program is 146.5 billion VND, of which: State budget support source is 115.08 billion VND; Socialized funding source: 29.96 billion VND; "Gratitude" Fund (province, district, commune) 1.46 billion VND.
From the drastic direction, mobilization of all resources, participation of the entire political system, people, business community with the motto "The Party leads, the State manages, the Fatherland Front and socio-political organizations support, the people are the masters"; at the same time, promoting the spirit of "mutual love and affection", "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has much helps much", by May 5, 2025, the whole province has allocated 142.84 billion VND, reaching 97.5% of the capital to implement the program. Accordingly, 2,186 houses have been started (1,538 newly built, 648 repaired), reaching 97% of the plan; 1,000 houses have been completed and put into use (633 newly built, 367 repaired), reaching 44%. Specifically: Ninh Hai district has reached the target of completing 77 houses; Phan Rang - Thap Cham city completed 54 houses, reaching 88.52%; districts: Ninh Phuoc 76 houses, reaching 59.84%; Ninh Son 145 houses, reaching 52.73%; Thuan Nam 120 houses, reaching 40.13%; Bac Ai 348 houses, reaching 39.23%; Thuan Bac 180 houses, reaching 33.46%.
Comrade Phan Tan Canh, member of the Provincial Party Committee, Secretary of the Ninh Hai District Party Committee, said: Through review and appraisal, the whole district has 79 cases (24 new constructions, 55 repairs) approved. Localities have focused on leading, directing, and organizing the drastic implementation of the XNT and NDN work in the area; have specific plans on implementation progress, arrange forces to support dismantling and transporting construction materials, and assign responsible officers. Officially starting construction and repair from February 21, 2025 to April 20, 2025, 77/77 houses have been built and repaired and completed the XNT and NDN Program. The highlight of the program is the mobilization and mobilization of socialization in joining hands in XNT and NDN in the area. Specifically: The district's XNT and NDN Fund has mobilized 659.51 million VND, all of which has been transferred to the province's "For the Poor" Fund. Along with the mobilization of financial support, the support for labor days has also received positive responses from the forces with a total of 305 working days and the families have also received support from organizations and individuals in materials and cash of more than 101 million VND. For households receiving support and contributions from families and clans, the clan has proactively matched 425 working days and 2.92 billion VND to improve housing conditions. It can be said that the joint efforts of the whole society not only help poor households have solid roofs but also demonstrate the spirit of solidarity and kindness of local people.
In Ninh Son district, the main difficulty is that the households receiving housing support are mostly poor households, ethnic minority households and mountainous households with difficult circumstances, the source of contributed funds is limited, most households rely on the State's funding, so the implementation process is still behind schedule. In addition, some households are supported by the State to build new houses with 80 million VND/house, but are supported by relatives, clans, and communities with materials and funding from 300-400 million VND/house, so the total construction cost and large area will prolong the construction time, thereby affecting the overall progress of the entire district. The entire district is building and repairing 128 houses; 2 houses have not started construction due to not meeting the support conditions, the locality is also proposing to adjust the reduction.
Comrade Kieu Tan Thinh, Chairman of Ninh Son District People's Committee, said: Based on the difficulties, the district has resolutely directed localities, Steering Committees of communes and towns to urgently speed up the progress of program implementation in the area; continue to mobilize more resources to continue supporting households without toilets, or repair and upgrade toilets to ensure hygiene. The Vietnam Fatherland Front Committee of the district, unions, socio-political organizations actively propagate and mobilize support resources from funds, from the community, clans, contributions of working days from organizations, armed forces, other legal voluntary support sources to support XNT, NDN for households with meritorious services to the revolution and relatives of martyrs, poor households, near-poor households, ethnic minority households facing housing difficulties. The district monitoring team is responsible for monitoring housing quality, ensuring "3 hard" according to regulations in the entire district. In case any apartment is found to not meet quality standards according to regulations, a record will be made and a report will be sent to the District Steering Committee for direction...
For some localities with low completion rates (Thuan Bac 33.46%; Bac Ai 39.23%; Thuan Nam 40.13%), the Provincial Steering Committee for the implementation of the XNT and NDN program has urged the Provincial Vietnam Fatherland Front Committee to continue to mobilize and urgently transfer money to the provincial budget for XNT and NDN, with a total amount of 3.66 billion VND. Specifically: Support the XNT and NDN Program for 170 houses with a budget of 3.4 billion VND (supplemented according to the approved list in Decision No. 497/QD-UBND dated April 18, 2025 of the Provincial People's Committee Chairman); support the National Target Program for socio-economic development of ethnic minority and mountainous areas for 13 houses with a budget of 260 million VND (supplemented to the needs of Thuan Bac district). Urge the Department of Finance to complete consulting on the allocation of socialized funding for the XNT and NDN Program (supplemented according to the approved list in Decision No. 497/QD-UBND); National target program for socio-economic development in ethnic minority and mountainous areas (supplementing the needs of Thuan Bac district)... determined that the whole province completes and reaches the target of XNT and NDN before May 31, 2025.
