Growing up through competitions
It can be said that, with over 80 works collected by the Organizing Committee in the past 3 years, writers and authors participating in the contest will continue to contribute to vividly reflecting the fight against crime of the Public Security Forces, the movement of all people participating in protecting national security, maintaining social order and safety; hot issues related to the task of protecting national security, non-traditional security such as: cyber security, transnational crime, environmental crime expressed through the works: "Fate of money" by Pham Thanh Khuong, "Tomorrow the sky will be bright again" by Tran Khanh Toan, "Stranger with the same bloodline" by Tong Ngoc Han, "Vortex of power" by Bui Thi Nhu Lan, "Border area" by Huu Tien, "Shadow in the night" by Nguyen Thi Khanh Ly...
According to preliminary statistics, since 1975 until now, along with 4 competitions for writing novels, short stories and memoirs on the theme "For national security and peaceful life" and two "Golden Pen" competitions held in the past nearly 30 years, there have been about 1,000 works by over 100 writers inside and outside the Public Security force published. There are many works that have successfully portrayed the image of heroic martyrs who sacrificed their lives in the resistance war against the French such as Nguyen Thi Loi, Vo Thi Sau, Bui Thi Cuc, Tran Thanh Ngo... such as "The Suitcase" by Le Tri Ky, "The Explosion on the Battleship Amyot D'Invill" by Van Phan, "Vo Thi Sau - the Man and the Legend" by Nguyen Dinh Thong, "Love of the Red Land" by Le Van Thien... During the period of fighting against the US to save the country and build socialism in the North, many works appeared that truly reflected the feats of the Public Security forces in fighting spies, commandos, protecting the safety of the Northern rear, liberating the South and unifying the country such as: "The Other Side of Heaven's Gate", "Fulro" by writer Ngon Vinh, "Goblin" by Ho Phuong, "Codename AZ" by Pham Thanh Khuong, "Post-war Plan CM12" by Nguyen Khac Duc...
Going back in time, to have the literary achievements in the People's Public Security Forces since 1975 with depth, solidity and remarkable achievements as today, first of all, we must mention the role of the late Minister Tran Quoc Hoan with his far-sighted vision who paid special attention, with important instructions of a "paving the way" nature for the People's Public Security Forces' literature and art to have conditions to develop. In 1972, the Ministry decided to establish a Creative Department, under the Propaganda Department (now the Political Work Department, Ministry of Public Security ) with writer Le Tri Ky as acting head of the department. At the same time, a number of young writers at that time were transferred to this department such as: Van Phan, Ngon Vinh, Ton Ai Nhan, Thu Trang, Phung Thien Tan. These writers have become the first "bricks", creating the premise for over the past 50 years, literature on the subject of the Police to have had significant achievements in the overall picture of Vietnamese Literature in general and accompanying the development of the industry and the country.
"Good land" has "sweet fruit"
In addition to the novel, story and memoir writing contests on the topic "For the security of the Fatherland and a peaceful life" that the Ministry of Public Security has paid much attention to over the past 30 years as mentioned above, it is impossible not to mention the important role of the Public Security Literature publication. Since its inception, the Public Security Literature publication has contributed significantly, becoming an important "midwife" for many works and writers inside and outside the Public Security force. After a trial period, from January 1996, the Public Security Culture - Literature Magazine was officially published, and in January 2004, it was renamed the Public Security Literature Special Issue (under the Public Security Newspaper). Right from the beginning, the founder of the Public Security Culture - Literature Magazine, writer Huu Uoc, gathered influential writers in the literary world at that time to join him in editing and writing articles for the publication, such as poets: Tran Dang Khoa, Nguyen Quang Thieu, Vuong Trong, Hoang Nhuan Cam, Nguyen Duc Mau, Anh Ngoc...; writers: Nguyen Thi Thu Hue, Nguyen Nhu Phong, Chu Lai, Khuat Quang Thuy; journalist Xuan Ba, translator Thuy Toan... Later, prestigious writers and poets working at the CAND Newspaper such as Dang Vuong Hung, Hong Thanh Quang, Nguyen Nhu Phong, Pham Khai, Dinh Quang Ton, Nhu Binh, Nguyen Hong Thai, Ha Van The, Nguyen Xuan Hai, Nguyen Hong Lam, Nguyen The Hung, Duong Binh Nguyen, Binh Nguyen Trang... became an important bridge for many artists to gather in this warm house, contributing to creating a large team of writers; encourage, support and motivate them to continue to contribute to the development of the literature "For national security and peaceful life".
I still remember, in 1995, for the first time after a long journey of forming and building a team of authors and works, the Ministry of Public Security coordinated with the Vietnam Writers Association to organize a workshop: "Literature on the topic of Public Security in the flow of Vietnamese Literature" which attracted the attention of many writers and critics at that time. Scholars, critics, and writers at that time reached a consensus that: Literary creation on the topic of Public Security is a valuable topic of Vietnamese Literature, there is no distinction between topics but only quality that makes the value of a work. The workshop also marked an important milestone when it reached a relative consensus to name the topic of Public Security Literature as the topic "For the security of the Fatherland and peaceful life" and maintained that name until today.
In March 2025, the Ministry of Public Security coordinated with the Central Propaganda and Mass Mobilization Commission to organize a scientific workshop "Summary of achievements and issues raised in the field of literature and art of the People's Public Security Forces in the 50 years after the country's reunification". Many contents were mentioned in this workshop to affirm that, over the past 50 years, the People's Public Security Forces' literature and art have become a clear and persistent stream, truly reflecting the fight, construction and growth of the People's Public Security Forces, a sharp weapon to fight against evil, reflecting the contributions and sacrifices of the Public Security soldiers on the front line of protecting national security and peaceful life, contributing to building an increasingly strong, disciplined, elite and modern People's Public Security Forces.
From the "strategic" vision of Minister Tran Quoc Hoan during the years when the country was still at war with many difficulties, hardships, and shortages until today, it can be seen that literature and art in the People's Public Security Forces have always been a field of great interest to the Ministry's leaders. Specifically, on August 29, 2021, the Central Party Committee of the Public Security issued Resolution No. 05-NQ/DUCA on "Improving the quality of cultural and artistic work to meet the requirements of building a revolutionary, disciplined, elite, and modern People's Public Security Force". The Resolution affirmed that: "Developing culture and art in the People's Public Security Forces is the responsibility of the Party organization, the Party Committee, the team of managers and staff doing cultural and artistic work; of each cadre, Party member and soldier of the People's Public Security Forces and the dedication and creativity of artists and intellectuals inside and outside the People's Public Security Forces...". With the promulgation of Resolution No. 05, more literary and artistic works on the subject of public security soldiers were published, depicting more vividly and realistically the hardships, silent sacrifices, intelligence, bravery, and service to the people of the public security force.
The combination of the factors of "heavenly time, favorable location, and harmony of people" as mentioned above has created a "literary picture" bearing the colors of the police force, vivid, close to life, and deeply humane. Through thousands of literary works on the subject of the image of the police soldier that appeared after 1975 until now, it has helped readers and people across the country to understand in part the hardships, sacrifices, and glorious feats of the People's Public Security Force throughout its 80-year history of building and growing, accompanying the country. From there, it spreads love, trust, and helps the police force complete all assigned tasks.
