NTO - Economic Development Cooperation Conference

On January 20, in Nha Trang City, the People's Committee of Khanh Hoa Province coordinated with the People's Committees of Ninh Thuan and Phu Yen Provinces to organize a conference on socio-economic development cooperation between the three provinces. Attending the conference were comrade Nguyen Khac Dinh, member of the Party Central Committee, Vice Chairman of the National Assembly; Nguyen Manh Hung, Deputy Head of the National Assembly Office; Tran Duy Dong, Deputy Minister of Planning and Investment .

On our side, the event was attended by comrades Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of the province; Phan Tan Canh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, localities, units and enterprises, cooperatives, and production and business households in the province.

Comrade Nguyen Khac Dinh, Vice Chairman of the National Assembly, presented flowers to congratulate the three provinces of Khanh Hoa, Phu Yen and Ninh Thuan on successfully signing the cooperation agreement.

Speaking at the conference, Comrade Tran Quoc Nam, Chairman of the Provincial People's Committee, agreed and highly agreed with the proposal and organization of the Conference on socio-economic development cooperation between the three provinces; this is a key task assigned by the Politburo and the Government to localities in promoting linkage and cooperation in regional and inter-regional development in the spirit of Resolution No. 26-NQ/TW of the Politburo and Resolution No. 168/NQ-CP of the Government on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045. Based on similar conditions, he said that the three provinces of Ninh Thuan, Khanh Hoa, and Phu Yen need to cooperate and link in a clear strategic manner to promote the strengths of each province and of the three provinces.

Specifically: Regarding tourism, the three provinces need to cooperate in building connecting tours between provinces (1 tour, 2 destinations) based on the tourism strengths of each province. Regarding cooperation in developing the marine economy, Khanh Hoa is a locality with scientific research agencies with a lot of experience in the ocean, training facilities on the marine economy, so the three provinces need to promote cooperation to promote marine advantages, especially promoting efficiency in exploiting marine resources, becoming strong marine provinces, getting rich from the sea, firmly ensuring national sovereignty and sovereign rights over the sea and islands; fully and accurately investigating and assessing the reserves of marine resources and marine biological resources to exploit the potentials and advantages for developing the marine economy, especially seafood exploitation and fishing; cooperating in developing deep-sea aquaculture, developing the cultivation of seaweed, seaweed, and marine aquaculture models combined with tourism; cooperating in combating illegal, unreported and unregulated (IUU) fishing; training human resources to exploit marine resources. Regarding traffic-transport connection, Ninh Thuan and Khanh Hoa as well as Phu Yen-Khanh Hoa need to coordinate closely in managing and implementing planning for developing traffic infrastructure; cooperate, exchange and transport goods, connect supply and demand to facilitate the transport of goods through the ports of the two provinces of Khanh Hoa-Ninh Thuan; link to develop logistics centers. In the field of investment promotion, trade, services, actively provide information on investment promotion in industrial parks and clusters; create favorable conditions for businesses in the provinces to cooperate in business; provide information on key export products with advantages of the provinces to facilitate the linkage in processing and consumption of products according to the value chain between the provinces; regularly organize trade connecting supply and demand, trade fairs and exhibitions, information on trade promotion activities held in the three provinces to businesses and develop real estate business, especially tourism real estate.

Witnessing the signing ceremony and exchange of cooperation memorandums between the leaders of Khanh Hoa and Phu Yen, Khanh Hoa and Ninh Thuan, Phu Yen and Ninh Thuan provinces; business associations, and business cooperation enterprises of the three provinces, Comrade Nguyen Khac Dinh, Vice Chairman of the National Assembly, highly appreciated the initiative and close coordination of the collective leadership of the Party Committees and local authorities of the three provinces; hoping that the conference will open up many new opportunities for localities to continue to promote their potential and advantages, take advantage of the strengths of other localities, cooperate for comprehensive development, make breakthroughs worthy of their stature, and contribute to the successful implementation of the set goals and tasks together with the provinces in the region.

In order for the cooperation agreements at the conference to be effective soon, he suggested that the three provinces should closely follow the policies and guidelines of the Party and State, especially the regional development orientation; focus on development cooperation coupled with environmental protection, ensuring social progress and equity, promoting traditional cultural values and firmly ensuring national defense and security; proactively research and coordinate with central ministries and branches to propose specific and breakthrough development mechanisms and policies, remove bottlenecks, and unlock resources for each locality, the three provinces and the whole region. Based on the signed contents, the leaders of each province urgently direct departments, branches, localities, associations, enterprises, etc. to develop specific cooperation plans, programs and projects for implementation, ensuring the highest efficiency.
