On the afternoon of September 27th, according to information from the Ministry of Public Security , the Criminal Investigation Agency of Nghe An province announced the arrest of Nguyen Thi Thoan (born in 1992, residing in Dong Van commune, Thanh Chuong district, Nghe An province) for investigation into the act of fraud and appropriation of property.
According to the investigation documents, Nguyen Thi Thoan had a relationship with a woman residing in the same locality. Knowing that the victim was capable of raising a large sum of money, Thoan spread the word to the victim that she had a reputable older brother who was a successful businessman with many connections to invest in large, highly profitable real estate projects and was looking for partners to co-invest in real estate.
To gain the victim's trust, Thoan sent photos of himself with someone he introduced as his brother, photos of construction sites, groundbreaking ceremonies, and land use right certificates to the victim, falsely claiming these were projects his brother was investing in, and promising that these projects would generate tens of billions of dong in profit.

Furthermore, Thoan informed the victim that the suspect was a secretary assigned by her brother to raise capital for him to invest in real estate. When profits were made, Thoan would receive the money from her brother and then return the principal and profits from the real estate to the investors.
Trusting the information Thoan provided, the victim transferred money to her multiple times. The total amount Thoan embezzled from the victim was over 7.2 billion VND. Thoan used part of this money to pay off debts and for personal expenses.
To avoid becoming a victim, the police advise people to proactively verify the legal status of land plots when buying or investing in real estate. If buying through a broker, they should carefully investigate the broker's personal information, actively and directly participate in verifying all information in the contract with the authorities, and not trust the advertisements or enticements of the broker.
For projects with asking prices significantly lower than the market value, caution is advised, and thorough research is necessary before investing. During the buying and selling process, if any irregularities are detected, or if there are suspicions of forged documents or land titles, it is necessary to report them to the police for resolution.
