An Phu Interchange is located at the eastern gateway of Ho Chi Minh City, a particularly important project connecting the routes to the port, Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Long Thanh Airport. However, as of the end of July 2025, the progress of the An Phu Interchange project has only reached about 70%.

Faced with this situation, the City Traffic Construction Investment Management Board (Traffic Board) was forced to report a delay in the completion date to December 2026, one year later than the plan approved by the City.

Before going into specific data, it must be emphasized that the site only affects the construction scope of package XL13 (branch of bridge N1.2) and the expansion of Luong Dinh Cua street.

The remaining does not affect the progress of the main items of the intersection, including the underpass HC1-01, HC1-02, bridge branches N2, N3, N4 and bridge branches N1.1 and N1.3.

Currently, items such as package XL7 (Ba Dat bridge), XL8 (Giong Ong To bridge) and XL5 (HC1-01 underpass) have been basically completed.

However, looking at the data table, it can be seen that the lower the progress of many packages, the fewer the number of human resources and construction teams participating.

For example, with package XL12 (overpasses N1.1 and N1.3), the new progress is about 17%, the output growth rate over the past 11 months (from September 2024 to the end of July 2025) is only 0.64%/month on average.

The joint venture contractor is organizing three construction teams with about 15 people, 2 cranes, 1 excavator. This package is planned to be completed by the end of December 2026.

In particular, package XL13 has the lowest output of the entire project, only reaching 12%, with a growth rate of only 0.64%/month.

Thus, each month, the contractor of package XL13 can only construct about 618 million VND, equivalent to the value of a small bored pile (reinforced concrete pile foundation). This pile at other construction sites only needs 2-3 days to be made.

According to Mr. Luong Minh Phuc - Director of the Traffic Department, the XL13 package did not achieve much output because it could not be constructed further. The reason is that the locality has been waiting for the handover of the 22,000m2 land plot on Luong Dinh Cua Street for many years.

As for the reason why the XL12 and XL10 packages have been started for a long time and have no land issues, why is the construction slow? Mr. Phuc stated that the overpass branches will be constructed after the tunnel branches and will also be the last packages to be completed.

Currently, the investor has adjusted measures to be able to construct the overpass branches in parallel with the construction of the tunnel branches.

Mr. Luong Minh Phuc said that he had reported to the leaders of the Ho Chi Minh City People's Committee on solutions to speed up the project's progress. The first is to require all construction contractors to ensure adequate personnel and equipment at the construction site and continue to speed up the construction progress.

To date, the intersection area has a total of 18 construction sites with 160 workers, engineers, supervision consultants and 30 main construction equipment. The contractors will continue to increase the number of construction sites, personnel and equipment... after completing the relocation of water supply pipes, electricity and telecommunications systems at the HC1-02 tunnel construction area in August 2025.

Next, the investor requested all contractors to increase human resources and equipment, work overtime, and increase shifts to further speed up the progress. At the same time, focus on inspecting, urging, resolutely and promptly handling contractors who are late or violate the contract (if any arise in the future).

According to Mr. Phuc, the investor will also prepare well the traffic diversion plans, construction measures, plans to relocate utility works; strengthen coordination with relevant departments and units to minimize the time for licensing, traffic diversion, utility relocation..., to avoid delays.

In addition to the solution of continuing to urge supervision consultants and contractors to speed up construction, the Delivery Board recommends that the City People's Committee and relevant departments continue to pay attention to directing and supporting traffic organization and traffic flow... in the coming time.

At the same time, the Department of Finance will promptly report to the City People's Committee to promptly resolve problems and hand over the 22,000m2 area before February 28, 2026 so that the investor can deploy construction and complete the XL13 package.

Ho Chi Minh City Chairman requests project completion before December 31, 2025

On August 21, the Chairman of the Ho Chi Minh City People's Committee requested the Transport Department to tighten contract management and apply contractual sanctions to weak contractors, including transferring volume, replacing personnel, evaluating capacity, updating information on the national bidding system, terminating contracts, and recovering advances.

The city requested the Traffic Department to urgently implement the city's direction and put the project into operation before December 31 in accordance with the resolution of the City People's Council...
