The draft of the new land price list of Ho Chi Minh City has just been sent to relevant units to collect public opinions.
In which, agricultural land prices in Ho Chi Minh City are divided into 4 areas with 3 locations, the highest level is 1,440,000 VND/m², an increase of nearly 78% compared to the highest price according to current Decision 79 (810,000 VND/m 2 ).
Agricultural land prices increase, highest by nearly 78%
For agricultural land in Ho Chi Minh City, it is divided into 3 areas according to wards and communes.
Regarding location, for annual crop land, including rice land and other annual crop land; perennial crop land; forestry land, including special-use forest land, protective forest land, production forest land; aquaculture land, concentrated livestock land; salt-making land; other agricultural land, divided into three locations:
Location 1: land plot adjacent to the roadside (road named in the land price list) within 200m; location 2: land plot not adjacent to the roadside (road named in the land price list) within 400m; location 3: remaining locations.
The highest price for land for perennial crops is in area 1 with prices of 1,440,000 VND/ m2 (location 1), 1,150,000 VND/ m2 (location 2), 920,000 VND/ m2 (location 3) respectively.
The price of land for perennial crops in area 2 for 3 locations is: 1,200,000 VND/m 2 , 960,000 VND/m 2 , 770,000 VND/m 2 . Land for perennial crops in area 3 is: 840,000 VND/m 2 , 670,000 VND/m 2 , 540,000 VND/m 2 . In area 4, the price is: 580,000 VND/m 2 , 460,000 VND/m 2 , 370,000 VND/m 2 .
Land price list for annual crop land (including rice land and other annual crops) is specifically as follows:
Area 1 has prices for 3 locations respectively: 1,200,000 VND/m 2 , 960,000 VND/m 2 , 770,000 VND/m 2 ; Area 2 has prices for 3 locations respectively: 1,000,000 VND/m 2 , 800,000 VND/m 2 , 640,000 VND/m 2 ; Area 3 has prices for 3 locations respectively: 700,000 VND/m 2 , 560,000 VND/m 2 , 450,000 VND/m 2 ; Area 4 has prices for 3 locations respectively: 480,000 VND/m 2 , 380,000 VND/m 2 , 300,000 VND/m 2 .
The price list of production forest land, aquaculture land, concentrated livestock land, salt-making land... is also adjusted to increase.
Reduce the difference in land use purpose conversion fee to residential land
According to the land price consultancy unit, the draft adjusted agricultural land price list is about 20% of the transferred price.
At the same time, the price of agricultural land when the State recovers compensation is determined according to the specific land price, ensuring the rights of those whose land is recovered. Typically, the price of agricultural land in the old Thu Duc city area according to the highest price list is only over 800,000 VND/ m2 , but the compensated price is 9,000,000 VND/ m2 .
Similarly, the highest price of agricultural land in the old Cu Chi area is currently 600,000 VND/ m2 but the compensation price is 3,000,000 VND/ m2 .
In addition, the expected increase in agricultural land prices will help reduce the difference in land use conversion fees for households and individuals converting land use to residential land.
When changing the purpose of land use for households and individuals, they must pay land use fees based on the difference between residential land prices and agricultural land prices. This amount is calculated by the formula: Land use fees payable = (Residential land price - Agricultural land price) x Area of land to be changed.
For example, the highest priced agricultural land in the old Thu Duc city area according to the current price list (according to Decision 79) is 650,000 VND/ m2 .
Now, according to the draft, the unit price of agricultural land in wards of the old Thu Duc has been raised to the highest level of 1,200,000 VND/ m2 while the price list of residential land on many routes remains almost the same or increases insignificantly, which will help reduce the amount of money that households and individuals have to pay when changing the purpose of use to residential land.
