How could Biden be replaced by another Democratic candidate?

Elaine Kamarck, a senior fellow at the Brookings Institution, a member of the Democratic National Committee (DNC), and author of the book "Primary Politics" about the US presidential nomination process, answers how the process works.

Ms. Kamarck said the process now largely depends on Mr. Biden. He would have to agree to resign or a challenger would force him to do so. But so far, Mr. Biden has shown no signs of wanting to quit, and no opponent has directly challenged him.

On the other hand, if Mr. Biden drops out, there could be a competition among other Democratic candidates to become the nominee.

There are several candidates who could run. Vice President Kamala Harris is almost certain to be at the top of the list, but she has her own problems after a difficult start to the job and poor polling.

The US Constitution provides that the Vice President becomes President if the President dies or becomes incapacitated, but the Constitution does not affect the process by which each party selects its nominee.

California Governor Gavin Newsom, Michigan Governor Gretchen Whitmer, Kentucky Governor Andy Beshear and Illinois Governor JB Pritzker are all considered possible replacements, but they are supporters and campaign surrogates of Mr. Biden who are working to help him get elected right now.

Candidates will need the signatures of 600 electors to be nominated. There are expected to be 4,672 electors in 2024, including 3,933 pledged electors and 739 automatic electors, or superdelegates. If no one wins a majority of electors, the electors will act as free agents and negotiate with the party leadership to determine the nominee.

If Mr Biden resigns after the August convention, the 435 members of the Democratic National Committee (DNC) will choose a new candidate. Members will meet in a special session to select the nominee.

To nominate a candidate to replace Mr. Biden on the ballot, they would need to receive the support of a minimum number of DNC members. There would likely be nominating and endorsing speeches. Multiple candidates could be nominated before the field is narrowed down.

The DNC would likely hold a meeting in Washington and the votes would be counted there. The ballots would be coded, signed, and collected by hand. If a vote is held very close to Election Day, November 5, when in-person meetings are not possible, it would likely be online.
