Mr. Ha Quang Trung holds the position of Chairman of Lai Chau Provincial People's Committee

Lai Chau Provincial People's Council introduced and elected Mr. Ha Quang Trung, Deputy Secretary of Lai Chau Provincial Party Committee, to hold the position of Chairman of the Provincial People's Committee for the 2021-2026 term, with 39/40 delegates attending the meeting in agreement, reaching 97.5%.

In his speech accepting the assignment, Mr. Ha Quang Trung thanked the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial People's Council delegates for their trust and responsibility; at the same time, he affirmed to continue training, cultivating, upholding the sense of responsibility, and making every effort to best complete the assigned tasks.

Mr. Ha Quang Trung affirmed to continue to innovate, strengthen the effectiveness and efficiency of State management; properly perform the duties and powers according to the Constitution and laws; continue to closely follow the resolutions of the Party Central Committee, the National Assembly , the Government, the resolutions of the Provincial Party Committee and the Provincial People's Council; proactively stay close to the grassroots, listen to the voices of the people; unify the will and actions to build practical and effective work programs and plans. In the immediate future, the province will focus on implementing tasks and solutions, striving to successfully complete the goals and targets of the 2025 plan. Mr. Ha Quang Trung hopes to continue to receive the close leadership and direction of the Provincial Party Committee, the supervision and companionship of the Provincial People's Council, the close coordination of the Fatherland Front, organizations, and the support and joint efforts of the people of the whole province to jointly build Lai Chau province to develop rapidly, greenly and sustainably.

Mr. Ha Quang Trung was born on October 27, 1976; hometown: Nam Dong Hung commune, Hung Yen province; Kinh ethnicity; professional qualifications: Bachelor of Finance - Credit, Master of Business and Management; political theory level: Advanced.

During his career, he held the following positions: Director of the Department of Finance of Dien Bien province; Secretary of the City Party Committee, Chairman of the People's Council of Dien Bien Phu city; Deputy Head of the Organization Committee of Dien Bien Provincial Party Committee; Deputy Secretary of Dien Bien Provincial Party Committee.

According to Decision No. 2524-QDNS/TW dated November 14, 2025 of the Central Party Secretariat, Mr. Ha Quang Trung, Deputy Secretary of Dien Bien Provincial Party Committee, ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of Dien Bien Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Lai Chau Provincial Party Committee for the 2025-2030 term.

Also at the meeting, the provincial People's Council delegates unanimously approved a resolution on the dismissal of Mr. Le Van Luong from the position of Chairman of the Lai Chau Provincial People's Committee for the 2021-2026 term, due to being assigned by the Central Committee to hold the position of Deputy Secretary of the Dien Bien Provincial Party Committee.

The provincial People's Council delegates elected Mr. Duong Quoc Hoan, Chief of the Provincial People's Council Office, as Head of the Economic - Budget Committee of the 15th Lai Chau Provincial People's Council, term 2021-2026, with 82.5% of delegates attending the meeting in agreement.

In her closing speech, Ms. Giang Pao My, member of the Party Central Committee, Chairman of the Provincial People's Council, congratulated the officials who had just been elected by the Provincial People's Council to hold the positions of Chairman of the Provincial People's Committee and Head of the Economic - Budget Committee of the Provincial People's Council. Ms. Giang Pao My expressed her belief and hope that the elected officials, together with the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, committees and delegates of the Provincial People's Council, will continue to promote the tradition of solidarity, innovation, creativity, and successfully complete the assigned tasks.
