Member of the Politburo , Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien attended and directed the Congress.

In his opening speech at the Congress, Secretary of the Provincial Party Committee for the 2020 - 2025 term Le Ngoc Quang said: With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress has two important tasks: to comprehensively, objectively and seriously evaluate and review the implementation of the Resolution of the Provincial Party Congress for the 2020 - 2025 term, in order to correctly assess the achievements, advantages, and shortcomings, find out the causes, especially the subjective causes, thereby drawing lessons. At the same time, clearly identify the directions, goals, tasks and specific solutions for the 2025 - 2030 term, with expanded development space.

The political report of the Provincial Party Executive Committee for the 2020-2025 term presented to the 1st Congress of Quang Tri Provincial Party Committee for the 2025-2030 term put forward viewpoints, directions, goals, tasks and solutions for the 2025-2030 term: Building a clean and strong Party Committee and political system in all aspects; improving the leadership capacity and fighting strength of the Party Committee. Resolutely implementing breakthroughs, innovation, digital transformation, science and technology development, rationally exploiting potentials and advantages for socio -economic development; ensuring green growth. Developing synchronous and modern infrastructure, effectively promoting new development space; exploiting the potentials and advantages of the East-West economic corridor for economic and trade development. Focusing on developing human resources and cultural and historical values; comprehensively improving people's lives. Ensure national defense, security, order and social safety; improve the effectiveness of foreign affairs activities. Build Quang Tri into a new growth pole in the Central region. Strive to make Quang Tri a fairly developed province by 2045, a unique energy, logistics and tourism center of the country.

In terms of economic development, strive for a growth rate of 9-10% per year in the gross regional domestic product (GRDP). In the period of 2026-2030, budget revenue will reach 75-80 trillion VND; investment capital in the area will reach 500-520 trillion VND. By 2030, the gross regional domestic product (GRDP) at current prices will reach 227-238 trillion VND; the proportion of added value of the digital economy in GRDP will strive to reach 15-20%; GRDP per capita will reach 137-145 million VND...

The Congress also focused on discussing and contributing opinions to draft documents to be submitted to the 14th National Party Congress; the draft Action Program to implement the Resolution of the 1st Quang Tri Provincial Party Congress, term 2025 - 2030.

Directing the Congress, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien praised the achievements that the Party Committee, government, armed forces and people of all ethnic groups in Quang Tri province have achieved in the past term. At the same time, he requested that in the coming time, the Provincial Party Committee needs to exploit potentials and strengths; mobilize all resources of economic sectors; take science and technology, innovation as driving forces; take solidarity and unity as strength; take resources within the province as the main source, resources outside the province as important to invest in rapid and sustainable economic development.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien also requested to study, update, and correctly identify the major policies and decisions of the Central Committee, especially the Resolutions of the Politburo that have just been issued, concretize them into goals, tasks and feasible solutions, and strive to achieve practical results. Focus on mobilizing all resources; investing with focus and key points, developing synchronous, modern, and suitable transport infrastructure, digital infrastructure, energy infrastructure, irrigation infrastructure, education and health infrastructure, etc. to create a new driving force for the province's development. The province needs to focus on improving the quality of human resources; implementing solutions to reduce poverty and provide livelihoods for the people. Further strengthen the work of building and rectifying the Party, building a clean and strong Party organization in terms of politics, ideology, cadre organization, and inspection and supervision work. Immediately after the Congress, the Provincial Party Executive Committee needs to issue an Action Program with the spirit of 6 clarifications: clear work, clear authority, clear responsibility, clear time, clear resources, clear results...

On this occasion, the Chairman of the Central Committee of the Vietnam Fatherland Front and the Central working delegation transferred 30 billion VND, the amount of support from people nationwide, to support Quang Tri province to overcome the consequences of storm No. 10 and soon stabilize life.

The Congress also announced the Politburo's Decisions on appointing the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Secretary and Deputy Secretary of the Provincial Party Committee for the 2025-2030 term.

The Executive Committee of the Quang Tri Provincial Party Committee for the 2025 - 2030 term includes 62 members participating in the Provincial Party Committee Executive Committee, 17 members participating in the Provincial Party Standing Committee; appointing the position of Provincial Party Secretary for the 2025 - 2030 term to Mr. Le Ngoc Quang, member of the Party Central Committee, Provincial Party Secretary; 4 Deputy Secretaries of the Provincial Party Committee.

In his speech accepting the assignment, Quang Tri Provincial Party Secretary Le Ngoc Quang emphasized: Inheriting the achievements and lessons learned from the previous term, the first Provincial Party Executive Committee will build a collective of solidarity, unity of will and action, dynamism, creativity and innovative thinking, especially innovating leadership and direction methods to soon concretize and successfully organize the implementation of the goals, targets and tasks set out in the Resolution of the first Congress, striving to make Quang Tri a new growth pole in the Central region...
