A native of Texas, Rollins graduated from Texas A&M University with a degree in agricultural development. She then earned her law degree from the University of Texas School of Law. During the first Trump administration, Rollins served as director of the White House Domestic Policy Council and assistant to the president for intergovernmental initiatives and technology.

After leaving the White House, Rollins was part of a senior advisory team that launched a new nonprofit group to promote Trump's policies. She has a long history of involvement in conservative politics , including running the Texas Public Policy Foundation for 15 years.

If confirmed by the Senate, Rollins would be the second woman to lead the USDA, following Ann Veneman, who served under President George W. Bush.

As the new head of USDA, Rollins is responsible for managing nearly 100,000 employees and overseeing the Supplemental Nutrition Assistance Program (SNAP), which accounts for more than half of USDA's nutrition budget, as well as the Supplemental Nutrition Program for Women, Infants and Children (WIC) and school meal regulations.

Observers say the Agriculture Department could be at the forefront of President-elect Trump's efforts to cut what he calls the "deep state" of federal bureaucracy, as well as his efforts to impose tariffs on foreign goods, although it also provides important support to farmers and rural areas.
