On November 26, 2024, Vietnam National Petroleum Group ( Petrolimex / Group) organized a training conference on inspection and delivery of petroleum by waterway in Vung Tau city in a combined form of direct and online.
The conference was chaired by Board of Directors member - General Director of Petrolimex Dao Nam Hai; Deputy General Director Nguyen Quang Dung; Deputy General Director Nguyen Xuan Hung and representatives of the Group's functional departments. The conference gathered nearly 250 delegates, students who are leaders and officers in charge of professional activities at Petrolimex member units to attend in person and 40 online connection points.
The conference focused on disseminating knowledge, updating the Group's regulations as well as international practices on petroleum inspection and delivery by waterway. Also in the training program, delegates and trainees visited and learned about the actual technology system, tanks, import/export wharves, etc. at K2 Petroleum Terminal - Petrolimex Ba Ria - Vung Tau.
The teaching content is taught by lecturers and experts from Intertek Inspection Company - an Inspection Group with more than 130 years of history and development. Currently, Intertek Group is a leading group in many inspection fields such as: agricultural products, textiles, petroleum... with more than 44,000 employees, 1,000 offices and testing rooms in more than 100 countries around the world . In which, Intertek Vietnam Company was established in 1998, currently the Company has a team of more than 700 employees, 08 testing rooms and offices located in 06 major provinces/cities of Vietnam. Intertek Vietnam is one of the leading enterprises with many years of experience, reputation and a team of professional and highly specialized inspectors in providing petroleum inspection services in the Vietnamese market in particular and in the region in general.
Speaking at the Conference, Member of the Board of Directors - General Director of Petrolimex Dao Nam Hai emphasized the main viewpoint of Petrolimex is always to take people as the center, the subject, the main resource, the main driving force in the development of the enterprise. The Group's Board of Directors emphasizes the role of training activities, updating and fostering professional knowledge and skills. Based on the situation and practical requirements, through the Conference on training on appraisal and delivery of petroleum by waterway, the Group's functional departments, the Corporations/Companies and the trainees need to carry out the following key contents:
Firstly, comply with the rule of law; regularly update legal documents, procedures and regulations of the Group in the work of receiving and delivering petroleum by waterway to ensure compliance with conditions and upgrades in the system of technical facilities and technological equipment; Organize dissemination and dissemination to all officers and employees at the Company to raise awareness in management, administration, legal, organizational and disciplinary issues, ensuring that the activities of receiving and delivering petroleum by waterway strictly comply with regulations on security, safety, ensuring the quality and quantity of petroleum delivered according to current regulations of law and of the Group.
Second, the Group and its Companies and General Corporations need to be proactive, active, and bold in renovating and upgrading the technical infrastructure system, applying innovative and creative thinking in building technical solutions, management solutions, applying automation, and comprehensive digital transformation in the delivery of petroleum by waterway, ensuring fairness - transparency - objectivity, such as: applying a new generation of meters (Coriolis) in the delivery of petroleum by waterway; applying intelligent reporting (BI) in management and data analysis, etc., thereby improving the quality of petroleum delivery, reducing loss, creating motivation to improve production and business efficiency, and improving income for workers.
Third, the work of receiving and delivering petroleum by waterway needs to aim towards the Group's green transformation orientation with a number of specific goals such as: minimizing petroleum loss, limiting the amount of petroleum evaporation, minimizing the time for ships to wait and deliver goods, using more environmentally friendly types (LNG, green Ethanol, ...) ... in which focusing on researching and applying a number of core solutions such as: vapor recovery solutions during the process of importing/exporting petroleum by waterway, applying the pipe compression method in petroleum delivery, automatic leak detection system on the technology system (Leaking), smart camera surveillance system ...
Fourth, develop criteria and mechanisms for selecting independent appraisal organizations based on assessments of capacity profiles, experience, professional certificates, technical equipment, legal documents, and performance evaluations to enhance the responsibility and role of appraisal organizations in petroleum appraisal activities; Urgently complete related procedures to supplement the designation of independent appraisal organizations to conduct appraisals for inland petroleum delivery activities, and develop a mechanism for managing appraisal activities through actual monitoring and analysis of appraisal data.
Fifth, strengthen training for staff throughout the system related to the delivery, measurement, quality and quantity control of petroleum as well as related laws. In addition, the Group and its Companies and General Companies need to focus on improving and enhancing the material and spiritual life of workers, including crew members and staff at warehouses/ports.
Held from November 25-28, 2024, the training conference on inspection and delivery of petroleum by waterway not only provides in-depth knowledge and equips practical professional skills, but also demonstrates Petrolimex's commitment to always prioritize investment in ensuring security, safety, quality, and quantity of petroleum, reducing loss, pioneering digital transformation and energy transition in the petroleum industry, strongly promoting the sense of responsibility, innovation, and creativity of Petrolimex employees to achieve achievements to celebrate the 70th anniversary of the Group's establishment, contributing to building the country in the "new era - the era of the Vietnamese people's rise".
