The Ho Chi Minh City People's Committee has just issued instructions on the urgent demolition of apartment building No. 440 Tran Hung Dao Street, Ward 11, District 5.
Accordingly, the Ho Chi Minh City People's Committee assigned the Department of Construction to urgently study the report and proposal of the District 5 People's Committee; based on the provisions of law related to the demolition of buildings at risk of collapse affecting the community and neighboring buildings to give opinions on the proposal and recommendation of the District 5 People's Committee regarding the urgent demolition of the apartment building at 440 Tran Hung Dao Street; send a document to the District 5 People's Committee before December 15.

Based on the consensus of the Department of Construction on the urgent demolition of apartment building No. 440 Tran Hung Dao Street, the People's Committee of District 5 is assigned to urgently organize the demolition of apartment building No. 440 Tran Hung Dao Street according to the approved plan; ensuring absolute safety of life and property of the residential community and neighboring structures.
After completing the demolition, the People's Committee of District 5 shall preside over and coordinate with the Department of Construction and the Standing Committee of Steering Committee 167 to continue handling the areas of houses and land belonging to public assets in accordance with regulations; promptly develop a compensation, support and resettlement plan for households at apartment building No. 440 Tran Hung Dao Street and submit it to competent authorities for approval in accordance with regulations.

Earlier this year, the People's Committee of District 5 issued a plan to urgently evacuate households in the Grade D apartment building at risk of collapse at 440 Tran Hung Dao.
According to the inspection conclusion of the authorities, apartment building No. 440 Tran Hung Dao Street has a level of danger of being a level D house, the load-bearing capacity of the apartment building structure cannot meet the requirements of normal use, the house is in an overall dangerous state and needs to be relocated and demolished urgently.
To ensure the safety of residents' lives and property, the People's Committee of District 5 organized an emergency evacuation of households living in apartment building 440 Tran Hung Dao Street to temporary residence at An Phu apartment building (No. 961 Hau Giang Street, Ward 11, District 6).
According to the plan, District 5 People's Committee will complete the relocation before March 10. To support the relocated people, District 5 People's Committee mobilized social resources, supporting each household with 50 million VND (including 10 million VND from the budget according to regulations and 40 million VND in additional support). The support policy applies to cases of relocation before Lunar New Year or commitment to relocate before February 15.
In case of relocation from February 16 to February 28, support will be provided at the level of 30 million VND. After February 28, support will not be provided.

Apartment building No. 440 Tran Hung Dao was built before 1975, consisting of 3 floors with 21 apartments (19 private apartments and 2 public properties). According to the inspection results of the authorities, this apartment building is damaged, seriously degraded, and may collapse; endangering the lives and property of the people. After the demolition of the apartment building, the planned land area is 170 m2, so it is not enough to build a new project.
Ho Chi Minh City currently has 474 apartment buildings built before 1975 that are degraded and damaged and need to be repaired or rebuilt. In the period of 2021 - 2025, Ho Chi Minh City aims to complete the renovation and repair of 246 old apartment buildings to their current state.
