Accordingly, one of the goals of the City Labor Federation is that 85% of enterprises and units with qualified trade union organizations according to the provisions of law are allowed to negotiate and sign collective labor agreements according to the provisions of law; strive for 55% of the agreements to be classified as type B.

The City Labor Federation strives for 100% of grassroots trade unions in the administrative and career sectors, state-owned enterprises and at least 85% of grassroots trade unions in non-state-owned enterprises to participate with employers in promulgating and implementing well the Grassroots Democracy Regulations.
Previously, in 2024, the first year of implementing the Resolution of the 13th Congress of the Vietnam General Confederation of Labor and the Resolution of the 17th Congress of the Hanoi General Confederation of Labor, the Capital's Trade Unions at all levels signed new, revised, supplemented, and re-signed 1,725 collective labor agreements (reaching 287.5%), of which 715 were newly signed, reaching 119% of the target assigned by the General Confederation of Labor.
In addition to provisions on employee benefits, the agreements have more provisions on bonuses, rest hours, improving the quality of shift meals for employees... However, besides the bright spots, some grassroots unions have not fully implemented the steps to collect employees' opinions before and during the process of developing the agreement; some collective labor agreements have expired but have not been extended or re-signed according to regulations; the inspection and supervision of the implementation of collective labor agreements at some enterprises have not achieved high results...
