Frankly acknowledging both the positive achievements and the difficulties and limitations in implementing tasks from the beginning of the year until now in all fields, Dam Ha district clearly identified the key tasks of the fourth quarter to start implementing with a determined and enthusiastic spirit.
Improving the quality of economic growth
Improving the quality of economic growth is one of the contents that Dam Ha district has chosen to include in the working theme for 2024. Therefore, the key task of the fourth quarter continues to be focused on by the locality in close adherence to this orientation, especially in implementing well the budget management mechanism and measures. Specifically, the district sets a target of collecting over 66.6 billion VND in the local budget in the fourth quarter, of which land use fees alone will reach over 37 billion VND, the rest will be collected from taxes, fees and other revenues.
To adapt to the actual situation, the district has identified the key solution as strictly managing revenue sources, continuing to exploit revenue solutions, ensuring correct, sufficient and timely collection; thoroughly saving expenditures, especially regular expenditures, cutting down on non-urgent expenditures. At the same time, reviewing revenue sources to compensate for the expected unachieved land use fee collection, including: Housing group project south of Dam Ha market; urban area project south of Dam Ha town center.
Dam Ha district aims to complete the disbursement of 100% of the adjusted public investment capital plan in the fourth quarter. The projects invested by the district are being actively directed and urged by the district's Construction Investment Project Management Board, contributing to accelerating the disbursement rate of local public investment capital. In particular, many projects and works have so far disbursed 100% of the capital plan, such as: Traffic roads from the district center to Quang Lam commune, Quang An commune; upgrading and repairing Tan Binh Secondary School...
The Dam Ha District Central Square project has now completed 75% of the contract value. The construction unit, Constrexim 8 Investment and Construction Joint Stock Company, is working day and night to make up for the volume that could not be constructed due to stormy weather, and is expected to be completed in December 2024.
With its strengths in agriculture , Dam Ha district continues to implement plans and projects on developing concentrated fruit tree growing areas and planting large timber forests in the fourth quarter according to the set roadmap. At the same time, complete the establishment of 2 high-tech agricultural zones for aquaculture and livestock; appraise and implement production development projects under the national target program; strengthen the management and effective exploitation of land, tidal flats, and sea areas for production; do not leave land abandoned or used for the wrong purpose...
Preparing for party congresses at all levels
Identifying Party building as a key task, of decisive significance to the completion of local political tasks, in the fourth quarter, Dam Ha district continues to focus on strengthening and building grassroots party organizations, improving the quality and developing party members; promoting the implementation of building the model of "4-good Party Cell", "4-good grassroots party organization" in 2024... In particular, the district is making efforts to deploy preparations for party congresses at all levels for the 2025-2030 term in the spirit of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo and Plan No. 439-KH/TU dated July 24, 2024 of the Provincial Party Committee, ensuring compliance with the plan.
In July, the District Party Executive Committee issued Plan No. 466-KH/HU on grassroots party congresses, the 26th District Party Congress, term 2025-2030. At the same time, review the team of Party committees and cadres in the planning of Party committees of branches and Party committees, especially in villages, hamlets, and neighborhoods... to promptly train them to meet standards and requirements; decide to establish sub-committees to assist in preparing for the congress (documents, personnel, services, propaganda - celebrations).
Up to this point, all subcommittees are proactively implementing plans according to assigned tasks with the highest sense of responsibility. In particular, propaganda is being focused on promoting to help cadres, party members and people of all walks of life fully and deeply understand the meaning, role and importance of the congress. From there, prepare well and successfully organize this major political event.
In order to help units take the initiative in time and plan to prepare steps and stages, especially personnel work, documents and complete the organization of congresses of subordinate party cells, the Standing Committee of the District Party Committee has agreed to choose the time frame for organizing congresses of subordinate party cells from January 2025, to be completed before February 28, 2025. The entire district will elect village, hamlet and residential area heads on the same day, then simultaneously hold congresses of village, hamlet and residential area party cells, to be completed before January 15, 2025 with the view of continuing to implement the model of "People trust - Party elects", the party cell secretary is also the village, hamlet and residential area head.
The Standing Committee of the Dam Ha District Party Committee unanimously selected the Dam Ha Commune Party Committee and the Party Cell of the Mobilization Block to organize the model congress for the 2025-2030 term. Currently, the two branches and Party Committees are actively preparing. The grassroots Party Cell will hold the model congress in March 2025 and all congresses of grassroots Party Cells will be held in April 2025. Evaluating the results of 01 year of implementing Resolution 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee, Dam Ha district has completed and basically completed 13/17 goals set out in the Resolution. Typically: 100% of agencies and units in the political system have reviewed, issued, and implemented the code of conduct and standards of public ethics in accordance with the characteristics of the field, profession, and working area; the rate of households achieving the title of cultural family reached 96.27%; 70/70 villages, hamlets, and neighborhoods achieved the title of culture; 50/56 agencies, units, and enterprises achieved the title of culture; 27/27 public educational institutions and the District Center for Continuing Education and Vocational Training were recognized as cultural units for the 2-year period (2022-2023); many customs, habits, and good cultural features of the nation have been preserved and promoted; The cultural institution system from district to grassroots level has received investment attention and effective promotion... |
