The announcement stated that the Party and Government are very interested in promoting the development of green and clean power sources to ensure the target of double-digit socio -economic growth and ensure national energy security, including focusing on developing Ninh Thuan nuclear power plants. The development of nuclear power not only helps increase power sources but also meets the requirements of green and clean energy transition, achieving the goal of net zero emissions by 2050.
The Politburo has allowed the restart of the Ninh Thuan nuclear power project and the National Assembly has issued Resolution No. 189/2025/QH15 on special mechanisms and policies for implementing investment in the construction of the Ninh Thuan nuclear power project. The Prime Minister has established a Steering Committee for the construction of nuclear power plants and chaired two meetings, assigning ministries and agencies to focus resources and urgently invest in the construction of nuclear power plants, in which the Vietnam Electricity Group is assigned to invest in the construction of the Ninh Thuan 1 nuclear power plant, the Vietnam National Energy and Industry Group is assigned to invest in the construction of the Ninh Thuan 2 nuclear power plant and the Khanh Hoa Provincial People's Committee is assigned to implement the resettlement and site clearance project for nuclear power plants.
Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of the Khanh Hoa Provincial People's Committee, which in a short time has proactively implemented assigned tasks, completed many work items; actively propagated and mobilized people to understand and support the Party and State's policy of building nuclear power plants. There is not much time left from now until the end of 2025, the workload is still very large and complicated. To ensure progress according to the Prime Minister's direction, it requires high concentration and great efforts of all units, especially the support to remove obstacles and difficulties of central ministries and branches.
To ensure the progress of project implementation as required by the Prime Minister, the Deputy Prime Minister requested the People's Committee of Khanh Hoa province and relevant ministries and agencies to focus all resources, proactively remove difficulties and obstacles within their authority, actively carry out assigned tasks in the shortest time, most urgently, and achieve the highest results.
The Steering Committee for the construction of the nuclear power plant actively coordinated with the Central Propaganda and Mass Mobilization Committee and the local Propaganda and Mass Mobilization Committee to develop a propaganda plan and strengthen the coordination mechanism in information and propaganda so that people in the project construction area understand and support it.
Actively negotiating investment cooperation for Ninh Thuan nuclear power plant projects
Deputy Prime Minister requested the Ministry of Industry and Trade Proactively coordinate with ministries, agencies, Vietnam Electricity Group and Vietnam National Energy and Industry Group to actively negotiate with partners Intergovernmental Agreements on investment cooperation in Ninh Thuan nuclear power plant projects, striving to complete negotiations for Ninh Thuan 1 nuclear power plant project in August 2025 and Ninh Thuan 2 project by May 2026 at the latest.
At the same time, the Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Justice, the People's Committee of Khanh Hoa province and relevant agencies to carefully review issues that need to be adjusted in addition to the proposed name adjustment (Ninh Thuan province) stated in Resolution No. 189/2025/QH15. If necessary, report to the Prime Minister for submission to competent authorities for consideration and decision, ensuring compliance with Resolution No. 190/2025/QH15 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.
Review of legal basis
The Deputy Prime Minister requested the Ministry of Science and Technology to urgently coordinate with relevant ministries and agencies to review legal provisions, the latest safety guidelines of the IAEA and international regulations and practices, and unify regulations on safe distances for residential areas; if necessary, study and amend Circular No. 13/2009/TT-BKHCN according to its authority, to be completed in August 2025 to guide the People's Committee of Khanh Hoa province to implement.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Justice, the Ministry of Industry and Trade and the People's Committee of Khanh Hoa province to review the legal basis and competent authority to decide on the abolition of Decision No. 1504/QD-TTg dated August 28, 2013 of the Prime Minister on the mechanism and policy of compensation, support for migration and resettlement of the Ninh Thuan Nuclear Power Project, and report to the Prime Minister for consideration and decision before July 30, 2025.
The Ministry of Finance shall preside over and coordinate with the People's Committee of Khanh Hoa province to review the total capital for migration, resettlement, and site clearance for Ninh Thuan nuclear power plants, propose central budget support, and report to the Prime Minister before August 10, 2025.
Focus on implementing compensation and resettlement work
The Deputy Prime Minister requested the People's Committee of Khanh Hoa province to strictly implement regulations and instructions of competent authorities to ensure the highest safety for people; focus on implementing compensation and resettlement work, promptly relocating households, ensuring completion of site clearance work for handover to investors in 2025 according to the direction of the Prime Minister; strengthen inspection and supervision, prevent corruption, negativity, waste, ensure that people moving to new residences must have a stable life with the principle of being better than or equal to their old residences.
Vietnam Electricity Group and Vietnam National Energy and Industry Group urgently complete the pre-feasibility study report of nuclear power plant construction investment projects to submit to competent authorities for adjustment of investment policies (Ninh Thuan 1 nuclear power project: in September 2025; Ninh Thuan 2: no later than June 2026).
Closely coordinate with the People's Committee of Khanh Hoa province to do a good job of site clearance and resettlement for the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plant projects, quickly stabilize the livelihoods of families in the new residence so as not to affect production, business and the lives of local people.
On November 25, 2009, the 12th National Assembly passed Resolution No. 41/2009/QH12 approving the investment policy of the Ninh Thuan Nuclear Power Project, including Plants 1 and 2, with a total capacity of 4,000 MW. Ninh Thuan Plant 1 is located in Phuoc Dinh Commune, Thuan Nam District. Ninh Thuan Plant 2 is located in Vinh Hai Commune, Ninh Hai District.
