Dear voters and people of the province!
After 2.5 days of urgent, scientific and serious work with a spirit of democracy, intelligence and high responsibility towards the Party Committee, government and people in the province, the 9th session of the 17th Provincial People's Council completed all the contents and programs set out and was a great success.
At this session, the delegates of the Provincial People's Council promoted their sense of responsibility, focused on discussing and giving comprehensive comments on the contents presented at the session. Many opinions expressed by the delegates contributed and reflected on local practical issues and voters' opinions and aspirations, proposed and recommended solutions to overcome difficulties and limitations, focusing on the implementation of socio-economic development goals and tasks, and the management and operation of government agencies.
Based on the review of the reports of the Provincial People's Committee, relevant sectors, the inspection reports of the Provincial People's Council committees, the discussion opinions of the delegates and the opinions of voters and people in the province, the Provincial People's Council unanimously concluded that:
In 2024, in the context of basic advantages but also many difficulties and challenges; however, with the timely and effective attention and support of the Central Government and the great efforts and determination of the Party Committee, the government and the entire political system, the business community and the people in the province have synchronously and effectively implemented tasks and solutions, achieving positive results in all fields. Notably:
The province's economy maintained a good growth rate, with the gross regional domestic product (GRDP) increasing by 7.01%. In particular, in the context of difficulties, it has strived to achieve the target of domestic budget revenue of over VND 11,000 billion; attracting foreign direct investment (FDI) of over USD 1.0 billion. The number of newly established enterprises is the third consecutive year reaching over 1,000 enterprises, disbursement of public investment capital continues to be among the top in the country. Rural areas are given attention for construction, the appearance of urban and rural areas is improved towards civilization and modernity. Many bottlenecks and bottlenecks in attracting investment and difficulties and obstacles for enterprises are directed to be resolved in a practical and effective manner. Cultural and social fields are directed comprehensively, with positive changes. National defense and security work is directed to be implemented comprehensively, achieving good results. The material and spiritual life of the people continues to be improved and enhanced.
The Provincial People's Council highly appreciated the leadership and direction of the Party Committee and the drastic management of the authorities at all levels, and the active participation of the business community and people in the province.
In addition to the achieved results, there are still some limitations and shortcomings such as: The economic growth rate (GRDP) and production value of some industries have not met expectations and set targets. Production and business activities of some enterprises are still difficult and slow to recover. The progress of implementing some key projects and key tasks of the province is still slow and has not met requirements. The implementation of mechanisms and policies in some areas is slow to be effective. Site clearance work in some traffic and housing projects in some localities has been delayed for a long time and had to be extended many times. Administrative reform and innovation are not strong, some agencies and units have a mentality of working half-heartedly; digital transformation has not had many changes. The entrance exam for grade 10 of high school in the 2024-2025 school year has caused errors, creating negative public opinion. The political security situation and social order and safety in some areas are still potentially complicated. Violations of laws on investment, construction, land, dykes, etc. in some places continue and are slow to be resolved. Waste collection and treatment in some localities are still inadequate.
The above limitations and weaknesses have many causes (both objective and subjective). The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities and units to seriously study, learn from experience and propose practical and feasible solutions to promptly overcome the limitations and weaknesses; at the same time, continue to innovate the direction and administration work; assign specific tasks; strengthen inspection and supervision of the implementation of all levels and sectors, creating substantial and strong changes in the coming time.
Dear delegates, voters and people!
2025 is an important year, a breakthrough year to complete the Resolution of the 20th Provincial Party Congress, the 5-year socio-economic development plan 2021 - 2025; the year of Party congresses at all levels towards the 14th National Congress of the Party with many important political events of the Party, the State and the province. The world and regional situation is forecast to continue to be complicated and unpredictable; difficulties, challenges and opportunities, advantages are intertwined. In that context, the tasks ahead of us are extremely important, urgent and heavy. The Provincial People's Council emphasized that all levels and sectors must persevere in the overall goals of the entire term; strive to overcome difficulties, continue to accelerate the development process, strongly innovate the growth model, improve productivity, quality, efficiency and competitiveness of the economy. Focus on developing digital economy, green economy, circular economy, e-commerce, new and effective business models, creating new values and breakthroughs in all fields. Focus on comprehensive and synchronous development and improving the quality of cultural and social fields, ensuring harmonious connection between economic development and social development; improving the quality of human resources; implementing social security policies well, improving the material and spiritual life of the people. Focus on completing on schedule the goal of eliminating 100% of temporary and dilapidated houses for poor and near-poor households in the whole province. Continue to resolutely implement solutions to promote administrative reform, improve the investment and business environment, enhance the province's competitiveness; promote discipline in leadership, management and compliance; rectify limitations and weaknesses to improve the effectiveness of state management in all fields. Strengthen national defense and military work, maintain political security and ensure social order and safety.
Dear delegates, voters and people of the province!
At this session, based on the provisions of law, on the basis of reviewing the report on the results of handling voters' opinions and recommendations sent to the eighth session, the report summarizing voters' opinions and recommendations before the ninth session, the report summarizing opinions discussed in groups; the thematic supervision reports of the Standing Committee and the committees of the Provincial People's Council; the Provincial People's Council questioned members of the Provincial People's Committee and listened to the leaders of the Provincial People's Committee accept and clarify a number of issues and solutions that need to be focused on in the coming time. The Provincial People's Council requested the Provincial People's Committee to direct the relevant agencies to promptly handle voters' opinions and recommendations, group discussion opinions, and recommendations stated in the thematic supervision reports of the Standing Committee and the committees of the Provincial People's Council; seriously implement the contents answered at the questioning session, and report the implementation results to the Provincial People's Council at the tenth session of the Provincial People's Council.
At this session, based on the review of the submissions of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the inspection reports of the Provincial People's Council committees; based on the provisions of law and the actual situation of the locality, the Provincial People's Council unanimously passed 20 important resolutions on socio-economic issues, activities of the Provincial People's Council and personnel work under its authority with the high consensus and unanimity of the Provincial People's Council delegates. In order to effectively implement the resolutions passed by the Provincial People's Council, contributing to the successful and comprehensive implementation of the socio-economic development goals in 2025, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors and localities in the province to focus on performing well the following tasks:
Firstly, strengthen propaganda, thoroughly grasp and promptly, fully and effectively implement the Party's guidelines and the State's policies and laws with appropriate methods to ensure effectiveness, in order to create consensus and unity in awareness and implementation at all levels, sectors, localities, units and people of all walks of life in the province; strive to carry out assigned tasks with a sense of responsibility and high effort and determination, overcome difficulties, achieve results with specific values and the highest quality and efficiency.
Second, focus on directing, seriously implementing, ensuring the content, progress, time, quality and effectiveness of Party congresses at all levels towards the 14th National Congress of the Party. Seriously and correctly implementing the direction of the Central Committee and the General Secretary on streamlining the political system's apparatus and operating effectively and efficiently. This is a major policy of the Party, a revolution in streamlining the political system's apparatus and organization. It is necessary to have high consensus in awareness and action throughout the entire political system, determined to complete the streamlining of the political system's apparatus and organization in accordance with the set goals, requirements and progress. Agencies and units subject to merger must soon stabilize their organization and operation, ensuring the good completion of assigned functions and tasks, not affecting the normal activities of society, people and businesses...
Third, the Provincial People's Committee urgently concretizes the resolution of the Provincial People's Council approved at the session into specific regulations, policies and plans to quickly put the resolution into practice, ensuring publicity, transparency, compliance with legal regulations, achieving high quality and efficiency. All levels and sectors must focus, be determined and creative in organizing the implementation of tasks, building programs, plans and projects with practical and specific tasks and contents, clearly assigning responsibilities, and having a roadmap to strive for implementation to create a clear change in socio-economic development.
The Standing Committee of the People's Council, the People's Council committees, the People's Council delegations and the provincial People's Council delegates, the Party committees, the Fatherland Front Committees and member organizations at all levels continue to enhance their roles and responsibilities in performing the function of supervising the observance of the law and the implementation of the resolutions of the Provincial People's Council passed at the session, in which they pay attention to listening to and grasping the thoughts and aspirations of voters and people of all walks of life, promptly reflecting the opinions and recommendations of voters to the Provincial People's Council; strengthening the urging and supervision of the settlement of voters' recommendations; at the same time, promoting the mobilization of the masses to actively participate in effectively implementing the policies and guidelines of the Party, the State and the direction of the province, contributing to the successful implementation of the resolutions issued by the Provincial People's Council.
The task is very large, requiring great determination and efforts from the entire political system, business community and people of all walks of life in the province. The Provincial People's Council calls on all levels, sectors, localities, units, business communities and people in the province to continue to promote the tradition of patriotism and revolution, uphold the spirit of solidarity, creativity, unity, promote patriotic emulation movements, strive to well implement the tasks, solutions and directions of local Party committees and authorities to successfully and comprehensively implement the targets of the 2025 plan and the entire 2021-2025 period.

The ninth session of the 17th Provincial People's Council has been a great success. On behalf of the Provincial People's Council, I would like to express my sincere thanks to the presence of the provincial leaders, distinguished guests and delegates of the Provincial People's Council. I would like to thank and accept the valuable opinions of the delegates, voters and people in the province. I welcome and appreciate the coordination of the Standing Committee of the Provincial People's Council and the Provincial People's Committee; acknowledge the efforts and dedication of the advisory and service agencies and relevant agencies in the preparation and service of the session; thank the participation of the Provincial Vietnam Fatherland Front Committee, people's organizations; voters, news agencies, newspapers, radio and television, which have made important contributions to the success of the session.
On the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, the Provincial People's Council would like to express its deepest gratitude and sincere thanks to generations of cadres, soldiers, and veterans.
