Stable and growing economy

Le Chan District carries out the socio-economic development task in 2022 in the context of the complicated developments of the Covid-19 epidemic, especially in the first months of the year. However, with the clear and drastic direction of the District Party Committee, the District People's Council, and the District People's Committee, which have focused on operating, directing, and promptly implementing the proposed tasks and solutions, the district has achieved many impressive results.

In 2022, Le Chan district achieved 16/16 socio-economic targets and exceeded the planned targets. The organization and implementation of tasks in the city's 2022 Theme on "Promoting urban beautification and modernization - Building new-style rural areas - Implementing digital transformation" and the district's 2022 Theme on "Promoting land and urban management - Site clearance" achieved many positive results.

Specifically, the management of construction order, sidewalk order, and environmental sanitation continues to be focused on and achieved good results; compensation and site clearance work has many changes; the results of implementing Digital Transformation closely follow the set plan.

The district's economy in 2022 continues to be stable and develop. The industrial production value is estimated at 423.2 billion VND, equal to 100% of the plan, up 4% over the same period; total retail sales of goods are estimated at 27,037 billion VND, equal to 110.6% of the plan, up 15.9% over the same period; revenue from accommodation and catering services is estimated at 4,187.9 billion VND, reaching 100.5% of the plan; up 17.2% over the same period; State budget revenue in 2022 in the area is estimated at 940,133 billion VND, equal to 100% of the city's assigned plan, equal to 89% of the District People's Council's assigned plan and equal to 61% over the same period. The district continues to focus on directing the disbursement of public investment capital.

Entering 2023, the District People's Committee proposed to implement the theme "Promoting land and urban management - Site clearance". Promoting the achieved results, promoting potential and advantages, in the first quarter, Le Chan district's economy continued to develop, economic indicators all achieved an average growth rate higher than the same period last year. In particular, budget collection achieved positive results, total revenue reached 27.1% of the city's assigned plan, up 33% over the same period; non-state tax reached 36% of the plan, up 21% over the same period.

The city and district's 2023 theme was focused on. Urban management, street order, environmental sanitation, and traffic safety were effectively implemented, especially during the festival days. The cultural and social fields achieved good results.

Activities to care for Tet for families of people with revolutionary contributions, near-poor households, households in difficult circumstances, and children in difficult circumstances on the occasion of the Lunar New Year 2023 were promptly implemented, ensuring that 100% of households in the district had a warm, joyful, and healthy Tet. The 2023 Le Chan Female General Traditional Festival was successfully organized, with the support of a large number of people and tourists, and was recognized and highly appreciated by the city.

Administrative reform and digital transformation continued to receive attention and focused direction, achieving good results. Security, order and social safety in the area were maintained, ensuring absolute safety. 100% of the assigned military recruitment targets were completed with good quality.

In the coming time, Le Chan District Party Committee will continue to focus on building and implementing the mid-term review plan of the 24th District Party Congress, term 2020-2025; building a plan to organize the 5th "Le Chan in my heart" contest in 2023...

The District People's Committee also identified 8 groups of tasks and solutions to focus on in 2023, namely: Covid-19 prevention and control; improving the investment and business environment, attracting and effectively using resources for development investment; strengthening budget revenue and expenditure discipline; urban construction, development and beautification; natural disaster prevention, strengthening land and resource management and environmental protection; implementing cultural and human development programs, ensuring security and social justice, and improving people's lives.

Administrative and judicial reform, anti-corruption and anti-waste; strictly maintain combat readiness, grasp the local situation, maintain political security and social order and safety; strengthen coordination with the Vietnam Fatherland Front Committee and socio-political organizations of the district.

Focus on 3 breakthroughs

At the 24th Party Congress, term 2020-2025, Le Chan district identified 3 breakthroughs to successfully carry out socio-economic, defense-security tasks. These are: promoting administrative reform, improving the investment and business environment, mobilizing and effectively using resources to promote economic restructuring based on the driving force of developing high-end services and trade.

Some of the main targets set are: economic growth rate reaching over 20%/year; the proportion of industry-construction accounting for 20%, the proportion of service-trade accounting for 80%; striving for non-state revenue to reach over 1,400 billion VND by 2025.

Total social investment in the 2020-2025 period reaches 95,000 billion VND; strives to have over 5,500 operating enterprises; build the urban area south of Nguyen Van Linh Street (in Kenh Duong Ward, Vinh Niem) to meet the standards of a type 1 urban area; the urban area north of Nguyen Van Linh Street in the old urban area basically meets the standards of a type 1 urban area. The district has 4 more schools that meet national standards; at least 1 school that meets international standards (VinSchool)...

With the results achieved in the first two years of implementing the resolution of the 24th Party Congress, we believe that the government and people of Le Chan will turn the district into a civilized, modern urban area, the economic center of Hai Phong City by 2025.
