The last months of 2024 pose many challenges to the Vietnamese socio-economy in general and Binh Thuan province in particular when facing a series of major fluctuations from the outside. At the same time, the impact of changes in global supply chains and fluctuations in the international market are also creating a lot of pressure. Therefore, the province will have long-term solutions to ensure stability and sustainable development.
Growth is more positive in Q3/2024
Vietnam's GDP growth for the whole year of 2024 is forecast to reach 5.5% to 6.0%, based on factors such as the strong recovery of the service sector and the processing and manufacturing industry. However, this growth rate is still lower than the initial expectation of 6.5% to 7%, due to the impact of high input material prices and the decline in domestic and international consumer demand. According to data from the General Statistics Office (GSO), industrial output in September 2024 decreased by 1.2% compared to the previous month, reflecting the great pressure that businesses are facing in the context of high prices of raw materials and energy. In the first half of 2024, Binh Thuan only maintained a fairly good growth rate. According to the assessment of the Provincial Statistics Office, although this increase did not meet the expectations according to the set plan, this is a fairly good growth rate compared to the general level of the whole country. The processing and manufacturing industry has shown signs of improvement, which is a positive sign for the province's economic development from now until the end of 2024 and the following years. However, the business operations in the province still face certain difficulties, which is clearly shown in the statistics in the first half of 2024. Specifically, the whole province has 419 enterprises temporarily suspended operations, an increase of 25.83%; 170 enterprises have been dissolved, an increase of 25.93%. Meanwhile, only 565 enterprises were newly established, down 7.83% over the same period, with a total registered capital of VND 2,321.9 billion, down 40.92% over the same period.
Entering the third quarter of 2024, the province's socio-economic development has had more positive developments. Especially in the first 9 months of 2024, the province's 3 economic pillars developed more stably. The industrial production index (IIP) increased by 8.8% over the same period, some basic industry groups increased quite well such as: Processing and manufacturing industry increased by 6.1%; electricity and gas production and distribution increased by 10.2%; 9/16 main industrial production products increased over the same period. In addition, tourism activities recovered strongly, the whole province welcomed 7.33 million visitors, up 11.42% over the same period, revenue of 18,630 billion VND, up 8.47% over the same period. Export turnover reached 695.1 million USD, up 7.06% over the same period, total social investment capital is estimated at 33,080 billion VND, reaching 67.18% of the yearly plan, up 9.6% over the same period.
Strive to exceed set targets
In the last months of the year, Binh Thuan determined to continue implementing socio-economic development tasks. Accordingly, the province will review and promptly remove difficulties within its authority, especially in the process of implementing the 2024 Land Law, and issue a number of regulations under the province's authority. Accelerate the progress of adjusting and approving plans, including general plans, zoning plans, and detailed plans in sync with land use plans. On that basis, deploy projects, attract many new investors, and promote economic development. Continue to accelerate the progress of infrastructure investment, especially in industrial parks and clusters, focusing on land recovery in the immediate future, especially Tan Duc and Son My 1 Industrial Parks. In addition, promote solutions to mobilize and exploit revenue sources, especially those with large proportions. Accelerate the progress of disbursement of public investment capital, striving to reach 95% of the plan by the end of 2024...
To achieve those goals, the provincial leaders said that all levels and sectors need to focus on closely following the programs and resolutions of the Provincial Party Committee on socio-economic development, national defense and security in 2024, to achieve the highest results. The Party Committee of the Provincial People's Committee directed and led the review and timely removal of difficulties and obstacles within its authority, and issued a number of regulations within the province's authority. Speed up the adjustment and approval of plans so that projects have a basis for implementation and attract new investors. At the same time, speed up the progress of infrastructure investment, especially industrial parks and clusters. Focus on state budget collection, exploiting more potential revenue sources, operating the budget flexibly, effectively, economically, and in accordance with regulations. Promote digital transformation activities, develop digital government, digital economy and digital society in 2024. Take advantage of and maximize the potential opportunities and comparative advantages of the province, effectively implement tasks and solutions to restructure the economy, especially the 3 pillars: Industry - tourism and agriculture.
