With a strategic vision and new thinking on development, high determination, great efforts, and drastic actions, in the period of innovation, especially in recent years, the Party Committee, government and people of Sam Son City in the past and Sam Son Ward today have implemented highly effective and comprehensive work in all aspects, leading to outstanding achievements in economic, cultural, social, national defense, security, Party building and the local political system. Sam Son has become a "bright spot" of the province in exceeding many goals and tasks of socio-economic development in the direction of industrialization, modernization, sustainability and inclusiveness.

In particular, in the past 5 years, Sam Son ward's economy has developed strongly, production capacity and economic scale have increased rapidly; culture and society have many positive changes; national defense and security have been firmly ensured; people's lives have been constantly improved and enhanced both materially and spiritually. In particular, the economy has grown highly and comprehensively in all areas. The average growth rate of production value in the period of 2021-2025 reached 12.7%, ranking 2nd in the province; the scale of production value in 2025 is estimated at 28,025 billion VND, ranking 5th in the province, 2.16 times higher and up 4 places compared to 2020; average income per capita in 2025 is estimated at 88.5 million VND, 1.47 times higher than at the beginning of the term, ranking 2nd in the province.

The ward has achieved high results in development breakthroughs such as: Breakthrough in administrative procedure reform, building e-government, improving the efficiency and effectiveness of state management, best serving the needs of people and businesses; Breakthrough in site clearance, creating favorable conditions for investors to implement projects in the area; Breakthrough in improving the quality of staff, especially the team of leaders and managers with qualities, capacity, prestige, meeting the requirements and tasks in the new period, achieving positive results. From there, creating a new look for the ward in the direction of civilization and modernity.

With the task of economic development as the center, Party building and political system building as the key, the Party building and rectification work of the ward Party Committee has achieved clear results, the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced; solidarity and unity within the Party Committee have been strengthened; the people's trust in the leadership of the Party, direction and administration of the government has been increasingly consolidated. Through promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with implementing regulations on the exemplary responsibility of cadres and party members and things that party members must not do, it helps cadres and party members to voluntarily cultivate, practice, "self-reflect", "self-correct", improve revolutionary ethics, contributing to the good performance of assigned duties and tasks.

The great, comprehensive and outstanding achievements that the Party Committee and the People of Sam Son have achieved during the renovation period are the convergence of many factors, which affirm the decisive role of the leadership capacity of the Party Committee, the direction of the government and the spirit of solidarity, joint efforts and unanimity in building and developing the homeland of the people of all walks of life. The achievements have created a solid foundation, creating a new position and strength for the Party Committee, government and people of Sam Son ward today to firmly enter a new era of development, an era of national growth.

When the development mission in the space of Sam Son City ends, to bring a new look to Sam Son Ward in the "revolution" of streamlining the organizational apparatus of the political system, the local government at 2 levels, the Party Committee, the government and the people of Sam Son Ward continue to inherit the achievements and traditions created from previous development stages to exploit the maximum potential and comparative advantages of the land and people here. Along with that, based on the local practical situation, the major goals and directions identified in previous resolutions, the 2025-2030 term, the Party Committee of Sam Son Ward determined that by 2030: Build and develop Sam Son Ward to become a national key tourist city, an ideal destination for domestic and international tourists; a unique and leading tourist and entertainment city in the country; promote the development of trade services, industry - handicrafts, agriculture - aquaculture to serve tourism; have a synchronous and modern socio-economic infrastructure, harmonizing economic development with effective response to climate change and rising sea levels; promote the development of culture, education, health care and urban civilization; improve the material and spiritual life of the people; maintain national defense and security; strive to become the leading unique tourist and entertainment city in the country by 2030.

To successfully realize that top goal, both in thinking and action, the Party Committee, government and people of Sam Son ward must grasp the opportunity, determine to overcome difficulties and challenges; consider internal strength as a decisive factor, external strength as a very important driving factor, combine internal strength with external strength into a great comprehensive resource to create breakthroughs for rapid and sustainable development.

In particular, the Ward Party Committee is determined to break through the "bottlenecks" of the institution, strongly improve the investment and production environment, business of people and enterprises, diversify and effectively use resources for investment and development; promote innovation, digital transformation; develop outstanding, different, attractive products with high added value, especially developing services and tourism - a pillar economic sector - worthy of a key tourist city, with quality services and rich products, meeting the diverse needs of domestic and international tourists.

Continue to create breakthroughs in developing infrastructure in a synchronous and modern direction, accelerating the pace of urbanization. Develop the economy and society in parallel with environmental protection. Comprehensively improve the quality of education and training, the quality of human resources. Take care of socio-cultural development, build Sam Son people to be elegant, civilized, modern, and rich in identity. Maintain political and social stability, strengthen national defense and security, and ensure social order and safety.

Strengthen the work of building and rectifying the Party and the political system to be clean, strong, comprehensive, effective, efficient, and effective, meeting the new requirements of the revolution to streamline the apparatus, local government at two levels, and focus on the grassroots.
