Classify poor households specifically to have support directions and implement sustainable poverty reduction solutions.

(HG) - This is the proposal of Ms. Ho Thu Anh, Vice Chairman of the Provincial People's Committee, at the online conference with districts, towns, cities, communes, wards and townships on poverty reduction work in the province on August 17. According to the report, to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the province has directed all levels, sectors and localities to closely follow the regulations and instructions of the Central Government, and synchronously deploy solutions to contribute to the implementation of the province's general development goals and targets. In 2021 and 2022, the province has exceeded the poverty reduction target set by the Resolution (Resolution to reduce the poverty rate by 1%/year). Specifically, in 2021, the poverty rate was reduced by 1.27%; in 2022, it was reduced by 1.61%. At the beginning of 2023, the whole province had 9,736 poor households (4.84%) and 7,426 near-poor households (3.69%). It is estimated that by the end of the year, the poverty rate will be reduced by 1%, reaching 100% compared to the Resolution (Resolution to reduce by 1%).

Regarding the progress of implementing projects and sub-projects from 2022 to the first 7 months of 2023, for the Project to support production development and improve nutrition, the relevant agencies and localities are currently developing the project and submitting it to competent authorities for approval, and have not yet disbursed the allocated funds. For the project to diversify livelihoods and develop poverty reduction models, up to now, only Nga Bay city and Chau Thanh A district have disbursed funds, with an amount of 811 million VND. The projects to develop vocationaleducation and sustainable employment; the project to communicate and reduce poverty on information; and the project to enhance capacity and monitor and evaluate the program are being implemented.

In the process of implementing projects and sub-projects, there are still some difficulties such as there are currently no regulations or guidelines for identifying low-income workers and there are no specific guidelines for implementing projects to support livelihood diversification and develop poverty reduction models in the business and service sectors; the progress of implementing a number of projects and sub-projects under the National Target Program on Sustainable Poverty Reduction in 2023 in some localities is still slow...

Ms. Ho Thu Anh, Vice Chairman of the Provincial People's Committee, proposed that the People's Committees of districts, towns and cities direct the Department of Labor - Invalids and Social Affairs to coordinate with relevant departments, communes, wards, towns, and the Bank for Social Policies to effectively implement vocational training. With over 1,000 poor and near-poor households not eligible to borrow capital from the Bank for Social Policies due to lack of production plans, localities and organizations need to advise and guide on appropriate business models. To effectively implement poverty reduction work, it is necessary to classify specific poor households, such as poor households with all members being social protection beneficiaries, poor households without members being social protection beneficiaries, poor households working far away... The Department of Labor - Invalids and Social Affairs presides over and coordinates with relevant departments and branches to advise the Provincial People's Committee to establish a Support Group for disbursement of capital for the National Target Program on Poverty Reduction, to support and promptly remove difficulties for localities...
