The plan sets out 05 groups of tasks and key solutions to build and develop literature and art in the new period, which are: Strengthening the leadership and direction of heads of agencies, units and localities in literary and artistic work. Focusing on thoroughly grasping and effectively implementing the Party and State's guidelines and policies, clearly defining the responsibilities of leaders; building specific mechanisms and policies to promote the development of literature and art in accordance with functions and practical conditions.
Improve the effectiveness and efficiency of state management and increase resources for the field of literature and arts. Localities continue to improve mechanisms and policies, integrate the content of literature and arts development into sectoral and local planning and plans; prioritize the budget, encourage socialization, promote digital transformation, preserve and promote the values of national literature and arts; strengthen inspection work and strictly handle violations.
Consolidate, streamline and improve the operational efficiency of literary and artistic organizations. The city focuses on planning and training the team working in literature and artistic activities in the direction of standardization and rejuvenation; promote the role of artisans, and encourage the participation of private organizations and units.
Strengthen information and propaganda work. Promote the role of press and media agencies in promoting literary and artistic works, images of Hai Phong people and culture; orient healthy aesthetic tastes in the community ; closely evaluate works on mass media and social networks.
Strengthen international exchange and cooperation. Localities promote the organization of large-scale cultural and artistic events, promote typical cultural products; expand exchanges and cooperation with international friends; create conditions for artists to access trends and progressive literary and artistic products of the world .
The City People's Committee's plan requires the direction and organization of the implementation of tasks and solutions for building and developing literature and arts to closely follow Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo and Plan No. 414-KH/TU dated November 21, 2024 of the Standing Committee of the City Party Committee.
Agencies, units and localities need to clearly define tasks, responsibilities and specific implementation roadmaps. At the same time, regularly check, monitor progress, evaluate implementation results; proactively remove difficulties and obstacles, ensure full and timely completion of tasks according to the set plan./.
