
Speaking at the opening of the workshop, Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Science and Technology Associations, emphasized that the press has long been a strategic communication channel, playing a particularly important role in bringing the Party's guidelines and the State's policies on science and technology to intellectuals and the people.
The press is also an open forum where scientists exchange academic knowledge, criticize policies and share knowledge openly and transparently. Currently, the press system of the Vietnam Union of Science Associations includes 68 newspapers and scientific journals. Although according to the new arrangement project (not yet approved), the system will only have 18 units, the requirement to improve quality and professionalize content is always the central task.
According to Dr. Le Cong Luong, Deputy Secretary General and Head of the Science and International Cooperation Department, Vietnam Union of Science and Technology Associations, the press simultaneously performs three functions: Information, social supervision and public opinion orientation. By promptly reflecting draft laws, consultation activities, as well as practical shortcomings, the press contributes to making the policy criticism of the Vietnam Union of Science and Technology Associations more profound, convincing and widespread.
The press is also a channel to help bring scientific recommendations to the management agencies and the people, thereby improving the effectiveness of public administration. In addition to the achieved results, Mr. Luong also pointed out some limitations that need to be overcome such as: Lack of regular coordination mechanism, lack of local communication strategy and the hesitation of many industry associations when working with the press.
To overcome this, Mr. Luong proposed establishing a clear communication focal point; training policy communication skills for experts; building an open data warehouse; developing in-depth article series between the Vietnam Union of Associations and editorial offices; organizing regular forums (Journalism-Intellectualism-Innovation) and bringing communication into each critical task.
Recognizing the role of the press in public policy consultation and criticism, Dr. Le Nghiem, Vice President of the Vietnam Digital Communications Association, affirmed that the press holds a key position in promoting transparency and accountability in the policy-making process. The press discovers loopholes in management and inadequacies when policies are put into practice; at the same time, it creates a space for equal dialogue between scientists, managers and people.
The accompaniment of the press contributes to increasing the prestige of scientific recommendations, increasing the persuasiveness of criticism, and at the same time helping society understand that criticism is not for opposition, but to perfect better policies.
At the workshop, many opinions agreed that the press is not only a means of communication, but also an integral part in the process of improving the quality of consultation, criticism and image building of the Vietnam Union of Science and Technology Associations.
Faced with new requirements, the Vietnam Union of Friendship Organizations and the press need to enter a period of deeper, more systematic and professional cooperation, to have a more solid foundation to effectively carry out the mission of gathering and uniting intellectuals and making practical contributions to the country's development.
