In the set of criteria for new rural communes, criterion No. 13 on production organization requires: The commune has a cooperative operating effectively and in accordance with the provisions of the Law on Cooperatives; has a production linkage model associated with sustainable consumption of key products; implements traceability of the commune's key products associated with building raw material areas and is certified by VietGAP or equivalent. For advanced new rural communes, criterion No. 13 has 8 indicators, such as: Has OCOP products that are classified as meeting standards or equivalent and still valid; concentrated raw material areas for the commune's key agricultural products are granted area codes; has an effective rural economic development model in the direction of integrating multiple values (economy, culture, environment)...
With that importance, in recent times, departments, branches and localities in the province have always paid attention to promoting the effective implementation of Resolution No. 13-NQ/TW on continuing to innovate, develop and improve the efficiency of the cooperative economy. In addition, they have increased support, consulting and guidance on the establishment of new cooperatives; coordinated in opening training courses, fostering capacity for management staff, participating in promoting and promoting trade at fairs and e-commerce platforms; removing difficulties and obstacles... Thanks to that, the cooperative economy and cooperative sector of the province has been gradually improved.
Up to now, the province has 515 cooperatives, distributed in the fields of agriculture , aquaculture, small-scale industry, transportation, construction, trade and services, tourism, environment, attracting nearly 150,000 members with a total capital of more than 9,245 billion VND. The activities of cooperatives are increasingly expanding in the direction of multi-sector, multi-occupation, multi-service and becoming a channel to mobilize resources from the people to develop production and business, create jobs, increase income, contribute to hunger eradication and poverty reduction, restructuring the agricultural sector and building new rural areas in the locality.
Chairman of Hai Ninh Commune People's Committee ( Quang Ninh ) Pham Van Lieu said: The activities of agricultural and aquatic cooperatives in the area have contributed significantly to changing the production mindset of the people, from small-scale production to large-scale production, creating jobs and increasing income for the people here. With a stable life, people have actively contributed human and financial resources to build a spacious infrastructure. In particular, cooperatives have successfully built many OCOP products, including white-banded fish (4-star OCOP) and many products (3-star OCOP), such as: shredded dried squid, dried shrimp Vuong Doan, dried sweet potatoes Nhu Man, Xuan Hong fish sauce... Up to now, the average income of people in Hai Ninh commune has reached over 60 million VND/person/year, having completed and exceeded the target of criterion No. 13, and is striving to reach advanced NTM standards.
Not only Hai Ninh, in recent times, cooperatives in the province have made new developments in quantity and quality. The activities of cooperatives have been improved with many types of services, actively contributing to job creation, shifting labor and economic structures, promoting production and business development in rural areas. For example, Kim Phi Aquatic Products Production and Service Cooperative, Ngu Thuy Bac Commune (Le Thuy), specializes in purchasing and supplying snakehead fish products to the market and providing fish fry and feed for local people. The cooperative currently has a total capital of over 10 billion VND; the average total revenue reaches 22 billion VND/year. The cooperative creates regular jobs for 20 workers with an average income of 9 million VND/person/month and about 30-40 seasonal workers.
“Local units need to further strengthen support activities, encourage cooperatives to apply science and technology in production, apply digital transformation, enhance processing, promote linkages with local raw material areas, create motivation to help cooperatives develop sustainably, contributing to accelerating the progress of building new rural areas”, added Chairwoman of the Provincial Cooperative Union Dinh Thi Quynh Hoa. |
Director of the Cooperative Tran Kim Phi said that in addition to creating jobs and increasing income for people, every year, the Cooperative actively contributes to support the construction of new rural areas and contributes to the charity fund mobilized by the locality. In addition, the Cooperative also voluntarily donates some garden land and farm land to build inter-commune new rural roads through the farm, self-funds the construction of 700m long roads with an amount of 70 million VND; supports the locality with 250 million VND to help households restore production after the historic flood in 2020...
The role of cooperatives in building new rural areas has been affirmed, but in reality, the development path of cooperatives in the province is still facing many difficulties and obstacles. Most cooperatives have small production scale, lack of linkage, weak competitiveness, the level of cooperative management staff does not meet the requirements; cooperatives still face many difficulties in accessing preferential loans from credit institutions; policies to support cooperative development have not been effectively implemented...
