Promoting the core role in economic development

Comrade Nguyen Van Thuong, Member of the Executive Committee of Duyen Hai Town, Chairman of the Town Farmers' Association, said: In the past term, with the role, functions and tasks of the Association, the Association has actively responded to the policy of agricultural restructuring, creating conditions for farmers to implement the "4-house" linkage; most of the production and aquaculture areas have been mechanized, initially forming industrialization, rural agriculture, concentrated production of high-tech commodities...

Thanks to that, during the term, in the field of aquaculture, farmers annually maintain an area of about 4,314 hectares of black tiger shrimp farming, 1,010 hectares of white-leg shrimp, 3,542 hectares of sea crab, 68 hectares of giant freshwater prawn... The town currently has 03 cooperatives, 01 cooperative group of clam farming in Hiep Thanh and Truong Long Hoa; 39 households raising mussels, 78 households raising oysters, an area of over 100 hectares in Con Vuot, Long Toan River, Ba Dong. In particular, with the strength of color production, farmers plant about 2,500 hectares of color every year; in terms of livestock, it has developed strongly, with a total herd of about 231,905 animals, including 51 houses raising swiftlets.

Comrade Nguyen Van Thuong added that, in parallel with economic development, the work of building and consolidating the Association's organization has also received attention: the town has over 90% of its members participating in professional associations; the Association has established 04 professional branches, up to now, the town has 275 professional associations, 4,413 members, 04 professional branches with 96 members. During the term, the Association has admitted 670 members, reaching 103.07% of the Resolution, up to now the town has 5,901 members, reaching 99.25% of agricultural households; over 95% of cadres and farmer members have studied the Party's directives and resolutions; policies and laws of the State and the Association at higher levels.

Along with the task of economic development, the Association also actively responds to the movement of farmers competing in production and good business, uniting to help each other get rich and sustainably reduce poverty...

During the term, the Association launched 1,199 meetings, with 28,736 households participating. Thereby, 18,945 households registered, reaching 110% of the target, of which 167 households were at the central level, 721 households at the provincial level, 2,052 households at the town level, and 16,005 households at the grassroots level; 10,248 households were considered and recognized as good farmers and businessmen at all levels. Of which, 28 households were at the central level, 456 households at the provincial level, 1,439 households at the town level, and 8,415 households at the grassroots level; the number of households meeting the standards at all levels increased from 05 - 07%/year, the average income of good farmers and businessmen increased from 371 million VND to 472 million VND/year. Thereby, the town built 21 economic models with high economic efficiency: super-intensive shrimp farming, free-range chicken farming; growing vegetables in greenhouses (Long Huu commune); growing melons and Thai apples in greenhouses (Truong Long Hoa commune, Hiep Thanh); growing asparagus (Hiep Thanh commune); growing water-saving chili peppers, growing peanuts at the foot of dry-season rice fields... (Long Huu commune), raising cows and goats for breeding (Long Toan commune, Hiep Thanh, Ward 1); raising eels (Hiep Thanh commune)...

Implementing Plan No. 84-KH/HND, dated February 23, 2021 "on the Farmers' Association participating in collective economic development, establishing cooperatives in agriculture and rural areas of Duyen Hai town, period 2020 - 2025", during the term, the Association coordinated to establish 05 new agricultural and fishery cooperatives, with charter capital of 2.1 billion VND, 114 members. Up to now, the town has 08 cooperatives, 263 members; newly established 26 cooperative groups, with 286 members, reaching 100% of the target; up to now, there are 78 cooperative groups, with 985 members. Since then, during the term, farmers in the town have converted from mixed crop land and ineffective rice land to growing vegetables, fruit trees, grass, and aquaculture on more than 17 hectares.

The Town Farmers' Association focuses on economic development, associated with the implementation of the National Target Program on New Rural Development, civilized urban areas and environmental protection. The Association determines its role in New Rural Development, every year, over 98% of its members and farmers participate in movements. In particular, it identifies 05/19 criteria that the Association participates in, and at the same time directs the Association's grassroots units to develop plans and consolidate 05 "Joining hands to build new rural areas" Clubs in communes, with 64 members; 02 "Joining hands to build civilized urban wards" Clubs; organizes the registration of 07 "Farmers participating in protecting the rural environment" models, with 164 members.

From practical movements, the Central Committee of the Vietnam Farmers' Union awarded certificates of merit to 01 collective, 01 individual; 05 Commemorative medals "For the Vietnamese Farmer Class"; The Provincial People's Committee awarded certificates of merit to 03 collectives, 06 individuals; The Provincial Farmers' Union awarded certificates of merit to 11 collectives, 14 individuals; The Town People's Committee awarded 85 certificates of merit to collectives and individuals; The Town Farmers' Union awarded 126 certificates of merit to collectives and individuals. The organization summed up the movement of Farmers competing in production and good business (2017 - 2021) and the Town People's Committee awarded certificates of merit to 05 collectives and 25 outstanding individuals in the movement.

With the achieved results, the 2nd Congress of the Farmers' Association of Duyen Hai town, term 2023 - 2028 will continue to promote the spirit of "Innovation - Creativity - Integration - Development", the Associations at all levels of the town will strongly innovate their methods of operation. Effectively promote the role of the peasant class as the main subject in agricultural development, new rural construction, and civilized urban areas. At the same time, consolidate and build a strong Association organization to meet the requirements of tasks in the new situation; build the peasant class to truly be the core force, leading the cause of industrialization - modernization of agriculture, rural areas and new rural construction.
