
The Strategy aims to develop a high-quality, rationally structured Vietnamese intellectual workforce that will serve as the main driving force for the rapid development of modern productive forces, leading digital transformation, innovation, and international integration. It will be a key driver for Vietnam to achieve its goal of becoming a developing country with modern industry and upper-middle income by 2030; and a developed country with high income by 2045, while also contributing to addressing global and regional challenges.
The goal by 2030 is to develop the intellectual workforce in both quantity and quality, focusing on highly qualified intellectuals in key and crucial fields, ensuring a balance across sectors and fields, paying attention to remote, disadvantaged, and particularly difficult areas, while closely linking it with the implementation of the goals, tasks, and solutions of the 10-year socio -economic development strategy 2021-2030 and the development strategies of various sectors, fields, and localities. Regarding the target for intellectual workforce development, by 2030, the full-time human resources for scientific research, technological development, and innovation will reach 12 people per 10,000 inhabitants, becoming a particularly important productive force. The proportion of people studying basic sciences, engineering, and technology will reach at least 35%, including at least 6,000 doctoral students and 20,000 students in talent programs. Increase the proportion of the intellectual workforce in high-tech and strategic industries to 25%. Ensure that at least 40% of women and members of minority groups participate in work, research, teaching, and leadership positions in the fields of science, technology, and innovation. In addition, the Decision assigns specific tasks to ministries, sectors, localities, and relevant agencies to implement the Strategy.
