Continuing the 31st Session program, on the afternoon of March 18, answering questions from National Assembly deputies, Minister of Foreign Affairs Bui Thanh Son affirmed that maintaining and developing traditional cultural values ​​of the nation and the Vietnamese language is one of the focuses of cultural diplomacy and work related to overseas Vietnamese.

Developing traditional cultural values ​​in the Vietnamese community abroad

At the question and answer session, delegate Ta Dinh Thi ( Hanoi ) said that the Government assigned the Ministry of Foreign Affairs to take the lead in developing the Cultural Diplomacy Strategy until 2030, in which the important task is to focus on disseminating Vietnamese culture; teaching Vietnamese to foreigners in Vietnam and Vietnamese people abroad; building a number of Vietnamese cultural centers abroad...

Delegate Ta Dinh Thi requested that the Minister of Foreign Affairs clarify the results of implementing this task, clearly state the difficulties and solutions in the near future.

Responding to questions from delegates, Minister Bui Thanh Son affirmed: "Maintaining and developing traditional cultural values ​​of the nation and the Vietnamese language is one of the focuses of cultural diplomacy and work related to Vietnamese people abroad."

In recent times, the Ministry of Foreign Affairs has actively developed projects and strategies and concretized them through work plans of the Department of Cultural Diplomacy and UNESCO, the State Committee for Overseas Vietnamese, such as coordinating with localities abroad to organize events such as Vietnam Day, film weeks, and Vietnamese cuisine to promote Vietnamese tourism; organizing Vietnamese cultural and culinary events through associations and delegations of overseas Vietnamese; coordinating the establishment of research centers on Vietnam and Vietnamese culture at universities and research institutes in the host country; bringing Vietnamese books and cultural products to universities and research facilities. Vietnamese representative agencies abroad all have corners displaying cultural products at their headquarters, especially places that welcome foreign guests.

Most recently, during his official visit to Australia, Prime Minister Pham Minh Chinh visited the University of Melbourne - which has a research and policy consulting program on Vietnam.

During his official visit to Australia, Prime Minister Pham Minh Chinh visited the Australia-Vietnam Policy Institute at RMIT University (Melbourne, Victoria).

"These events greatly inspire the Vietnamese community abroad in terms of pride and national self-esteem. These are the ways we will honor Vietnamese culture and the Vietnamese people," the Minister emphasized.

Along with that, the Party and State also pay great attention to teaching and learning Vietnamese for generations of Vietnamese people abroad, and have issued many policies and measures to implement it. The Ministry of Foreign Affairs is closely coordinating with the Ministry of Education and Training and universities to support associations and groups of Vietnamese people abroad to build schools and classes to teach Vietnamese. "Only with Vietnamese can we maintain and promote Vietnamese culture," Minister Bui Thanh Son stated.

The Head of the Foreign Affairs Department also informed that he had developed a Vietnamese language curriculum specifically for overseas Vietnamese and provided teaching materials for Vietnamese language teaching facilities abroad.

According to statistics, there are currently about 200 facilities teaching Vietnamese to overseas Vietnamese, concentrated in countries with large overseas Vietnamese populations such as Cambodia, Laos, Thailand, France, Germany, Russia, Czech Republic, Canada, the United States, etc.

The Ministry of Foreign Affairs has provided more than 70,000 Vietnamese textbooks, Vietnamese teaching books and many accompanying Vietnamese cultural products to support Vietnamese associations, delegations and Vietnamese language teaching facilities abroad; built 2 standard bookcases to serve the Vietnamese community in Hungary and Fukukowa (Japan)...

Since 2013, the Ministry of Foreign Affairs has coordinated with the Ministry of Education and Training to organize 9 training courses for Vietnamese teachers abroad.

In the coming time, the Ministry of Foreign Affairs will continue to coordinate with overseas Vietnamese associations and groups to regularly promote and raise awareness of Vietnamese language teaching, and mobilize foreign governments to support overseas Vietnamese Vietnamese language teaching facilities; introduce Vietnamese into the local education system in a form appropriate to the grade level; support the construction of facilities, textbooks, and documents, especially in areas with a large Vietnamese population; and have an effective coordination mechanism with the Ministry of Education and Training in organizing and implementing projects related to Vietnamese language teaching abroad.

Also interested in the work of overseas Vietnamese, delegate Nguyen Thi Ngoc Xuan (Binh Duong) suggested that Minister Bui Thanh Son provide a breakthrough solution to strengthen the connection of global knowledge networks of Vietnamese people in each essential field and a worthy treatment regime for Vietnamese intellectuals who have made practical contributions to the Fatherland.

Regarding overseas Vietnamese experts and intellectuals, Minister Bui Thanh Son shared that this is a large team, making great contributions to socio-economic development.

The Ministry of Foreign Affairs has worked with local ministries and sectors to find solutions to organize a network of overseas Vietnamese intellectuals, mobilize the establishment of scientific and technological intellectual associations, and connect the intellectual community through forums so that this community can contribute knowledge and resources to the country's development process.

Citizen protection work is carried out promptly.

Avoid the "easy work, high salary" trap

Responding to the question of delegate Pham Van Hoa (Dong Thap) about citizen protection, Foreign Minister Bui Thanh Son said that since COVID-19, exchanges between Vietnam and the world have been strongly implemented. In 2022, about 3.8 million Vietnamese citizens went abroad and this number increased to more than 10 million people in 2023. The number of Vietnamese students and workers returning to other countries has increased rapidly.

In that context, a number of law violations have occurred in other countries, affecting our country's cooperation with partners. Recently, the Prime Minister has directed relevant ministries and branches to develop a process and regulations on training our labor force to work abroad, ensuring compliance with internal rules and regulations; at the same time, contributing to the socio-economic development of the host country as well as the relationship between the two countries.

Notably, according to Minister Bui Thanh Son, the number of Vietnamese students studying abroad is very large. Many students want to return home to contribute to the country, but many are hesitant because the host country has many conditions for them to stay, work and contribute.

Taking note of the opinions of overseas Vietnamese during meetings when visiting other countries, senior leaders of Vietnam believe that international students can promote their role in work in the host country, which is also contributing to cultivating practical knowledge, contributing to the socio-economic development of the host country, and more importantly, serving as a bridge of friendship between the two countries.

To effectively carry out citizen protection work and minimize the situation of Vietnamese citizens, especially young people in remote areas, being tricked into going abroad to work or forced into labor, delegate Nguyen Tam Hung (Ba Ria-Vung Tau) asked Minister Bui Thanh Son to provide solutions to overcome this problem in the coming time.

Minister Bui Thanh Son said that recently, many young people have gone abroad under the enticement of different groups, mainly with the recruitment trick of "easy work, high salary," but in reality they are participating in illegal activities abroad.

The Ministry of Foreign Affairs has coordinated with domestic and foreign agencies to organize safe repatriation when illegal immigrant groups are discovered; at the same time, it has coordinated with partners to prevent illegal immigration; provided information, disseminated information, and propagated information to localities to manage children, especially propagandized information so that people clearly understand that "easy jobs with high salaries" do not exist, only doing illegal things.

Timely protection of illegal immigration cases

At the question and answer session, delegate La Thanh Tan (Hai Phong) asked the Minister to inform about the measures the Ministry of Foreign Affairs has implemented to protect and ensure the safety of Vietnamese citizens in areas where conflicts have occurred in the past; the difficulties, obstacles and solutions to overcome them in the coming time. Regarding measures to ensure security and safety for Vietnamese citizens in areas where conflicts have occurred, Minister Bui Thanh Son said that in the past, conflicts have occurred in many places around the world, unforeseen and difficult to predict.

As in the case of the Gaza Strip, when the conflict broke out in Israel, there were about 700 Vietnamese citizens. The Ministry of Foreign Affairs immediately evacuated these people to a safe location. Two years ago, when the Russia-Ukraine conflict broke out, there were about 7,000 Vietnamese people in Ukraine.

All were safely evacuated, of which nearly 2,000 returned home; the rest were taken to neighboring countries. "The work of protecting citizens was carried out very promptly," the Foreign Minister affirmed.

In the coming time, the Ministry of Foreign Affairs will focus on forecasting the situation, predicting places where conflicts may occur, between countries or within a country; continue to warn and inform localities about the situation of luring people to go abroad to do "easy work with high salaries"; coordinate with partners to promptly rescue and protect illegal immigration cases.

Regarding the question of delegate Trang A Duong (Ha Giang) regarding the mechanism for protecting citizens who are migrant workers between Vietnam and the host country, the Minister said that the Ministry of Foreign Affairs has closely coordinated with the Ministry of Labor, War Invalids and Social Affairs in sending Vietnamese workers to work abroad, especially promoting the role of representative agencies and coordinating with labor management boards in this work.

For countries without Vietnamese representative agencies, the Ministry of Foreign Affairs has requested honorary consulates to closely coordinate with labor management boards, promoting the role of concurrent ambassadors, especially in areas where workers are sent for the first time.

"The Ministry of Foreign Affairs and the Ministry of Labor, War Invalids and Social Affairs will continue to have very specific measures from training, recruitment, and sending people abroad to ensure requirements and compliance with the laws of both sides," Minister Bui Thanh Son emphasized./.
