Developing industrial park infrastructure near deep-water seaports in Hai Phong: 'Launch pad' for logistics industry

Success of industrial parks near seaports

In Vietnam , the Government has a vision that purely marine economic sectors will contribute about 10% of the country's GDP and the economy of 28 coastal provinces and cities is estimated to reach 65-70% of the country's GDP by 2030. To realize this goal, the Government has established 19 coastal economic zones, of which 18 are in operation. These economic zones have attracted 553 foreign projects with a total registered investment capital of 54.36 billion USD; 1,604 domestic projects with a total registered capital of 1.37 quadrillion VND.

This development focus has made coastal economic zones flourish in recent times. For example, Dinh Vu - Hai Phong Economic Zone has attracted nearly 11 billion USD, accounting for 2/3 of the total FDI investment in Hai Phong with famous investors such as LG, Pegatron, Bridgestone, Nipro Pharma, SKC, Kyocera, Fuji Xerox, Regina Miracle, Flat, USI... This economic zone contributes to the restructuring of the industry, promoting industrialization and modernization, bringing Hai Phong and Vietnam deeper into the global value chain.

Dinh Vu - Cat Hai Economic Zone is considered the most successful coastal economic zone in Vietnam today.

Industrial parks built next to seaports, located in coastal economic zones, have become an inevitable trend due to taking advantage of the existing potential of Vietnam's long coastline, helping to transport large quantities of goods over long distances at low costs; becoming a fertile land for domestic and foreign investors. This is also considered a growth launch pad for the port and logistics services industry.

According to the plan, Hai Phong's logistics network will reach about 1,700 - 2,000 hectares by 2030 and about 2,200 - 2,500 hectares by 2040, including international and regional logistics centers in the Dinh Vu - Cat Hai area; city-level logistics centers, specialized logistics centers, and supporting logistics centers associated with major trading hubs.

In fact, logistics is gradually playing an important role in promoting the socio-economic development of Hai Phong. According to the People's Committee of Hai Phong City, the growth rate of logistics services in the area is about 20 - 23%/year; the contribution to the city's GRDP is from 13 - 15%. Thus, the average annual growth of logistics services is twice as high as the GRDP growth.

Currently, Lach Huyen International Gateway Port is the largest deep-water seaport in Northern Vietnam, capable of receiving ships with a capacity of up to 14,000 TEUs. In addition, Lach Huyen Port is classified as a special investment priority by the Prime Minister.

The Lach Huyen container port area is currently being exploited and investing in the construction of 8 berths, of which berths No. 1 and No. 2 have been exploited since 2018 with a total length of 750 m and a throughput capacity of about 1.5 million TEUs/year; berths No. 3 and No. 4 (expected to be exploited in February 2025) and No. 5 and No. 6 (expected to be put into operation in June 2025) are under construction with a total length of 1,650 m and a throughput capacity of about 3 million TEUs/year; construction procedures are being implemented for berths No. 7 and No. 8 with a total length of 900 m and a throughput capacity of about 1.5 million TEUs/year.

Thus, by 2027, Lach Huyen Container Port Area will have 8 berths (from berth 1-8) with a total length of 3,300 m and a container throughput capacity of 6 million TEUs invested and put into operation according to the approved planning roadmap, ensuring the capacity to meet the current and future cargo throughput needs in the area.

According to Tan Cang Hai Phong International Container Terminal Company Limited (TC-HICT), Lach Huyen port is receiving 15 regular service routes per week, including 7 trans-Pacific service routes directly to the US, 3 Indian service routes and other intra-Asia service routes.

Thanks to that, Lach Huyen port has become a very convenient transit point for goods traded between Northern Vietnam and countries around the world, especially the main import and export markets of America, Europe and Asia.

A fertile land for investors

Currently, Lach Huyen deep-water port plays a role in promoting industrial production development in the region thanks to its direct connection to key industrial zones. DEEP C Hai Phong III Industrial Park, invested by DEEP C Industrial Park Complex, is located adjacent to this international port system and is of particular interest to investors. Not only because of the fast and convenient transportation of goods in and out of the factory, easy access to the Vinfast automobile manufacturing complex and other resources, but also because the planning factor of the Industrial Park allows the construction of a seaport exclusively for manufacturing enterprises in the Industrial Park.

Mr. Bruno Jaspaert, General Director of DEEP C Industrial Park Complex, said that thanks to this advantage, DEEP C Hai Phong III Industrial Park is suitable for projects to produce super-sized and super-heavy equipment such as wind turbines, in addition to logistics projects, logistics services, dry ports, and auto parts production...

It is known that DEEP C Hai Phong III Industrial Park has a total area of 520 hectares, of which 350 hectares is general industrial land and 19 hectares is reserved for port infrastructure development.

Mr. Le Trung Kien, Head of Hai Phong Economic Zone Management Board, said that the development of DEEP C Hai Phong III Industrial Park and the Lach Huyen deep-water port system contributes to the completion of technical infrastructure, maximizing the value of Lach Huyen port in promoting industrial and logistics development in Hai Phong. With careful preparation in all aspects, investors will certainly take full advantage of the advantages of industrial parks near seaports for development.
