Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health (Resolution No. 72), with its core strategies, is expected to further consolidate the role of grassroots healthcare, reduce the burden on higher-level facilities, and improve the quality of healthcare for the people.
Investing in primary healthcare - an inevitable direction.
During the Covid-19 pandemic, the primary healthcare system affirmed its role as the closest, most understanding, and fastest-reaching healthcare provider to the people. However, Resolution No. 72 frankly pointed out that the human resources of the primary healthcare system currently do not meet the requirements in terms of both quantity and quality. Therefore, it has not built trust among the people, leading to a situation where people seek medical treatment at higher-level facilities, causing overload for those facilities.
With the goal of strengthening the primary healthcare system, after the Covid-19 pandemic was brought under control, Dong Nai province has paid special attention to this level. The organizational restructuring has been carried out consistently and synchronously, aiming for a streamlined, effective, and efficient operation to maximize the strengths of the primary healthcare system.
According to Dr. Do Thi Nguyen, a specialist in internal medicine and a member of the Provincial Party Committee and Director of the Dong Nai Department of Health: During the 2021-2025 period, the province has invested in the construction of 30 new health stations and the renovation and upgrading of 43 existing health stations, including the provision of accompanying medical equipment. Currently, 55 health stations are undergoing new construction projects and 28 are undergoing renovation and upgrading. To enhance the professional capacity of the primary healthcare workforce, the health sector implements a two-way rotation system between regional health centers and commune health stations for doctors and nurses. Preventive health care, including expanded immunization programs, disease prevention and control, and health education and communication, has been strengthened, contributing to a reduction in the incidence of infectious diseases.
According to Dr. Duong Minh Tan, Director of the Long Thanh Regional Health Center, thanks to the attention of leaders at all levels, the Tam An health station will be newly constructed in 2025; the Binh Son health station is expected to be completed by the end of this year. In addition, 7 other stations and sub-stations are being upgraded and repaired. Regarding personnel, all 13 main stations and sub-stations under the Long Thanh Regional Health Center currently have doctors working there. The Phuoc Thai commune health station has the most doctors with 6 (including 4 general practitioners and 2 traditional medicine doctors).
"To further improve the quality of medical examination and treatment for people at the grassroots level, we propose that leaders at all levels soon invest in and build new health stations in Long Duc and Long Thanh communes. Along with that, we suggest the provision of accompanying machinery and equipment," Dr. Tan suggested.
Making breakthroughs in primary healthcare.
Speaking at recent working sessions related to the health sector, Comrade Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the People's Committee of Dong Nai province, stated: The health sector is of particular concern to the provincial leadership. The Provincial Party Committee and the Provincial People's Committee are focusing on directing the Department of Health to effectively advise on and implement tasks and solutions to improve the quality of health services, meeting the increasingly high demands of the people and the development of the locality.
One of the major priorities is implementing Resolution 72 of the Politburo, which emphasizes attracting, training, and developing high-quality human resources for the healthcare sector. The Provincial People's Committee will submit specialized resolutions to the Provincial People's Council to create mechanisms and policies to attract doctors, experts, and healthcare professionals to work in Dong Nai.
In addition, the province aims to strengthen the role of primary healthcare, building a network for transferring technology from provincial-level hospitals to lower-level units. The goal is to improve the professional capacity of the local healthcare system, ensuring that people in remote areas also have access to quality healthcare services.
Director of the Department of Health, Do Thi Nguyen, shared: The health sector in Dong Nai province has identified key tasks for the coming period as a strong shift in mindset from passively seeking medical examination and treatment to proactively preventing diseases, proactively protecting, caring for, and improving the health of the people comprehensively and continuously throughout their life cycle.
By the end of 2025, Dong Nai province aims to have 77.4% of its health stations and health station points recognized as meeting the National Criteria for Commune Health Stations as per the Ministry of Health's decision; 90.5% of health stations eligible for health insurance examination and treatment; 100% of health stations with doctors; 81.5% of the population managed using electronic health records; and 80% of commune and ward health stations performing at least 80% of the technical service catalog for the commune level.
To achieve this, the health sector will focus on improving the capacity of the preventive and primary healthcare systems. This includes perfecting infrastructure, equipment, medicines, vaccines, and medical supplies to ensure sufficient resources for examination and treatment. It will also focus on developing high-quality human resources, prioritizing specialists and leading experts, and enhancing the professional ethics of healthcare workers.
Furthermore, the health sector will accelerate digital transformation, apply digital technologies, expand telemedicine, develop the family doctor model, and build an electronic health database for the entire population. It will strengthen population management and comprehensive healthcare, from mothers and children to the elderly, ensuring that every citizen receives annual health check-ups. It will also ensure universal health insurance coverage, creating fairness and sustainability in access to healthcare services.
