Developing a modern, smart primary health care system

Dong Nai province currently has a fairly comprehensive health care network from the province to the grassroots, including remote areas and ethnic minority areas.

Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health (Resolution No. 72) with core strategies is expected to continue to strengthen the role of grassroots health care (YTCS), reduce the burden on upper levels, and improve the quality of people's health care.

Investing in primary health care - an inevitable direction

During the Covid-19 pandemic, the grassroots health system has affirmed its role as being closest to the people, understanding the people the most, and reaching the people the fastest. However, Resolution No. 72 has frankly pointed out that the current human resources of the grassroots health system have not met the requirements in terms of both quantity and quality. Therefore, it has not created trust among the people, leading to the situation of people seeking medical examination and treatment beyond the level of the upper level, causing overload for the upper level.

With the goal of firmly consolidating the health care system, after the Covid-19 pandemic was controlled, Dong Nai province paid special attention to the health care system. The work of reorganizing the apparatus was carried out consistently and synchronously in the direction of streamlining, effective and efficient operations to promote the strengths of the health care system.

Specialist II Doctor Do Thi Nguyen, Provincial Party Committee member, Director of Dong Nai Department of Health said: In the period of 2021-2025, the whole province has 30 newly invested medical stations and 43 medical stations have been repaired and upgraded, including investment in accompanying medical equipment packages. Currently, there are 55 medical stations implementing new construction projects and 28 medical stations are being renovated and upgraded. To improve the professional capacity of the grassroots medical staff, the health sector implements a two-way rotation regime between the regional medical center and the commune health station for doctors and nurses. Preventive medical work, including: expanded immunization programs, disease prevention, health education and communication, has been strengthened, contributing to reducing the incidence of infectious diseases.

Specialist Doctor II Duong Minh Tan, Director of Long Thanh Regional Medical Center, said: With the attention of leaders at all levels, in 2025, Tam An medical station completed the construction; Binh Son medical station is expected to be completed by the end of this year. In addition, 7 other stations and stations are being upgraded and repaired. In terms of human resources, currently all 13 main stations and stations under Long Thanh Regional Medical Center have doctors working. Of which, Phuoc Thai Commune Medical Station has the most doctors with 6 doctors (including 4 general practitioners, 2 traditional medicine doctors).

“To further improve the quality of medical examination and treatment for people at the grassroots level, we recommend that leaders at all levels soon invest in and build new Long Duc health stations and Long Thanh commune health stations. Along with that is a system of machinery and equipment,” Dr. Tan recommended.

Creating breakthroughs in primary health care

Speaking at recent working sessions related to the health sector, comrade Le Truong Son, member of the Provincial Party Standing Committee, Vice Chairman of the Dong Nai Provincial People's Committee, said: The health sector has received special attention from the provincial leaders. The Provincial Party Committee and the Provincial People's Committee are focusing on directing the Department of Health to advise on the effective implementation of tasks and solutions to improve the quality of health services, meeting the increasing demands of the people and the development of the locality.

One of the major orientations is to implement Resolution 72 of the Politburo. It emphasizes attracting, training and developing high-quality human resources for the health sector. The Provincial People's Committee will submit to the Provincial People's Council specialized resolutions to create policies and mechanisms to attract doctors, experts and health workers to work in Dong Nai.

Along with that, the province aims to strengthen the role of YTCS, build a network of technology transfer from provincial hospitals to lower-level units. The goal is to improve the professional capacity of the local health system, ensuring that people in remote and isolated areas also have access to quality health services.

Director of the Department of Health Do Thi Nguyen shared: Dong Nai health sector has identified the key tasks in the coming time as strongly transforming the mindset from passive medical examination and treatment to proactive disease prevention, proactive protection, care, and improvement of people's health comprehensively and continuously throughout the life cycle.

Dong Nai province sets a target that by the end of 2025, 77.4% of health stations and health station points in the whole province will be recognized as meeting the national criteria for commune health according to the decision of the Ministry of Health; 90.5% of health stations will be eligible for health insurance examination and treatment; 100% of health stations will have doctors working; 81.5% of the population will be managed by electronic health records; 80% of commune and ward health stations will be able to perform at least 80% of the list of technical services at the commune level.

To do this, the health sector will focus on improving the capacity of the preventive health system and grassroots health care. Complete facilities, equipment, drugs, vaccines, and medical supplies to ensure adequate medical examination and treatment needs. Develop high-quality human resources, focusing on specialized doctors and leading experts, and improve professional ethics for medical staff.

In addition, the health sector will promote digital transformation, apply digital technology, expand remote medical examination and treatment, develop the Family Doctor model, and build an electronic health database for the entire population. Strengthen population work and comprehensive health care, from mothers, children to the elderly, ensuring that every person receives annual health check-ups. Ensure universal health insurance coverage, creating fairness and sustainability in access to health services.
