Developing digital economy and digital society creates breakthroughs to change national rankings

To catch up with the Fourth Industrial Revolution, characterized by the strong development of digital technology in the current context, is an opportunity that Vietnam needs to quickly grasp and take strong action to develop the digital economy and digital society, develop new business sectors, open new markets and create more new job needs, thereby breaking through to change the national ranking.

The task of developing the digital economy and digital society is given high priority in the national development strategies for infrastructure, human resources, people, and businesses, which play an important role in the development of the digital economy and digital society. Digital technology and digital data naturally permeate all aspects of business production and people's lives.

Regarding the national strategy for developing the digital economy and digital society, the Government has proposed effective solutions to create breakthroughs, including consolidating and effectively organizing the activities of the Steering Committee for Digital Transformation of ministries, provinces and centrally run cities, with the head as the Head of the Committee, and the standing agency being the specialized unit for information technology and digital transformation for ministries and central agencies.

Organize community digital technology teams in each block, village, and hamlet with team members who are part-time officials and active, enthusiastic on-site members who are trained in digital skills to disseminate instructions and assist people in using digital technology and digital platforms "Make in Vietnam", forming a nationwide technology deployment network. Review, amend, and supplement the functions and tasks of the Ministry of Information and Communications and ministries, branches, and localities in accordance with the management content, promote digital transformation, digital government, digital economy, and digital society in Vietnam, ensuring synchronization, consistency, and efficiency, promoting the role of parties in developing the digital economy and digital society.

Organize and assign units to be the focal points, responsible for implementing and coordinating with the Ministry of Information and Communications in implementing the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030. Proactively and actively participate in international organizations and initiatives on digital economy and digital society, build new legal frameworks, standards, and international principles on digital technology in accordance with the goals and interests of Vietnam, be a responsible member in handling and solving issues and challenges related to digital connectivity, harmonizing standards, promoting digital trade, enhancing digital capacity and narrowing the digital gap, encouraging business activities in the digital environment and protecting consumers.

Seriously and effectively implement international commitments, including those related to the digital economy, digital trade, and especially in building the ASEAN Economic Community (AEC) and free trade agreements (FTAs) of which Vietnam is a member (ASEAN + 1, FTAs, RCEP, CPTPP, EVFTA). Promote research, development, and application of new digital technologies such as artificial intelligence, digital copy technology, blockchain, virtual reality/augmented reality, big data, combined with open technologies and open source codes to develop national digital platforms and industry digital platforms to serve the development of the digital economy and digital society.

Develop and implement research programs and apply new digital technologies to create digital platforms, products and services with Vietnamese characteristics, create competitive advantages, promote the development of the digital economy and digital society. Organize searches and have attractive policies to recruit leading experts in new digital technologies, core technologies, and digital platforms at home and abroad to Vietnam for research, development, and business investment. Strongly promote creative startups in the digital economy, especially the digital platform economy and online business nationwide.

Building research and development zones, testing, incubating, supporting startups to develop the digital economy: supporting testing of new business models, incubation, and startups in the digital economy; forming digital transformation promotion centers in industrial parks and export processing zones; piloting the application of specialized technology business models participating in providing professional services in the fields of medicine, health care, education and training; surveying and cataloging businesses with new industry models based on the application and development of digital technology to remove obstacles and support development.

Invest in research, development and transfer of new business models, model models of digital transformation, digital economy; build typical digital transformation enterprises, model models, apply digital transformation models suitable to the characteristics of each industry, field, and locality; promote leading enterprises, core enterprises to invest in research, develop specialized digital platforms, support transfer to partners for joint application, connection, sharing, leading digital transformation of supply chains, bringing industry chains to new heights; multi-industry coordination between leading enterprises, platform enterprises, financial technology enterprises to establish digital transformation platforms, create new ecosystems.

Organize domestic and international forums, conferences, seminars, events and exhibitions on the development of Vietnam's digital economy and digital society and the results of implementing the contents of the Strategy; integrate content on digital economy and digital society into events and exhibitions on socio-economic development, introducing the country, people, culture and tourism of Vietnam domestically and abroad.

Promote the establishment of a portal for Vietnam's digital economy and digital society to provide information on the implementation of the National Strategy for the Development of the Digital Economy and Digital Society, which is a place to post policies, guidelines, relevant information and progress in the implementation of the Strategy, and a place to integrate data on the development of Vietnam's digital economy and digital society. Build a database of information on the development of the national digital economy and digital society, with information and data collected from many different sources, classified by topic and category, serving the purpose of storing, retrieving and updating information, allowing users to search and share information. Build a forum connecting experts, scientists with individuals and organizations to combine the power of knowledge to promote the development of the digital economy and digital society./.
