Approval of Data Strategy at National Data Center

Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 1751/QD-TTg dated August 18, 2025 of the Prime Minister approving the Data Strategy at the national data center.

Building and developing a national database, coordinating, analyzing, developing, exploiting innovation, and international cooperation on data, serving the development of digital government, digital economy , and digital society.

The overall objective of the Strategy is to build, form and develop a National Comprehensive Database, coordinate, analyze, develop and exploit innovation, international cooperation on data to serve the development of digital government , digital economy, digital society; form reliable, stable, safe and secure data systems of the State and enterprises; create many new values, new products and services and new driving forces for socio-economic development.

100% of national databases and specialized databases are connected, integrated, and shared synchronously.

By 2030, the goal is that 100% of national databases and specialized databases will be connected, integrated, and shared synchronously with the National General Database according to regulations to ensure comprehensive synthesis of information and data from national and specialized databases; interconnecting data with specialized databases and information systems at home and abroad.

100% of data related to Vietnamese citizens and foreigners living and working in Vietnam is synchronized to the National General Database.

Add services and convenient applications for people

At the same time, develop additional shared services and applications for ministries, departments, branches and localities; add convenient services and applications for people and businesses based on the maturity level of data; connect, exchange and share information and data with organizations and businesses of countries around the world according to demand.

Strive for at least 90% of administrative procedures of ministries, branches and localities to be provided online; when performing administrative procedures, people and businesses do not have to re-provide information, papers and documents that have been accepted when successfully performing previous administrative procedures.

100% of online public services are deployed centrally on the National Public Service Portal

Ensure that 100% of national online public services are deployed centrally on the National Public Service Portal at the National Data Center to become a single "one-stop shop".

100% of people and businesses using online public services and 90% of people and businesses participating in the e-Government system are electronically authenticated and unified across all systems of government levels from central to local.

By the end of 2025, complete the construction of National Data Center No. 01

To achieve the above goals, the Strategy sets out key tasks and solutions to be implemented by the end of 2025, including: Building and perfecting the legal basis and completing the construction of National Data Center No. 01 and core technology systems and platforms, building a national data transmission infrastructure project connecting inter-regions, serving data security, developing digital government, digital economy and digital society in Vietnam; ensuring the ability to store large data, integrate and connect with national and specialized databases to serve the direction and operation of authorities at all levels, handle administrative procedures and provide online public services, and develop the economy and society.

At the same time, form a national comprehensive database from: shared data warehouse, specialized data warehouse, general data warehouse, shared catalog data warehouse, open data warehouse and related data warehouses.

Planning for storage, detailed design of organization, storage, integration, data management and information security policies suitable for the subjects, access methods, and exploitation rights for each type of data.

The National Data Center connects, shares, and coordinates data between national databases and specialized databases, ensuring the principles of "correctness - sufficiency - cleanliness - liveness - unity - shared use" to serve the settlement of administrative procedures and provide online public services, develop digital government, digital economy, and digital society in accordance with the law.

Deploying systems to serve specialized data management and exploitation for ministries, branches, and localities and providing utility systems for people and businesses at the national data center; building and deploying the National Data Portal; deploying the Data Floor; systems to serve data confirmation and authentication; data products and services based on the application of science, technology, innovation and national digital transformation, gradually creating a transparent data market to serve people and businesses...

Forming concentrated digital technology zones linked to national data centers

By the end of 2030, complete and put into operation National Data Center No. 02 (with all approved items, capable of storing large data, ensuring security and safety), connecting and integrating with all national databases, specialized databases and information systems, databases of ministries, branches and localities according to regulations.

Complete and put into operation National Data Center No. 03. Other national data centers will be built in different areas from National Data Center No. 01 and 02 to ensure backup in case of natural disasters, catastrophes, and wars.

Forming concentrated digital technology zones associated with national data centers and national data transmission infrastructure projects to ensure data security, serve economic and social development, promote international cooperation, and ensure data security.

Connecting and exchanging data regionally and internationally to serve economic and social development, ensure security, and prevent crime; research and develop strategies to attract funding and aid for the National Data Development Fund...
