As of November 15, 2025, ministries, branches and localities have completed 54/99 assigned tasks, 41 tasks are being implemented, 4 tasks are behind schedule. Up to now, the number of fishing vessels of localities registered and updated on Vnfishbase has reached 100%.
In Quang Ninh, as of November 17, 2025, the province has 4,092 fishing vessels of 6m or more registered and updated 100% on the Vnfishbase system; detected and handled 535 violations, fined over 7.2 billion VND; investigated, verified and handled 60/61 vessels that lost VMS connection; organized and deployed electronic monitoring (eCDT) in the whole province for over 1,274/3,447 fishing vessels arriving and departing via the eCDT system, monitoring 3,344 tons of seafood exploited.
The province has planned 45,000 hectares of water surface for aquaculture development and conversion of fishing to aquaculture. Up to now, 766 ships with about 2,240 workers have been converted from fishing to aquaculture and other occupations; 100% of individuals with aquaculture needs have been assigned sea rights, with priority given to individuals converting from fishing to aquaculture. At the same time, the public investment program for the period 2026-2030 has included 3 fishing port investment projects in the area in Ha Tu ward, Duong Hoa commune, Van Don special zone; and 2 fishing control ships and boats have been purchased.
In the coming time, Quang Ninh province will continue to carry out a comprehensive sweep to handle cases of expired registration and cases of VMS disconnection for more than 6 hours (if any); review, arrange, and restructure the fishing fleet in the direction of quickly reducing the fishing fleet to marine aquaculture and tourism services; step up propaganda and dissemination of fisheries laws, instructions from the Central and the province on combating IUU fishing; drastically implement management solutions, grasp the area, promptly detect early and remotely, resolutely overcome and handle fishing vessels that violate or are at risk of violating IUU fishing. Along with that, direct functional units to review and complete administrative sanction records according to their authority for violations that have sufficient grounds and records; strengthen registration of aquaculture vessels and other service vessels according to regulations in Circular No. 05/2025/TT-BNNMT of the Ministry of Agriculture and Environment . The province is determined to effectively implement solutions to prevent and combat IUU fishing to work with the whole country to remove the EC's "Yellow Card" warning, contributing to the sustainable development of the fisheries industry.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha, Head of the National Steering Committee for IUU, requested ministries, branches and localities to strengthen inspection and supervision, resolutely not allow fishing vessels to go to sea, confiscate documents for fishing vessels that do not meet the requirements; continue to promote propaganda, raise awareness for fishermen; tighten fleet management, strictly control at fishing ports; complete records and data according to EC requirements. At the same time, strengthen synchronous and close coordination between forces to completely handle existing problems, aiming to remove the "yellow card" as soon as possible.
