With the province aiming for an economic growth rate of over 14% in 2025, in the final months of the year, all levels, sectors, and units are focusing resources and accelerating the implementation of solutions to achieve the highest possible level of task completion.

In the first 10 months of 2025, Quang Ninh simultaneously had to implement many new tasks and organize many important events. With the decisive leadership of the province, the efforts of various sectors, localities, and the business community, the province's socio -economic development achieved many positive results, with many indicators increasing compared to the same period in 2024. Specifically, the industrial production index (IIP) for the first 10 months increased by 16.17% compared to the same period; the processing and manufacturing industry increased by 34.16%; tourism welcomed 18.43 million visitors, with total tourism revenue for the first 10 months estimated at 48,362 billion VND, an increase of 21% compared to the same period...

To achieve the growth target of over 14% in 2025, in the remaining months of the year, the province will continue to focus on effectively implementing the 2025 work theme of "Breakthrough in economic development, creating momentum for the new term," with a focus on unlocking resources, boosting traditional growth drivers, and promoting new growth drivers; and urgently implementing key projects and tasks identified in the Action Program for implementing the Resolution of the 16th Provincial Party Congress, ensuring clear lead agencies and implementation timelines.

Faced with identified challenges that need to be addressed, contractors are currently taking advantage of favorable weather conditions to expedite project implementation. For example, the first phase of the riverside road project (from the Dam Nha Mac intersection to Provincial Road 338) in Quang Yen ward is focusing on completing land clearance for households and relocating electrical infrastructure to facilitate faster construction progress. For the Provincial Road 279 renovation and upgrade project in Quang Hanh ward, efforts are being accelerated to prepare and approve compensation plans, and to strengthen communication and persuasion efforts with the remaining 40 households to expedite land handover to contractors for simultaneous construction along the entire route. Contractors are increasing equipment and personnel, organizing three shifts and four teams to compensate for previous delays. The investor also installed a surveillance camera system at key construction sites and routes, directly connected to the province's Intelligent Operations Center (IOC). This allows provincial leaders and relevant units to directly monitor, supervise, and promptly address any arising difficulties.

Meanwhile, at the project for the road connecting from Van Don Bridge 3 to the Doan Ket resettlement area (Van Don Special Economic Zone), phase 1 has been completed, with the entire roadbed and the entire 5.54km length opened, thus greatly facilitating the implementation of phase 2...

Along with improving transportation infrastructure, the province is determined to continue promoting agricultural growth in the remaining months of the year to ensure the supply of goods for the 2026 Lunar New Year. The Department of Agriculture and Environment is proactively coordinating with localities to implement Decision No. 3881/QD-UBND (dated October 15, 2025) on supplementing a number of main forestry tree species for production forest planting in the province, including: jackfruit, mango, lychee, longan, pomelo, guava, and custard apple.

The fisheries sector is actively coordinating closely with localities to proactively prevent and control diseases in crops and livestock; strengthening production-consumption linkages for agricultural products, removing difficulties for businesses and cooperatives, promoting expansion of scale and improving product quality, especially OCOP products; promoting the role of the Cooperative Alliance in supporting and improving management capacity, and promoting production and consumption linkages along the value chain. At the same time, it is focusing on completing planning, strictly managing sea areas, resolutely dealing with IUU fishing; and promptly announcing fishing ports and implementing traceability through ports.

To effectively leverage the advantages of services and tourism, and make a significant contribution to economic growth, the province has organized dozens of tourism stimulus events since the beginning of the year. Recently, many outstanding events have taken place, creating a strong attraction for Quang Ninh's tourism industry, such as: Ha Long Concert 2025, the "Quang Ninh - Heroic Mining Land" Concert; the "Best Singing Voice on Quang Ninh Radio and Television 2025" competition... Currently, the province continues to focus strongly on stimulating tourism at the end of the year, with many programs planned for the upcoming year, such as: the Christmas art program, the first National Travel Festival; the Vietnamese Food Festival; the Grand Ceremony commemorating Emperor Tran Nhan Tong and the awarding of the World Cultural Heritage Certificate for the Yen Tu - Vinh Nghiem - Con Son - Kiet Bac Complex of Monuments and Scenic Spots…

Recently, the Provincial People's Committee issued Directive No. 12/CT-UBND (dated November 10, 2025) on improving the effectiveness of socio-economic development in the new situation. The province has set out key tasks and solutions for innovating the growth model and leveraging new resources. These include taking breakthroughs in science and technology, innovation, and digital transformation as the main driving force for strong development and increased productivity, quality, efficiency, and competitiveness of the local economy; developing high-quality, green, and sustainable tourism, linked to the night economy, heritage economy, and cultural industry; developing green and modern industrial parks and economic zones; building the Van Don Economic Zone into a center for entertainment and high-end tourism; and developing the Quang Yen coastal economic zone as a growth driver for the western part of the province...

The province also focuses on developing infrastructure and sustainable development spaces, including reviewing, adjusting, and effectively organizing the Provincial Planning for the period 2021-2030, with a vision to 2050; investing in transportation, urban, electricity, water, seaport, and social infrastructure projects in special economic zones and economic parks, ensuring synchronicity and modernity, while promoting socio-economic development and strengthening national defense and security, with a focus on key projects and works such as: Upgrading National Highway 4B section through Quang Ninh; Bac Luan 3 bridge; transportation and socio-economic infrastructure of Van Don and Co To special economic zones; several ports; industrial park and cluster infrastructure...

The province also proposed solutions in implementing administrative reforms, improving the efficiency of the investment and business environment; enhancing the quality of human resources, promoting the human values ​​of Quang Ninh, and developing culture and society, improving the lives of the people...
