Speed up the completion of tasks in the last months of the year

In the first 10 months of 2025, Quang Ninh will have to carry out many new tasks and organize many important events. With the drastic direction of the province, the efforts of sectors, localities, and the business community, the province's socio -economic situation has achieved many positive results, with many indicators increasing compared to the same period in 2024. In particular, the industrial production index (IIP) in the first 10 months increased by 16.17% over the same period; the processing and manufacturing industry increased by 34.16%; tourism welcomed 18.43 million visitors, total tourism revenue in the first 10 months is estimated at 48,362 billion VND, up 21% over the same period...

To achieve the growth target of over 14% in 2025, in the last months of the year, the province will continue to focus on effectively implementing the 2025 working theme on "Breakthrough in economic development, creating momentum for the new term", focusing on unlocking resources, promoting traditional growth drivers, promoting new growth drivers; urgently deploy key projects and tasks identified in the Action Program to implement the Resolution of the 16th Provincial Party Congress, ensuring clear presiding agencies and implementation roadmap.

Faced with identified difficulties that need to be resolved, these days, taking advantage of favorable weather, contractors are rushing to implement projects. Typically, the first phase of the riverside road project (from Dam Nha Mac intersection to Provincial Road 338) in Quang Yen ward focuses on completing site clearance for households, organizing the relocation of electricity sector items to create conditions for contractors to speed up construction progress. For the Provincial Road 279 renovation and upgrade project, Quang Hanh ward speeds up the progress of establishing and approving compensation plans, strengthening propaganda and mobilizing the remaining 40 households to soon hand over the site to contractors to organize construction simultaneously along the entire route. Contractors increase equipment, human resources, organize construction in 3 shifts, 4 shifts to make up for the previous slow progress. The investor also installed a camera surveillance system at important construction locations and routes, directly connecting to the province's Intelligent Monitoring and Operation Center (IOC) so that leaders of the Provincial People's Committee and related units can directly monitor, urge, and promptly direct the resolution of arising difficulties.

Meanwhile, at the project of the connecting road from Van Don Bridge 3 to Doan Ket resettlement area (Van Don special economic zone) phase 1, the entire roadbed has been completed and the entire length of the 5.54km route has been opened, thereby creating great convenience in implementing phase 2 construction...

Along with completing the transport infrastructure, the province determined to continue promoting the growth of the agricultural sector in the last months of the year to ensure the supply of goods for the 2026 Lunar New Year. The Department of Agriculture and Environment proactively coordinated with localities to implement Decision No. 3881/QD-UBND (dated October 15, 2025) on promulgating additional regulations on a number of key forestry tree species for production forest planting in the province, including: Jackfruit, mango, lychee, longan, grapefruit, guava, custard apple.

The Fisheries sector actively coordinates closely with localities to proactively prevent and control diseases on crops and livestock; strengthens the linkage between production and consumption of agricultural products, removes difficulties for enterprises and cooperatives, promotes the expansion of scale, improves product quality, especially OCOP products; promotes the role of the Cooperative Alliance in supporting, improving management capacity, promoting production and consumption linkages along the value chain. At the same time, focuses on perfecting planning, strictly managing sea areas, resolutely handling IUU fishing; promptly announces fishing ports and implements traceability through ports.

To effectively promote the advantages of services and tourism, contributing greatly to economic growth, since the beginning of the year, the province has organized dozens of tourism stimulus events. Recently, many outstanding events have taken place, creating a strong "attraction" for the Quang Ninh tourism industry, such as: Ha Long Concert 2025, Concert "Quang Ninh - Heroic Mining Land"; Contest "Good Voice on Quang Ninh Radio - Television in 2025"... Currently, the province continues to focus strongly on stimulating tourism at the end of the year, with many programs expected to be organized soon, such as: Art program to welcome Christmas, National Travel Festival - 1st time; Vietnamese Food Festival; Grand ceremony to commemorate King Tran Nhan Tong and receive the World Cultural Heritage Certificate of the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac...

Recently, the Provincial People's Committee issued Directive No. 12/CT-UBND (dated November 10, 2025) on improving the efficiency of socio-economic development in the new situation. The province has set out key tasks and solutions on renewing the growth model to promote new resources. In particular, taking breakthroughs in science and technology and innovation, digital transformation as the main driving force for strong development and productivity, quality, efficiency, and competitiveness of the local economy; developing high-quality tourism, green and sustainable tourism, associated with night-time economy, heritage economy and cultural industry...; developing green and modern industrial parks and economic zones; building Van Don Economic Zone into a center of high-end entertainment and tourism industry; developing Quang Yen coastal economic zone as a growth driver for the western route of the province...

The province also focuses on developing infrastructure and sustainable development space, including reviewing, adjusting and effectively organizing the Provincial Planning for the 2021-2030 period, with a vision to 2050; investing in transport infrastructure projects, urban areas, electricity, water supply, seaports, social infrastructure in special zones and economic zones, ensuring synchronization and modernity, both promoting socio-economic development and consolidating national defense and security, focusing on key projects and works, such as: Upgrading National Highway 4B through Quang Ninh; Bac Luan 3 Bridge; transport infrastructure, socio-economic infrastructure of Van Don special zone, Co To special zone; a number of ports; infrastructure of industrial parks, industrial clusters...

The province also proposed solutions to implement administrative reforms, improve the efficiency of the investment and business environment; improve the quality of human resources, promote the values of Quang Ninh people and develop culture and society, improve people's lives...
