(LĐ online) - On the morning of May 17, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee on science, technology, innovation, digital transformation and Project 06, chaired the second meeting of the Steering Committee.

Also attending were Politburo members: Deputy Head of the Steering Committee Nguyen Hoa Binh, Permanent Deputy Prime Minister of the Government; General Phan Van Giang, Minister of National Defense; Party Central Committee members, Deputy Prime Ministers, Deputy Heads of the Steering Committee: Ho Duc Phoc and Nguyen Chi Dung; leaders of ministries, branches, and agencies that are members of the Steering Committee. The meeting took place in person at the Government Headquarters, online to ministries, branches, agencies, and People's Committees of provinces and centrally-run cities.

Attending the meeting at the 63 local bridge points were leaders of provinces and centrally-run cities. At the Lam Dong bridge, there were Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc and leaders of departments and branches.

* Promoting science and technology from Resolution 57

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that the meeting aimed to assess the implementation situation in the first months of 2025 and discuss key directions and tasks in the coming time.

The Prime Minister said that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and digital transformation - this is a document of strategic and important significance, realizing the goal of making science, technology, innovation, and digital transformation an important driving force for socio-economic development.

This Resolution is a strong call to the entire Party, people and army to strive to turn Vietnam into a developed, high-income country with global competitiveness .

The Government and the Prime Minister have urgently directed the development and promulgation of the Action Program in Resolution No. 03/NQ-CP dated January 9, 2025 and Resolution No. 71/NQ-CP amending and updating the Government's Action Program. This is a comprehensive, encompassing action program, built with a long-term vision, clear goals, and highly feasible solutions, to concretize the Party's major orientations and policies. At the same time, the Prime Minister has established the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06 on the basis of merging the Administrative Reform Steering Committee (PAR), the National Committee on Digital Transformation and the Working Group implementing Project 06 and perfecting the Steering Committee (adding members to the Steering Committee) and establishing 3 Working Groups.

The Prime Minister stated that over the past time, the Government and the Prime Minister have resolutely directed and synchronously deployed solutions to increasingly effectively and practically implement national digital transformation and administrative reform; promoting administrative reform associated with digital transformation has been deployed in most areas.

At the same time, Project 06 was vigorously implemented from the central to grassroots levels, receiving consensus, support, and high appreciation from people and businesses, especially the population database.

However, according to the Prime Minister, to complete the goals of digital transformation, administrative reform and Project 06, we still have a lot of work to do; many tasks have been set but progress is slow and ineffective. "Experience shows that if Ministers, heads of sectors, heads of agencies, Chairmen of People's Committees of provinces and cities pay attention, this work will change positively...", the Prime Minister emphasized.

Emphasizing that science, technology, innovation, and digital transformation are the foundation for the country to develop rapidly and sustainably, the Prime Minister noted that Resolution 57-NQ/TW has been issued for nearly 6 months and more than 1/3 of the way to 2025 has passed. Therefore, high concentration, great determination, and drastic actions are needed to successfully achieve the goals set for 2025, with economic growth of 8% or more, double digits in the coming years to achieve the 2 100-year goals.

“The important issue is to transform the state from passively handling administrative procedures to proactively handling administrative procedures to serve people and businesses. We are also implementing the “strategic quartet” with breakthroughs in science and technology development, innovation, national digital transformation (Resolution 57), international integration in the new situation (Resolution 59), law making and enforcement (Resolution 66) and private economic development (Resolution 68) of the Politburo,” the Prime Minister emphasized.

The Prime Minister reiterated the view that ministries and branches should only focus on State management as strategy and planning; strengthen supervision and design of monitoring and inspection tools. Localities must dare to think, dare to do, dare to take responsibility in the spirit of "locality decides, locality does, locality takes responsibility"; delegate authority along with responsibility. "Whoever is closest to the people, who is closest to the people, who does the best, should be assigned work to that person".

The Prime Minister requested objective and honest assessments, lessons learned, and bottlenecks identified; mobilizing resources for science and technology development on the basis that ministries, branches, and localities must have specific projects and plans; businesses must be closely linked; clearly defining key tasks and solutions, with a roadmap, and completing each task.

At the meeting, delegates listened to a report on the results of the Government's implementation of Resolution No. 57-NQ/TW of the Politburo from March to May 2025; the results of the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government in March and April 2025 and key tasks in May and June 2025; the official announcement and putting into use the System for monitoring and evaluating the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government; the results of the implementation of Project 06 and key tasks of the implementation of Project 06 in May and June 2025; the results of the implementation of administrative reform tasks and key tasks of administrative reform in May and June 2025.

Delegates discussed, analyzed, and frankly and objectively assessed the implementation of science, technology, innovation, digital transformation, administrative reform and Project 06 activities in the past time; identified shortcomings, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, policies, and resource mobilization; pointed out the contents that are still behind schedule, determined objective and subjective causes, and drew lessons.

Along with that, the delegates also shared good experiences, valuable lessons, creative ways of leadership, direction, implementation, coordination, resource mobilization; proposed key tasks and solutions to accelerate and make breakthroughs in the coming time; cleared up bottlenecks in the organization and implementation of Resolution 57-NQ/TW...

Lam Dong digitally transforms to better serve people and businesses

Lam Dong Province has effectively implemented Plan No. 151-KH/TU, dated February 24, 2025 of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW of the Politburo and Plan No. 1780/KH-UBND dated April 25, 2025 of the Provincial People's Committee on implementing Resolution No. 03-NQ/CP of the Government related to breakthroughs in science, technology, innovation and national digital transformation. Issued documents specifying guidelines and policies on science - technology, innovation and digital transformation.

Direct the review and assessment of current legal documents, promptly propose amendments and supplements to ensure consistency, suitability with local practices and the direction in Resolution No. 57-NQ/TW of the Politburo. Adjust Plan No. 151-KH/TU to comply with the requirements in Document No. 01-CV/BCĐTW dated March 25, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation.

The Provincial People's Committee announced a list of major problems in science, technology, innovation and digital transformation. Implemented the project of the Lam Dong Province Shared Geospatial Database System to serve the planning management and direction of the Provincial People's Committee, and at the same time publicly shared with people and businesses for effective exploitation and use.

Continue to urge the implementation and completion of targets and tasks in Plan No. 9464/KH-UBND, dated November 1, 2024 of the Provincial People's Committee on digital transformation by 2025. In particular, focusing on promoting comprehensive digitalization of state management activities in the network environment; providing online public services integrated with artificial intelligence (AI) to support people and businesses in performing administrative procedures; synchronously connecting with national databases on population, land, businesses, etc.

Effectively implement programs and plans to support businesses in the 2021-2025 period, focusing on improving productivity and quality, supporting innovative startups, intellectual property, product traceability, and strengthening measurement management.

Directing the proper implementation of 2 investment projects to upgrade, renovate and purchase additional equipment, contributing to improving operational capacity and serving professional work well.

Regarding the implementation of digital transformation in Party agencies : Strengthen the work of information and propaganda of the Party's policies and regulations on digital transformation, especially Decision No. 204-QD/TW of the Secretariat, Resolution No. 57-NQ/TW of the Politburo; raise awareness and responsibility of cadres, party members and civil servants in the entire political system, considering digital transformation as an inevitable, long-term task that needs to be implemented drastically and synchronously. Urgently issue a plan for digital transformation of Lam Dong provincial party agencies for the period 2025 - 2028 for implementation (expected before May 15, 2025).

Receive and deploy software system applications transferred by the Central Government. Continue to invest in equipment and technical infrastructure, while maintaining monitoring, maintenance and troubleshooting to ensure information security and data confidentiality.

Inherit and effectively exploit the infrastructure and apply information technology that has been invested in; thoroughly use specialized software and information systems deployed by the Central and local governments. Promote digitalization in all aspects of work, especially in party administration, digitally signing documents, updating records into applications to form a centralized and unified database.

Simultaneously deploy the Party's wide area information network system and the Internet, ensuring technical conditions and information security according to regulations. Create favorable conditions for cadres and civil servants to process documents and exchange professional work via the network environment, thereby improving the quality and efficiency of work. Promote the application of information technology in organizing party activities; promptly deploy the Party's guidelines and resolutions, the State's legal policies and directives to cadres and party members. Digitize documents and texts of party organizations... to serve the work of storing, retrieving and exploiting information effectively and safely.
