6th meeting on project implementation status and progress of disbursement of public investment capital plan

BHG - On the morning of September 19, the Provincial People's Committee held an online conference with districts and cities to listen to investors report on the implementation of projects and disbursement progress of public investment capital plans, 3 national target programs (MTQG) in 2024. Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Comrade Ha Thi Minh Hanh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee co-chaired. Attending were leaders of departments, branches, and sectors; leaders of districts and cities attending at the bridge points.

Conference overview.

As of September 15, 2024, the total disbursed capital in 2024, including the capital plan to extend the implementation period from 2023 to 2024 (only counting the central budget capital; 3 national target programs; local budget balance and land use revenue), the 2024 plan (excluding land use revenue; provincial budget capital sources), has disbursed VND 1,939.5 billion/VND 4,579.8 billion, reaching 42.3% of the plan; the disbursed capital plan compared to the 5th meeting increased by VND 144.8 billion; the remaining capital plan is VND 2,640.4 billion.

There are 19 investors who have disbursed, 4 investors have disbursed 100% of the 2024 capital plan and 16 investors have not disbursed, because the investors have not yet accepted the completed volume, the weather is rainy, some investors have not completed investment procedures, and are stuck with compensation and site clearance procedures. 23/39 investors have disbursed above the provincial average; 13/39 investors have disbursed below the provincial average; 3/39 investors have not yet disbursed. The total public budget for implementing the 3 national target programs disbursed 670.4/2,291.6 billion VND, reaching 29.3% of the plan, an increase of 40.45 billion VND compared to the previous meeting.

Vice Chairwoman of the Provincial People's Committee Ha Thi Minh Hanh requested that investors need to uphold their responsibility to urge and accelerate project progress and disburse public investment capital plans.

Discussing at the conference, delegates reported on the situation, progress of implementation and settlement of projects; analyzed the reasons for the slow disbursement rate; identified the reasons for the difficulty in disbursing long-term capital and career capital for 3 national target programs due to the lack of supply of common construction materials for projects; lack of local human resources in some areas; prices of common materials are much higher than estimated, leading to some projects being behind schedule. During the period from June to early September 2024, the whole province experienced unusual weather conditions, heavy rain, flash floods, and landslides affecting the construction progress of projects...

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Van Son requested investors to synchronously and effectively implement the tasks and solutions set out in the directive documents of the Provincial Party Committee, the Provincial People's Committee and relevant departments and branches on urging and accelerating the progress of allocation and disbursement of public investment capital in 2024. Focus on completing documents to approve the settlement of unfinished and unsettled projects from 2020 and earlier; establish a working group to urge and guide investors to settle completed projects using public investment capital from 2020 and earlier. Investors need to be determined and resolute; urge contractors to mobilize human resources, machinery, and arrange reasonable shifts to compensate for the volume affected by floods. Localities need to review and completely resolve outstanding works and projects; urge the progress of land use fee collection; Focus on planning and adjusting planning to speed up construction progress.

The Chairman of the Provincial People's Committee requested investors to proactively coordinate with the People's Committees of districts, cities and related units to review and thoroughly handle difficulties in site clearance, speed up the progress of technical infrastructure relocation to hand over the site to contractors for construction of key projects, especially the Tuyen Quang - Ha Giang Expressway project (phase 1); the project to renovate and upgrade provincial roads: DT.177, DT.178, DT.183; Vi Xuyen town's inner-city roads; the Provincial Sports and Cultural Complex; the Basic Infrastructure Project for Comprehensive Development of the Northeastern Provinces. Investors need to focus on paying advance capital; review and have truly effective solutions to accelerate the disbursement of long-term capital and career capital. Relevant departments and branches need to review and calculate to transfer capital sources according to regulations; Evaluate the implementation of public investment in the 2020 - 2025 period and determine tasks for the 2026 - 2030 period.
