This is the third conference in a series of events held in all three regions of the North, Central and South, to implement the 2025 legal dissemination and education plan of the State Securities Commission - Ministry of Finance .
The conference was attended and chaired by Vice Chairman of the State Securities Commission Hoang Van Thu and representatives of leaders of units under the Ministry of Finance, the State Securities Commission, representatives of the Da Nang Department of Finance, and more than 100 delegates from public companies, listed companies, auditing companies and local press agencies... in the central region.
Speaking at the opening of the conference, on behalf of the State Securities Commission's leaders, Vice Chairman of the State Securities Commission Hoang Van Thu highly appreciated the attention and full and serious participation of the delegates in the context that the central region has just suffered huge losses due to recent natural disasters.
The Vice Chairman of the State Securities Commission outlined major securities policies in Law No. 56/2024/QH15. The guiding documents are Decree No. 245/2025/ND-CP and Circular No. 19/2025/TT-BTC, which have updated and specified the new policies of Law No. 56/2024/QH15 to aim at market development goals, serving as an important medium- and long-term capital mobilization channel for organizations and enterprises participating in the market.
According to the leader of the State Securities Commission, recently, the State Securities Commission has consulted and submitted to competent authorities to promulgate a synchronous legal corridor for safe, effective and transparent market operations, contributing positively to the new development stage of the economy .
The conference took place with 4 topics: Overview of regulations amending and supplementing the Securities Law in Law No. 56/2024/QH15 and documents detailing its implementation; New regulations on offering and issuing securities in Law No. 56/2024/QH15 and Decree No. 245/2025/ND-CP; Regulations amending and supplementing market organization; clearing and payment of securities transactions in Law No. 56/2024/QH15 and Decree No. 245/2025/ND-CP; New regulations for public companies in Law No. 56/2024/QH15, Decree No. 245/2025/ND-CP and Circular No. 19/2025/TT-BTC.
The conference in the central region gathered many public companies with questions and concerns about regulations on public company activities such as conditions for meeting public company standards, shareholders' meetings, the use of financial reports in securities issuance dossiers, regulations on information disclosure, maximum foreign ownership ratio of public companies, etc. Representatives of the State Securities Commission answered and clarified the contents of interest to delegates.
The series of conferences to disseminate the revised and supplemented contents of the Securities Law and its implementing guidelines by the State Securities Commission was a great success.
The contents of the conference helped organizations and businesses in the market systematically grasp current regulations, and at the same time unify their understanding and application when implementing them in practice, ensuring the market operates effectively, safely and transparently.
After this series of conferences, the State Securities Commission will compile and edit sets of questions on new documents and post them on the State Securities Commission's electronic information portal to continue to guide and disseminate the contents of new documents and create favorable conditions for businesses to look up and apply.
