Dissemination and propaganda of law - how to do it in border cities

Over the past years, Mong Cai City has actively propagated, disseminated, and educated the law to the people in many diverse and rich forms, aiming to gradually raise awareness of self-consciousness in complying with the law for local people.

Authorities distributed leaflets urging people not to participate in or assist in smuggling or illegally transporting goods across the border.

In particular, the work of disseminating and educating the law has been affirming its role as an inseparable part of the process of building, perfecting and organizing the implementation of the law. Typically, in recent times, the Mong Cai City Labor Federation has been constantly promoted, enriched in form, practical in content... to raise awareness, sense of law compliance, ensuring the legitimate and legal rights and interests of workers. At the same time, through legal consultancy activities, it aims to minimize violations in social life; contributing to maintaining political security, social order and safety in the area.

Most recently, in early April 2025, functional forces in Mong Cai City organized propaganda, dissemination and legaleducation for people in Tran Phu Ward. In which, the Customs force briefly introduced the new model and organization of the Customs agency and the functions, tasks and powers of Mong Cai International Border Gate Customs; an overview of customs procedures for the purchase and sale of goods by border residents through the border gate, emphasizing: Legal basis for management of goods purchased and sold by border residents; implementation procedures; list of commercial banks authorized by the State Treasury to collect the state budget and handle violations if residents do not comply. The police propagated the Law on Road Traffic Order and Safety; Border Guards propagated drug prevention and social evils in the current period... Through propaganda work, it contributed to raising people's awareness of the law and actively responded; Do not participate in or assist in smuggling or illegal transportation of goods across the border; do not consume or use smuggled and counterfeit goods; actively participate in preventing and denouncing smuggling and illegal transportation of goods and drugs across the border to competent authorities; and strictly implement the State's policies and laws.

Mong Cai City organizes training on professional skills and mediation skills at the grassroots level for grassroots mediators in April 2025.

Since the beginning of 2025, the Mong Cai City Council for Legal Dissemination and Education has compiled and printed 9,000 legal brochures on: Law on Management of Use of Weapons, Explosives and Supporting Tools; Law on Road Traffic Safety and Order; 8,000 legal brochures on the Law on Organization of Local Government. Coordinated with the Mong Cai City Youth Union to distribute documents to members to improve legal knowledge for young people in the city.

At the same time, Mong Cai also focuses on building a team of cadres to do the work of disseminating and educating the law in the area with professional qualifications, knowledge and skills suitable for the task; coordinate with the Department of Justice to organize training on the implementation of pilot instructions and foster professional skills and mediation skills at the grassroots level for the team of mediators and leaders and civil servants of communes and wards... The city currently has 194 legal bookcases with 12,500 books in villages, zones, communes, wards, agencies, units and schools, contributing to serving the direction, administration and resolution of professional work of agencies, units and localities, and the need for information dissemination and legal education of the people.

The implementation of various forms of propaganda has been effective, contributing to raising awareness and sense of law compliance among the people.
