The Massive Open Online Learning Platform (MOOCs) for popularizing digital skills is one of 35 national digital platforms identified as a priority for development, serving digital transformation, digital government, digital economy, and digital society. As a platform managed by the Ministry of Information and Communications , OneTouch was built to popularize digital skills for all subjects, including officials, public employees, workers, and people in general; popularizing advanced digital skills in a personalized direction, training on skills, rights, and responsibilities of digital citizens.
Previously, on December 20, 2023, the Provincial People's Committee issued Document No. 13673 on participating in a digital skills course via the OneTouch platform integrated on Hue-S. The course "Smartphone Mastery Skills" on Hue-S aims to improve people's digital skills, contributing to improving the province's Digital Transformation Index (DTI). At the same time, equip learners with the necessary skills to master smartphones through 4 basic lessons: How to set a screen lock password to protect personal data on mobile phones; Wifi connection skills and mobile data management to always maintain a stable network connection; How to install, update and remove applications effectively, optimizing the phone experience; Manage notifications intelligently to focus on more important work.
According to Director of the Department of Information and Communications Nguyen Xuan Son, with the Hue-S application being widely disseminated to most people in the area, instead of having to register an account on the OneTouch platform, Hue people who have installed Hue-S can easily participate in digital skills courses right on this application. As a result, after only 10 days of implementation, more than 20,000 Hue people have participated in learning knowledge and skills about digital transformation through online learning, with OneTouch integrated on the Hue-S application.
Mr. Nguyen Xuan Son said that, in addition to creating convenience for learners when integrating and combining the strengths of the mass open online learning platform and applying local-specific digital transformation on the Hue-S platform, the above initial success also comes from the coordination in building content, documents and organizing training courses.
During the implementation of training courses, the Department of Information and Communications and the One Touch platform operator always accompany and answer learners' questions to maximize learning efficiency, thereby contributing to improving human resource capacity, increasing the local DTI index ranking, and promoting the province's digital transformation.
The representative of the OneTouch platform operator said that integrating the online learning platform into the Hue-S application will create long-term effectiveness, contributing to gradually forming the habit of studying and researching online documents for local people. On the other hand, by classifying target groups through the information fields available on Hue-S, the province will be more convenient in providing orientations for training, raising awareness, and appropriate digital skills for each group of learners. The goal is that all people, depending on their abilities, can accompany the government in the digital transformation process.
