Deputy Head of the National Assembly Office Le Thu Ha thanked HSF Representative in Vietnam Michael Seigner for his effective, responsible and dedicated cooperation over the years; and welcomed Mr. Axel Neuber - who will take up the position of HSF Representative in Vietnam from January 2026.

The Deputy Head of the Office of the National Assembly believes that with his rich experience and deep understanding of the region, Mr. Axel Neuber will continue to develop the cooperative relationship between the two sides even better.
The Chief Representative of HSF stated that, in more than 6 years of continuous cooperation, HSF and the Office of the National Assembly have built a substantial, effective and sustainable partnership, demonstrated through 3 cooperation phases (2018 - 2019, 2020 - 2022 and 2023 - 2025).

The Deputy Head of the Office of the National Assembly emphasized that in 2025 alone, the coordination activities between the two sides have achieved many outstanding results in areas such as: providing professional support for National Assembly deputies in legislative work, supervision and decision-making on important issues of the National Assembly; training courses, improving policy analysis skills and applying information technology for officials and civil servants of the Office of the National Assembly supported by HSF; supporting research documents, synthesis documents, reference documents for National Assembly deputies and agencies of the National Assembly to serve the process of examining and giving opinions on draft laws submitted to the National Assembly for consideration...
The two sides have also maintained an annual dialogue mechanism to review and evaluate the progress and effectiveness of projects, thereby strengthening trust and expanding the scope of cooperation in new areas.

The Deputy Head of the Office of the National Assembly emphasized that 2026 is the opening year of the 16th National Assembly term, and at the same time, the year Vietnam enters a period of strong reform of the administrative apparatus and continues to innovate parliamentary activities. In that context, cooperation between the National Assembly, its agencies, the Office of the National Assembly and HSF continues to be important, contributing to helping the advisory and service agencies of the Vietnamese National Assembly approach advanced standards of legislative capacity, supervision skills and parliamentary administrative reform.

The Deputy Head of the Office of the National Assembly suggested that the two sides continue to strengthen the institutional capacity of parliaments through organizing research programs and seminars on the model of parliamentary apparatus organization, the supporting role of the Parliamentary Office and the operating mechanism of the Committee and Secretariat in the countries. Promote digital transformation and data analysis to serve delegates, such as: Support the development of documents, technical tools and training of staff in the field of parliamentary information and data.

Along with that, building research and policy advisory capacity, such as: Coordinating the compilation of documents comparing international experiences, in which research results from forums of the Association of Secretaries General of Parliaments (ASGP) are integrated, where Vietnam currently has a representative participating in the Executive Committee for the 2026-2028 term.
Agreeing with the proposal of the Deputy Head of the National Assembly Office, the Chief Representative of HSF in Vietnam hopes that the two sides will continue to expand cooperation in the fields of sustainable development and social security, integrating new topics such as human security, risk management and inclusive social policies into cooperation programs.
