On November 4, 2025, during the working visit of the Ministry of Industry and Trade of the Lao People's Democratic Republic to Vietnam, the delegation led by Lao Minister of Industry and Trade Malaithong Kommasith had a working session with Binh Son Refining and Petrochemical Joint Stock Company (BSR) and witnessed the signing ceremony of the Memorandum of Understanding on cooperation between BSR and Somvanchaleun Petroleum Jelly Company - a Lao petroleum business enterprise.
Attending the working session, on the side of the Lao Ministry of Industry and Trade delegation, there were representatives of the Department of Industry, Department of Standards and Metrology, and Department of Internal Trade.
On the side of BSR Company, there were Mr. Bui Ngoc Duong - Chairman of the Board of Directors, Mr. Nguyen Viet Thang - General Director of the Company and members of the Board of Directors, General Director Board, Factory Board of Directors, and leaders of relevant functional Departments.

International business cooperation and expansion is one of the important focuses in Petrovietnam 's sustainable development and international integration strategy. For BSR, expanding the scale of transactions to foreign markets not only contributes to diversifying revenue sources, but also minimizes the risk of dependence on the domestic market, enhances competitiveness and flexible adaptability in the context of unpredictable fluctuations in oil prices and world energy demand.
In its production and business development strategy, BSR is proactively expanding trade cooperation, signing long-term contracts and memorandums of understanding on product exports with partners in the Southeast Asian region; especially promoting product supply to markets in Laos, Cambodia, Myanmar, Indonesia and some new markets in East Asia.
The signing ceremony of the Memorandum of Understanding between BSR and Somvanchaleun Petroleum Jelly Company is a concrete activity for the previous cooperation between the two units. Specifically, on July 8, 2025, at Dung Quat Oil Refinery, the delegation of Somvanchaleun Company visited and worked at BSR and wished to cooperate in transporting and consuming products of Dung Quat Oil Refinery in the Lao market.

In July 2025, BSR discussed, worked and agreed to cooperate with Somvanchaleun Company on the direct export of DO oil to the Lao market. On July 21, 2025, BSR and Somvanchaleun Company signed a contract to test the export of DO to Laos by road.
On July 24 and 25, 2025, BSR exported about 315m³ of DO oil into 7 tank trucks, and by July 28, 2025, the trucks had completed customs clearance procedures at Na Meo border gate, Thanh Hoa province. Accordingly, Somvanchaleun Company is the first unit to successfully test the export of BSR's DO products for consumption in Laos. To develop the market and strengthen long-term cooperation, BSR and Somvanchaleun signed a miniterm contract with a volume of about 1,500 m3/month. In early September 2025, BSR also exported the second batch of DO oil, with a volume of 225m3 (5 tank trucks) to Laos. The total volume of BSR exported to Laos reached about 559m3 of DO oil. It is known that the total annual petroleum business volume of Somvanchaleun Company is about 300,000m3 (100% imported from abroad).
Speaking at the meeting, Mr. Bui Ngoc Duong - Chairman of the Board of Directors of BSR Company introduced the general process of formation, development and future orientation of the Company. "We see that the opportunities and room for development in the Lao market are still very open. With the strength in producing key petrochemical products such as DO oil, RON95 gasoline, RON92 gasoline, Jet A-1 fuel and plastic resins, BSR hopes that the Lao Ministry of Industry and Trade will create favorable conditions and have a special mechanism to promote the export of these products to Laos" - Mr. Bui Ngoc Duong shared.
Regarding future development orientation, the Chairman of BSR Board of Directors said that the Company is promoting the shift towards green production, Laos can become a source of cassava chips for Dung Quat Ethanol Factory to produce E100 bio-ethanol, serving the blending of E10 RON95 gasoline - one of BSR's specific steps in the roadmap to produce environmentally friendly fuel. In addition, the two sides can cooperate in the forestry sector to exchange carbon certificates, as well as exploit mineral resources to serve the development of new energy and value-added petrochemical products in the future.
Mr. Bui Ngoc Duong affirmed that with the capacity of Dung Quat Oil Refinery, BSR can completely meet the demand for high-quality petroleum products for the Lao market, contributing to strengthening Vietnam-Laos energy cooperation in the context of deep integration of the region.
Speaking at the meeting, Lao Minister of Industry and Trade Malaithong Kommasith highly appreciated BSR's production capacity and reputation, and emphasized that the signing of the Memorandum of Understanding between the two enterprises is an important initial step to develop a stable and sustainable petroleum market, bringing practical benefits to both sides.
The Minister affirmed that the Lao Ministry of Industry and Trade will consider supporting BSR to boost the export of petroleum products (DO, RON95 gasoline, RON92 gasoline, Jet A-1 and other products) to the Lao market. The Lao Ministry of Industry and Trade will consider specific policies in import procedures, creating favorable, quick and effective customs clearance conditions. Laos' annual demand for petroleum is about 1.8 - 2 million tons and Laos needs a stable supply and competitive prices.

Lao Minister of Industry and Trade Malaithong Kommasith also assigned the Departments and Divisions under the Lao Ministry of Industry and Trade to receive BSR's proposals on the supply of green materials, minerals, logistics costs for transporting gasoline and oil, etc. to strengthen cooperation between BSR and Somvanchaleun Petroleum Jelly Company in particular and companies in the oil and gas and mineral sectors in Laos in general. BSR will send a working group to Laos to study the market, transportation, and warehouses to have a basis for extensive cooperation in the coming time.
At the meeting, witnessed by Lao Minister of Industry and Trade Malaithong Kommasith; Mr. Nguyen Viet Thang - General Director of BSR and Mr. Angtaen Saysomphone - General Director of Somvanchaleun Petroleum Jelly Company signed a Memorandum of Understanding, to acknowledge the consensus between the two sides on principles, scope of cooperation and responsibilities in increasing output and expanding the list of products exported to the Lao market in the coming time.
This signing event marks an important step forward in BSR's strategy of international business integration and expansion, not only affirming the prestige and brand of Vietnamese enterprises in the field of petrochemical refining, but also contributing to strengthening the friendship and comprehensive cooperation between Vietnam and Laos more deeply and effectively. This is also an important initial step for BSR in the roadmap to expand export markets in Southeast Asia, contributing to the implementation of Petrovietnam's sustainable development and international integration goals.
Currently, Laos is importing 100% of its petroleum needs, of which about 90% of the supply comes from Thailand, about 10% from Vietnam and other sources. Expanding cooperation between BSR and Lao partners is not only of economic significance, but also contributes to ensuring energy security and socio-economic security of Laos. In the coming time, the two sides hope to increase the proportion of petroleum supply from Vietnam to at least 30%, thereby enhancing the effectiveness of bilateral cooperation and opening up opportunities for sustainable development for both countries.
