Standing Vice Chairman of the Provincial People's Committee Nguyen The Phuoc inspected the site clearance work of the Lao Cai - Hanoi - Hai Phong railway construction investment project through Van Yen district.

Implementing the province's working program, comrade Nguyen The Phuoc - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee has just inspected the field in 7 communes in Van Yen district where the Lao Cai - Hanoi - Hai Phong railway construction investment project passes through, to assess the situation of site clearance work, listen to the thoughts and aspirations of the people and directly direct the removal of obstacles.

The working group conducted a field survey of 7 communes including: Chau Que Thuong, Chau Que Ha, Dong An, Tan Hop, An Thinh, Yen Hop, Xuan Ai - localities where the railway is expected to pass through at locations where land is expected to be recovered along the initial route, assessing the current status of land use, affected works, structures and crops; inspecting resettlement areas, planned cemeteries, etc.
It is known that the project affects 411 hectares of land, 1,645 households along a 50 km length through Van Yen district. The district has issued many directive documents, established working groups, and organized meetings to collect opinions. Along with that, it proposed to build 16 resettlement areas and areas planned to expand and build new cemeteries to relocate 785 graves.

Through the field inspection, the delegation reviewed the suitability of the location, the ability to connect infrastructure and listened to the initial opinions of the commune government representatives on the arrangement plan; discussed with the district and commune leaders about the process of disseminating the project policy to the people, the difficulties in mobilizing and handling cases of illegal construction and expansion on agricultural land or land expected to be recovered...

Along with that are difficulties and obstacles in the implementation process such as: fluctuations in the heart line affecting the accurate determination of the scope of recovery, and difficulties in managing the current status due to some households deliberately violating on holidays and evenings...

Based on the records from the grassroots, Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People's Committee, requested Van Yen district and communes where the railway is expected to pass through to continue to closely follow the locality, closely coordinate with consulting units to soon have a stable route, as a basis for publicizing the planning and implementing the land acquisition steps. For resettlement areas and cemeteries that have been surveyed, it is necessary to urgently complete documents and procedures, ensuring publicity, transparency and prioritizing the best conditions for the people.

He also requested the provincial departments and branches to strengthen coordination, guidance and support Van Yen district to promptly remove obstacles, especially issues related to land, construction and compensation policies, ensuring that the national key project is implemented on schedule and in accordance with the law.

Comrade Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee affirmed that the province will focus on directing, prioritizing resources and resolving the recommendations of Van Yen district as quickly as possible, with the highest goal of ensuring that the site clearance work is carried out publicly, transparently, in accordance with the law, on schedule, creating high consensus among the people, contributing to the early implementation of the Lao Cai - Hanoi - Hai Phong railway construction investment project.
