Regarding site clearance for Bien Hoa 1 Industrial Park, according to the report of the Provincial Land Fund Development Center, the total land area of the industrial park is 320 hectares, of which the land area that must be cleared is about 298 hectares.
According to the plan, in July 2025, the site clearance of the auctioned land of nearly 9 hectares (belonging to the 75-hectare area) and the area for building the state agency headquarters (belonging to the 105-hectare Provincial Political - Administrative Center area) will be completed; the remaining areas will be completed in 2025.
Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Land Fund Development Center to complete the inventory of assets of enterprises leasing land in industrial parks by June 7; review which enterprises are using land for the wrong purpose, violating environmental laws and reclaim the land first. Bien Hoa City People's Committee must complete the relocation of more than 250 households before September 30.
Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that the spirit is to clear the land for Bien Hoa 1 Industrial Park "quickly" like the Bien Hoa - Vung Tau Expressway Project. The purpose is to have clean land for auction, construction of the Provincial Political - Administrative Center, implementation of social housing and public housing projects.
Regarding land auctions, this year the province plans to auction 37 land plots with a total amount of nearly 21 trillion VND according to the land price list. Of these, 17 land plots were transferred from 2024 (expected to collect about 2.2 trillion VND), of which only 3 land plots meet all auction conditions, 10 plots have only completed 1-3 procedures so they are not eligible for auction, and 4 plots have not completed any procedures.

Regarding the land auction plan, Vice Chairman of the Provincial People's Committee Ho Van Ha said that in the first quarter of 2025, the province could not auction any land. This affects the capital source for implementing public investment projects and the progress of land use projects. The provincial leaders requested that the Provincial Land Fund Development Center report in detail to the province on the auctioned land plots each quarter, the amount of money collected and solutions. Priority should be given to large land plots with advantages in attracting investment in Bien Hoa city, Long Thanh district, Trang Bom district, etc.
Regarding the disbursement of public investment capital, the province's total public investment capital plan for 2025 is nearly 16.6 trillion VND, and as of April 24, the disbursement rate reached 8.9%. This rate is lower than the average disbursement rate of the whole country.
